AI exploitability is the probability that an attacker can use AI-enhanced messages, synthetic identities or automated workflows to make a person disclose information, approve an action or bypass a control. It is broader than phishing-click rate. A useful program measures decisions across email, SMS, collaboration tools, phone, video, browsers, payment processes and unapproved AI applications. The evidence already shows industrialized social engineering and fraud, while fully autonomous, sophisticated cyber operations remain unproven. Organizations should therefore instrument human decisions and control coverage now, without treating every AI claim as evidence of autonomous hacking.

What is the human attack surface in an AI-enabled attack?

The human attack surface is every point where a person can be persuaded to trust an identity, open content, disclose data, approve a transaction or override a safeguard. AI expands that surface by making each interaction more convincing, more personalized and cheaper to produce. Large language models can draft context-aware lures; voice cloning can imitate a manager; synthetic video can support a fake identity; and automated targeting can deliver different pretexts to thousands of people.

The Canadian Centre for Cyber Security says AI technologies are almost certainly lowering barriers to entry while improving the quality, scale and precision of malicious cyber activity. Its incident series counted 107 publicly reported generative-AI incidents in 2023 and 138 in 2024. Those figures describe reported incidents, not the total number of attacks.

AI does not need to discover a novel software vulnerability to cause loss. A convincing request to change a supplier’s bank account, reset a privileged account or paste confidential text into a public service can defeat controls that focus only on malware and links.

How does AI make phishing and social engineering more convincing?

AI removes several cues that older awareness training taught people to spot. Text can be grammatically clean, localized and tailored to a person’s role. A model can combine public information with a stolen email thread to produce a plausible request, then generate follow-up replies when the target hesitates. The Canadian assessment specifically identifies improved social engineering, convincing phishing at scale, and realistic audio and visual deepfakes.

Personalization and scale

An attacker can create separate narratives for payroll, procurement, help-desk and executives rather than sending one generic message. Automated systems can test subject lines, timing and channels, then continue a conversation after a target responds. This turns a single campaign into many small, credible interactions.

Multichannel pressure

A message may begin as an email, move to SMS, and finish with a phone call or collaboration-chat request. A familiar name or profile photo is not independent proof of identity when the same campaign can synthesize text, voice and video.

Deepfake impersonation

The FBI warns that criminals use fake social profiles, cloned voices, identification documents and believable videos. Its public advice is to “Take a Beat”: stop, identify red flags and verify through a trusted route before acting. Recognition alone is no longer a reliable authentication factor.

Can a deepfake voice trick a help desk or finance team?

Yes. A realistic voice can increase the credibility of a password-reset, payment or urgent executive request, especially when staff are rewarded for speed. The correct response is not to train employees to identify every synthetic voice; it is to require an independent verification step that an attacker cannot control.

  • Help desk: require phishing-resistant authentication or a known device challenge before resetting an account. Do not treat caller ID, a voice match or personal facts as sufficient proof.
  • Finance: verify new beneficiaries and bank-detail changes using a previously recorded contact method, not a number or link in the request.
  • Executives: use a two-person approval rule for unusual transfers, urgent gift-card requests and access changes.
  • Video meetings: pause when a participant asks for secrecy, an unusual transfer or a bypass of normal workflow; confirm through a separate channel.

Measure whether the verification happened and whether it used an independent channel. Counting how many people recognized a simulated deepfake is less useful than recording how many stopped and verified.

What should organizations measure besides phishing clicks?

Build metrics around four layers: exposure, behavior, resilience and control coverage. Keep channel, role, geography and business-process segments visible. A single “human weakness” score hides whether a high result came from a difficult simulation, a poor reporting button or one concentrated role.

Layer Measures to collect Why it matters
Exposure AI-assisted lure volume; deepfake and voice scenarios; unapproved AI-app use; externally reachable identity and payment workflows Shows where people can be targeted and where an attack can enter a process
Behavior Click, credential-submit, attachment-open, disclose, approve, bypass and report rates by channel Separates a risky decision from a harmless view and identifies the exact control being bypassed
Resilience Time to report; time to contain; independent-verification rate; repeat-failure rate; recovery quality Shows whether staff and responders limit damage after a suspicious interaction
Control coverage Users and workflows protected by phishing-resistant authentication, transaction verification, browser/mobile controls, logging and tested playbooks Explains whether behavior is supported by effective safeguards

Measure each channel separately

Track email, SMS, collaboration platforms and voice independently. For each, record delivery, engagement, credential entry, attachment opening and reporting. AI-generated language means spelling and grammar are weak indicators; channel-specific behavior is stronger evidence.

Measure verification decisions

For payment changes, executive requests, help-desk resets and identity claims, log whether the employee used an approved out-of-band method. A “recognized the person” response should not count as verification.

Measure sensitive-data disclosure

Monitor uploads, copy-and-paste events and messages containing confidential material in personal cloud applications or unapproved generative-AI services. Netskope reported that 26% of users uploaded, posted or sent data to personal apps each month in its 2025 analysis. Treat this as a core human-risk signal, with privacy safeguards, rather than as a minor policy violation.

Measure browser and workflow exposure

Instrument risky redirects, malicious downloads, OAuth grants and unusual browser sessions. Unit 42 reported that 44% of investigated incidents involved a web browser and that 70% occurred on three or more fronts. Those findings make the browser and the surrounding workflow part of the attack surface, not merely a delivery mechanism.

Measure the pause-and-report behavior

Record time to report, escalation quality, whether a user stops after a suspicious prompt and repeat susceptibility by role. The FBI’s “Take a Beat” guidance becomes measurable when a program records pause, independent verification and report as separate events.

Which AI-exploitability metrics belong on an executive dashboard?

Executives need trend and distribution data, not a ranking of “bad users.” Pair behavior with controls and real incident outcomes.

Dashboard question Example indicator Interpretation
How much targeting is reaching us? Volume of AI-assisted lures, synthetic-identity scenarios and unapproved AI-app events Rising exposure can require stronger preventive controls even before losses appear
Where do decisions fail? Submit, approve, disclose, bypass and report rates segmented by channel, role, geography and process Finds concentrated weaknesses instead of blaming the whole workforce
How quickly do we recover? Median time to report and contain, plus quality of escalation Shows whether a near miss becomes a contained event or a material incident
Are safeguards actually deployed? Coverage of phishing-resistant authentication, payment verification, browser/mobile controls and tested playbooks Distinguishes a training problem from a missing-control problem

Report distributions, medians and trends. A high click rate may reflect a realistic exercise, a confusing reporting process or a problem in one job family. Compare it with independent-verification rates and actual incident outcomes before drawing a conclusion.

How exposed are organizations today?

Palo Alto Networks Unit 42, 2025 44% of investigated incidents involved a web browser; 70% occurred on three or more fronts Unit 42 investigated incidents, not a random sample of all breaches
IBM, 2025 16% of studied breaches involved attackers using AI tools, most often for phishing or deepfake impersonation; average breach cost was $4.44 million globally and $10.22 million in the United States Studied breaches and reported averages; costs vary by organization and event

How do I test whether employees are vulnerable to AI scams?

Run controlled, consent-aware exercises that test decisions rather than trivia. Include channels and workflows that ordinary phishing simulations omit.

  1. Map critical decisions. List payment changes, credential resets, privileged-access requests, data uploads and urgent executive requests. Identify the independent verification method required for each.
  2. Choose realistic scenarios. Use synthetic text, voice or video only within an approved exercise and mark the exercise in internal records. Vary the pretext by role, geography and channel.
  3. Define safe outcomes. A correct result can be refusing, verifying, reporting or stopping before disclosure. Do not grade someone as failing merely for reading a message.
  4. Instrument every step. Capture delivery, response, data entry, approval, verification method, report time and escalation quality. Minimize collection of personal content.
  5. Debrief immediately. Explain the red flags, show the approved verification path and fix confusing procedures or reporting buttons.
  6. Retest weak workflows. Repeat after control changes and compare the same role and process over time, rather than publishing a league table of individuals.

Are people leaking company data into AI tools?

They can, and conventional phishing metrics will not reveal it. Personal applications and unapproved AI services may receive source code, customer records, contracts, credentials or internal prompts through uploads and copy-and-paste.

  • Publish a short, enforceable data-classification rule for AI use, with examples of prohibited and permitted material.
  • Provide an approved service for legitimate work so employees are not forced into unsanctioned tools.
  • Use browser, endpoint and cloud-access logging to detect unusual uploads while limiting inspection of private content.
  • Alert on secrets, regulated data and large transfers; route ambiguous cases to a privacy-aware review process.
  • Measure attempted and completed disclosures separately, then track remediation and repeat events.

Netskope’s monthly personal-app figure demonstrates why this belongs on the same dashboard as phishing and payment verification. The risk is a decision to disclose, not merely a click.

Is AI really hacking autonomously, or is that hype?

The defensible conclusion is narrower: AI is already industrializing parts of social engineering, fraud and reconnaissance, but evidence does not establish that general-purpose systems routinely conduct sophisticated, fully autonomous cyber operations. The UK International Scientific Report on the Safety of Advanced AI classifies scams, phishing, fake compromising content, disinformation and cyber-offence assistance as malicious-use risks while noting that substantial evidence for automated sophisticated cybersecurity tasks is not yet available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The U.S. Government Accountability Office says no current generative-AI system is immune to misuse and notes that agentic systems could autonomously create and deliver phishing emails. NIST likewise says adversarial attacks can manipulate AI-system behavior and that no foolproof protection method exists yet. Treat autonomy as an evolving risk, while protecting against the human-mediated attacks already observable.

What controls reduce AI-enabled human risk?

Make identity verification independent

Use phishing-resistant authentication for accounts, documented call-back procedures for help desks, and dual approval for high-value transactions. A second channel must be pre-established; replying to the same message does not provide independence.

Reduce workflow ambiguity

Publish one payment-change process, one reset process and one way to report suspicious activity. Attackers exploit exceptions and urgency when employees cannot tell which rule applies.

Protect browsers and mobile devices

Apply web filtering, download controls, OAuth-consent monitoring, mobile protections and session logging. Review unusual redirects and grants as workflow events, not isolated technical alerts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prepare deepfake-specific playbooks

Define who can pause a meeting, freeze a payment, quarantine an account or contact an executive’s delegate. Exercise voice and video scenarios so responders know the escalation path before a real event.

Measure outcomes, not fear

Track prevented loss, near misses, time to contain and repeat failure. Do not claim that a training completion rate proves resilience; only observed behavior tied to controls and outcomes can support that conclusion.

What are the common measurement mistakes?

  • Using one click rate: it ignores voice, SMS, browser, disclosure and approval decisions.
  • Testing recognition instead of verification: a familiar face or voice can be synthetic.
  • Blaming users for missing controls: a person cannot independently verify a request when the organization provides no trusted route.
  • Ignoring unapproved AI use: data disclosure can occur without a malicious link.
  • Comparing incomparable groups: role, geography, channel mix and exercise difficulty change results.
  • Overstating autonomy: current evidence supports increased scale and persuasion, not routine fully autonomous operations.

What should a 90-day measurement program deliver?

  1. Days 1–30: inventory identity, payment, browser, mobile and AI-use workflows; define approved verification paths and privacy limits.
  2. Days 31–60: establish channel-level baselines, deploy reporting and logging, and run controlled text, voice or video exercises for high-risk roles.
  3. Days 61–90: close the largest control gaps, retest the affected workflows, and present trends alongside independent-verification coverage and incident outcomes.

The deliverable is a map of where people are asked to make trust decisions, how often those decisions fail, how quickly the organization recovers and which controls prevent recurrence.

Frequently Asked Questions

How often should an organization run deepfake or AI-phishing exercises?

Use a risk-based cadence: monitor continuously, run targeted exercises after major workflow changes, and schedule broader tests often enough to establish trends without training employees to expect a particular script. Rotate channels and pretexts so results reflect behavior rather than pattern recognition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can we measure AI-use risk without violating employee privacy?

Collect event metadata and policy-relevant indicators—such as destination, data class, volume and approval status—rather than indiscriminate content inspection. Publish retention, access and escalation rules, and involve privacy or works-council representatives where required.

What is the fastest control to add for urgent payment requests?

Create a documented callback to a previously verified number and require a second approver for beneficiary or bank-detail changes. Make the control usable under pressure, then audit whether staff actually follow it.

Should small organizations build their own deepfake-detection system?

Detection should not be the primary safeguard because synthetic media changes quickly and no foolproof protection exists. Small teams usually gain more from phishing-resistant authentication, independent callbacks, transaction limits and a practiced pause-and-report procedure.
