Before expanding AI infrastructure, measure whether production workloads justify the capacity, what each useful workload costs, and whether power and facilities can be ready when needed. The question “What should businesses measure before expanding AI infrastructure capacity?” has no universal hardware or utilization threshold as its answer: it calls for a company-specific case built from measured demand, operating economics, and delivery feasibility—not industry growth forecasts alone.
How do I know whether we need more AI compute capacity?
Start with the workloads your business intends to run, not with a target number of servers or a market forecast. Expansion is easier to justify when production demand, service requirements, and the business outcome are visible together.
Separate observed demand from expected demand
Build an inventory of AI workloads and record how often each runs, how much capacity it uses, when demand peaks, and what latency or service level it needs. Mark whether each workload is in production, a pilot, or only a forecast. A pilot may reveal potential, but it is not equivalent to sustained production usage or a committed workload.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor each workload, identify the business outcome it supports and how that outcome will be assessed. This might be a change in an operating process, an added customer-facing capability, or a reduction in a specific task’s time or cost. Keep technical activity—such as model requests or tokens processed—distinct from the business result. A model can be technically capable without being cost-effective once it is integrated into a firm’s workflows.

Make workload requirements explicit
Demand is not just a total number of requests. Record workload variability, the times when capacity is needed, response-time requirements, and the consequences of a slowdown or outage. These details help distinguish a need for steady baseline capacity from one that is intermittent or peak-driven, and make it possible to compare options on a consistent basis.
Industry expansion can provide context, but it cannot establish that your company has demand or a positive return. The International Energy Agency (IEA) reports that global data-center electricity demand grew 17% in 2025, while electricity consumption at AI-focused data centers grew 50% that year. Those are global sector figures, not measures of an individual company’s workload or business value. [IEA, Key Questions on Energy and AI]
What should we measure about workload economics?
Estimate the cost of delivering a useful workload at the service level it requires, including both variable operating expenses and the fixed or indirect costs needed to make it work. Compare that cost with the workload’s business outcome, rather than treating raw compute capacity as the value being purchased.

Measure how much available capacity is doing useful production work and how much is idle or reserved but unused. Use a time profile, not only an average: a system can look busy over a month while still having long idle periods or failing to meet demand at specific peaks. Where workloads vary, model that variation instead of assuming that all purchased capacity will be continuously useful.
Idle capacity matters economically and physically. The Lawrence Berkeley National Laboratory (LBNL) includes both AI-server utilization and idle power among the assumptions in its analysis of data-center electricity use. The report models U.S. data-center electricity consumption at 649 terawatt-hours (TWh) in 2030 in its reference case, with a 521–843 TWh range in compounded uncertainty scenarios. This is a U.S.-specific modeled outlook, not a forecast for a particular facility or a directly comparable measure to the IEA’s global 2025 growth figures. Calculate cost per useful workload
Build a cost view that includes inference, power, cooling, facility costs, networking, storage, staffing, maintenance, and financing where applicable. Also include integration and migration effort: adapting AI capability to a company’s workflows can involve adjustment costs that are difficult to observe in a single infrastructure bill.
Inference costs can be more observable than the full cost of integration, but neither a low inference bill nor a high utilization figure alone proves business value. Define the unit that matters to the decision—such as a completed workload at a required service level—and use the same unit when comparing expansion choices. Token economics can be useful for understanding usage, but should be linked to downstream budgets and outcomes rather than treated as a standalone success measure. Deloitte’s 2026 AI infrastructure survey highlights token economics, total cost of ownership, and downstream budget implications as considerations for organizations evaluating infrastructure. [Deloitte Insights, AI infrastructure survey]
The Federal Reserve notes that inference cost is a distinct and more observable expense, while the costs of integrating technology into firm-specific workflows can be harder to measure. This distinction is important when a technically successful system still requires substantial process changes or staff effort to deliver a useful result. [Federal Reserve, The AI Buildout and the Economy]
How can we tell whether industry investment is becoming usable capacity?
Use several indicators because spending, construction, equipment installation, and chip production describe different stages of the buildout. None is a clean measure of AI-only capacity available to your business.
| Indicator | What it can show | What it does not establish |
|---|---|---|
| Reported property-and-equipment spending | Investment by large technology companies in assets that may support the buildout. | It can include non-AI purchases and may not reveal how much capacity is operational or available to other firms. |
| Data-center construction | Facilities being added; construction can precede the installation of IT equipment. | A building alone does not show that computing equipment has been installed, commissioned, or made usable. |
| Computing-equipment investment | Spending on computing equipment associated with a later stage of capacity deployment. | The measure can include non-AI activity and is not a direct count of productive AI capacity. |
| Semiconductor production | A signal about the supply of a key input to computing infrastructure. | Production does not by itself show when finished systems will be delivered, powered, or put into service. |
The Federal Reserve treats these measures as complementary rather than interchangeable. It also notes that leasing can make headline capital-expenditure figures understate total AI-related infrastructure investment. This matters when using public company spending as a proxy for the scale or timing of deployment: an expenditure series is not a direct readout of installed, powered, productive capacity. The IEA reports that the largest technology companies’ capital expenditure exceeded USD 400 billion in 2025 and is expected by the IEA to rise 75% in 2026. The latter is an expectation, not a completed-year result. These figures describe large companies’ investment, not a business case or capacity requirement for another organization. [IEA, Key Questions on Energy and AI]
What power and facility checks should come before an expansion?
Confirm that the site can deliver the required power and facility conditions on the project’s timeline before treating a hardware plan as feasible. A capacity plan needs realistic assumptions about load, grid connection, cooling, water, resilience, commissioning, and ongoing operations.
Verify power availability and timing
Ask what power is available at the proposed location, what additional supply or grid connection is required, and when that connection can realistically be delivered. Map the expected load ramp against those milestones; a facility sized for eventual demand may not need its full load at launch, but its staged plan still has to match the power and connection schedule.
The IEA describes uncertainty in actual peak demand and warns that data-center construction and electricity-system investment can become misaligned. A facility timeline that assumes power will arrive simply because a building or equipment order is on schedule risks leaving investment unusable. Electricity and grid connections, energy equipment, and advanced-chip supply can all constrain deployment. [IEA executive summary]
Plan for the whole operating environment
Assess cooling and water strategy alongside electrical capacity. Define resilience requirements, commissioning needs, and who will operate and maintain the facility once it is live. The ASHRAE, Pacific Northwest National Laboratory (PNNL), and National Electrical Manufacturers Association (NEMA) AI Data Center Energy Performance Framework covers planning and siting, energy sourcing and use, water, thermal efficiency, grid-interactive design, resilience, commissioning, operations, and retrofit. It is a planning framework, not a mandatory code or a replacement for applicable local codes, standards, or project-specific engineering. [ASHRAE, PNNL, and NEMA framework]

How should we compare owned, leased, cloud, and colocated capacity?
Compare each option against the same workload, time horizon, utilization assumptions, and service requirements. The right choice depends on both the economics and whether capacity can be delivered and operated when the workload needs it.
| Comparison axis | What to assess |
|---|---|
| Total cost and useful output | Cost over the decision horizon and cost per useful workload, including relevant operating, integration, and financing costs. |
| Utilization and variability | Expected production utilization, idle capacity, and how demand changes over time. |
| Power and expansion schedule | Available power, connection timing, load ramp, and whether capacity can be added in stages. |
| Facility and operations | Cooling, water, resilience, commissioning, staffing, and maintenance requirements. |
| Flexibility and transition | Integration or migration effort, ability to adjust capacity, and exit obligations. |
Owned capacity may entail facility, equipment, operating, and financing commitments; leased, cloud, or colocated capacity may shift the form and timing of costs and obligations. Account for those costs over the same period rather than comparing an upfront purchase price with a partial rental or service bill. Include the cost and practical effort of moving workloads if demand, technology, or power availability changes.
There is no evidence-based universal winner between owning and leasing. The available indicators and frameworks support comparing the options on common economic and delivery axes, not ranking providers or proving one model is always cheaper. A lease can also be part of infrastructure investment even when it does not appear as the same kind of headline capital expenditure as an owned asset.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How can we make an expansion decision that remains sound as conditions change?
Make the decision conditional on a range of plausible demand, cost, and delivery outcomes, then revisit it when measured evidence changes. This is more robust than committing to one demand forecast or assuming that power, hardware, and utilization will arrive exactly as planned.

Model scenarios and stage commitments
Vary the assumptions that can change the economics or schedule: production demand, utilization, energy costs, hardware availability, and grid-connection timing. Identify which assumptions are essential to the business case and what happens if they are missed. Where possible, stage capacity commitments so the next expansion depends on evidence from earlier production use and delivery milestones.

Set review triggers before approval
Define in advance what evidence would justify adding capacity or pausing. Useful triggers include measured production demand, committed workloads, utilization patterns, cost per useful workload, and progress against power milestones. A trigger makes a forecast actionable: for example, a review can be tied to verified workload growth rather than a general expectation that AI adoption will increase.
Schedule updates as efficiency, adoption, model capabilities, and infrastructure conditions change. The IEA calls for close monitoring, frequent updates, cooperation with the technology sector, and more systematic energy-consumption disclosures to improve the robustness of the AI energy outlook. Those same uncertainties are reasons to keep company capacity plans revisitable rather than treating a forecast as a fixed requirement. [IEA executive summary]
Keep approval evidence tied to the decision
A useful approval case should make visible the workloads being served, the expected useful utilization, the full cost view, the power and facility schedule, and the conditions for proceeding in stages. That lets leaders distinguish an investment justified by demonstrated use from one based mainly on sector-wide momentum, and provides a clear basis for revisiting the decision if its assumptions change.

Frequently Asked Questions
Do reported data-center electricity figures measure AI use alone?
Not necessarily. The IEA’s global data-center electricity figures and LBNL’s U.S. modeling have different scopes and methods; neither should be treated as a facility-level meter reading or as a direct measure of one company’s AI consumption.
Can a business case rely on AI infrastructure market forecasts?
Forecasts can inform scenarios, but they do not demonstrate that a particular company has enough production demand or will earn a return. The decision still needs evidence about the company’s own workloads, costs, and delivery constraints.
Does an AI data-center energy framework replace local building requirements?
No. The ASHRAE, PNNL, and NEMA framework is guidance, and its page says it does not establish mandatory requirements or supersede applicable codes and standards. Projects still need to follow relevant local requirements and project-specific engineering.
