Use an AI chatbot for a bounded, repeatable request it can complete accurately; use a human agent when the issue is ambiguous, sensitive, emotionally difficult, or unresolved. The safest design is usually hybrid: let AI identify intent, collect context, and attempt a constrained action, then offer a clearly visible human handoff that carries the conversation history forward.

The practical rule: match the channel to the job

A chatbot is not automatically a cheaper or better version of a support agent. It is a service channel with a narrow strength: handling a defined task quickly and consistently. Human support has a different advantage: judgment, empathy, discretion, and the ability to work through unusual context.

Start with the customer’s issue, not with the technology. If the request has a known answer or a clearly bounded action, an AI workflow can be a good first option. If the customer needs interpretation, reassurance, negotiation, or a decision that falls outside the chatbot’s verified capabilities, route to a person early. A failed automated conversation is not neutral: it consumes the customer’s time and can make the person less willing to try the channel again.

The service should always make human access visible. In a Gartner survey of 3,566 B2B and B2C customers conducted in February and March 2026, 87% said companies using generative AI in customer service must provide access to a human agent (Gartner, August 4, 2026). A human option is therefore part of a credible AI experience, not merely a fallback for edge cases.

What chatbots are good at

Routine answers from a controlled knowledge base

Chatbots work best when the answer is documented, current, and unlikely to require interpretation. Examples include store hours, delivery-status definitions, password-reset instructions, or the steps for changing a profile setting. The bot should retrieve approved information rather than improvise. If the source content is missing, contradictory, or out of date, the correct behavior is to say that it cannot verify the answer and offer a person.

Bounded account actions

Customer expectations are moving from receiving an answer to having a task completed. Gartner cites actions such as booking an appointment, submitting documents, and updating an account as examples of this direction (Gartner, August 4, 2026). Those examples do not mean every chatbot can safely perform them. An action belongs in automation only when the system can authenticate the customer, validate the inputs, call the underlying service successfully, and confirm the result.

Fast, always-available triage

An AI assistant can ask a small number of clarifying questions, classify the issue, and collect details before a human joins. This reduces the time an agent spends repeating basic questions. Triage is useful even when the bot does not resolve the case, provided the customer can see what will happen next and can bypass automation when it is not helping.

What human agents are good at

Empathy and emotionally difficult conversations

Customers may contact support after a loss, a serious service failure, a frightening account event, or a long sequence of unsuccessful attempts. A scripted response can sound dismissive even when its information is correct. Capgemini’s Customer Service Transformation report, based on a November–December 2024 survey of 7,764 consumers who had used customer-service chatbots, found that consumers associate human agents with empathy and creative problem-solving, while virtual agents are valued for speed and convenience (Capgemini Research Institute, 2025).

Ambiguity, exceptions, and judgment

A human can recognize when a customer’s wording does not fit the standard categories, ask a follow-up question in natural language, and decide which policy or specialist should apply. This matters when several accounts, orders, or policies interact, or when the customer needs an exception reviewed rather than a standard answer repeated.

High-consequence decisions

For a sensitive or high-consequence issue, a prudent policy is to require human-led review or human support. The cited studies do not define one universal list of regulated or high-risk categories, so each organization must set its own boundaries with legal, security, and operational owners. The key control is that the chatbot must not make a consequential decision merely because it lacks a route to a person.

Evidence that should shape the design

Finding Population and date Reported result How to use it
Access to a human agent when generative AI is used for service Gartner survey of 3,566 B2B and B2C customers; February–March 2026 87% said human access must be provided Make the handoff visible and usable rather than hiding it behind repeated bot prompts
Willingness to try a chatbot after a negative experience Gartner survey of 3,566 B2B and B2C customers; February–March 2026 27% said they would try one again Treat failed conversations as a product problem; fix the issue or escalate instead of extending the script
Potential versus observed chatbot use Same Gartner survey 49% said they would have been willing to use a chatbot if offered; 7% used one or a digital assistant in their most recent service interaction Do not interpret willingness as current adoption or assume that offering a bot guarantees usage
Perceived strengths of each channel Capgemini survey of 7,764 chatbot users; November–December 2024 Virtual agents: speed and convenience; human agents: empathy and creative problem-solving Assign routine speed-oriented work to AI and judgment-oriented work to people

Repetitive, low-risk request with a clear answer or defined action Chatbot Use verified information and expose only actions the connected service can complete
Routine status update or bounded account action Chatbot or AI-assisted workflow Authenticate, validate, execute, and confirm the action; do not claim completion without a successful system result
Ambiguous request, repeated misunderstanding, or low confidence Human agent Offer a person immediately and pass the collected context
Emotionally difficult issue or need for empathy and creative problem-solving Human agent, with AI assistance if useful Use AI for notes or retrieval only if it does not interrupt the conversation
Sensitive or high-consequence issue Human-led review or human support Define the category and escalation owner in policy; do not let the bot make an unsupported decision
Any interaction that has not resolved the problem Human escalation Preserve the transcript, answers, authentication state, and attempted actions so the customer does not start over

Five tests before you automate a task

1. Is the task bounded?

Write the task as a short sentence with a clear beginning and end, such as “check the shipment status for order 1234” or “change the email address after successful verification.” If the sentence requires several exceptions or a policy judgment, it is not a good first automation candidate.

2. Can the system verify the answer or action?

Identify the authoritative data source and the timestamp or status that proves success. A chatbot should quote current account data, not infer it from a generic article. For an action, require a transaction result from the system of record before telling the customer it is complete.

3. Is the error cost acceptable?

Estimate what happens if the bot is wrong: a second contact, a missed deadline, a privacy incident, or a financial loss. The higher the consequence, the stronger the case for human review and explicit confirmation.

4. Can customers recover quickly?

Provide a visible “Talk to a person” option, a way to correct a misunderstood intent, and a direct path out of loops. Gartner analyst Eric Keller advises that service leaders should not use generative AI as a mandatory first step for every issue (Gartner, August 4, 2026).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Is success measurable?

Define the expected resolution and the evidence that it occurred. If you cannot tell whether the customer reached the intended outcome, you cannot decide whether to expand automation.

When customer service should escalate a chatbot conversation

Escalation should be an explicit control, not a vague promise. Trigger a transfer when any of these conditions occurs:

  • The customer asks for a human, even if the bot believes it can continue.
  • The intent classifier remains uncertain after one or two clarifying questions.
  • The customer repeats, rephrases, or contradicts the same request.
  • The requested action is outside the bot’s approved permissions or connected systems.
  • The customer disputes an answer, charge, status, or decision.
  • The issue involves a sensitive account event or a consequence that policy assigns to a human.
  • The bot has already attempted an action and cannot verify whether it succeeded.
  • The conversation reaches a defined turn or time limit without resolution.

Tell the customer why the transfer is happening and what information will be carried over. “I could not verify that change, so I am connecting you with an agent and sending the details you already provided” is more useful than silently restarting a queue.

How to build a chatbot-to-agent handoff

  1. Identify the customer and consent state. Record the authentication method and any permissions already granted. Do not expose private account information in a transcript that the receiving agent is not authorized to view.
  2. Summarize the intent in customer language. Store the original request, the bot’s classification, and any corrections the customer made.
  3. Attach relevant facts. Include order or case identifiers, dates, error messages, attempted steps, and the exact system responses. Do not make the agent reconstruct this from a long unstructured transcript.
  4. Mark uncertainty and failed actions. Distinguish “the customer requested a refund” from “a refund was issued.” Record whether an API call was attempted, succeeded, failed, or timed out.
  5. Offer an appropriate queue or callback. Show expected wait information when available and let the customer choose a callback rather than forcing them to remain in the chat.
  6. Confirm ownership. Once a human accepts the case, show the agent’s name or role and the case reference. Keep the transcript available to both sides.
  7. Close the loop. Send the final decision, next step, and any promised deadline in the channel the customer selected. If the issue remains open, give a case number and a way to follow up without repeating the story.

Designing the AI portion safely

Limit the initial scope

Begin with a small set of high-volume issues that already have a high successful-resolution rate. Gartner’s guidance is to prioritize reliability over reach: expand only after the selected issues perform consistently (Gartner, September 2, 2026). A broad bot that handles every topic poorly creates more escalation work than a focused assistant.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use approved content and action boundaries

Separate informational answers from transactional tools. The bot may quote a policy article, but an account change should require the specific permission, validation, and confirmation that the underlying system demands. Keep a versioned record of the content and prompts used to produce customer-facing answers.

Make uncertainty visible

When confidence is low or sources conflict, the assistant should say that it cannot verify the answer and present the human route. Do not replace uncertainty with a confident-sounding guess, and do not make the customer argue with the bot to unlock escalation.

Identify the AI clearly

Tell customers when they are interacting with an AI assistant and describe its scope. Five9’s 2026 consumer study reported that 71% considered it very or extremely important to know when they were interacting with an AI agent (Five9, 2026). The disclosure should remain visible when the conversation moves between automated and human channels.

Designing the human-support side

Give agents usable context

A handoff is only successful when the agent can act on it. Present a concise summary, the relevant records, the customer’s stated goal, and the steps already attempted. Let the agent inspect the original messages when nuance matters, but do not force them to search the entire transcript for the key facts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Let agents override automation

Agents need a way to correct a bad classification, stop an unsafe action, and escalate to a specialist. If the bot has promised something inaccurate, the agent should be able to acknowledge the error and explain the remedy rather than defending the script.

Use AI as an assistant, not a barrier

AI can draft a summary, retrieve a policy passage, or suggest questions while the human remains responsible for the decision. Measure whether these aids reduce after-contact work and improve resolution, not simply how many conversations remain in automation.

Metrics that reveal whether the design works

Containment—the percentage of conversations that end in the bot—is not a sufficient success measure. A bot can increase containment by making it difficult to reach a person while leaving customers unresolved. Track each issue type separately with the following measures:

  • Successful resolution rate: the share of cases where the customer’s intended outcome is verified, whether completed by AI or a person.
  • Repeat-contact rate: how often the same customer returns about the same issue within a defined period.
  • Escalation rate and escalation reason: distinguish healthy transfers for complexity from transfers caused by misunderstanding, missing data, or system failure.
  • Time to resolution: include time spent in the bot, queue, human conversation, and any promised follow-up.
  • Customer feedback by channel and issue: compare routine status requests with emotionally difficult or sensitive cases instead of averaging them together.
  • Action accuracy: reconcile chatbot claims with transaction logs to detect false confirmations.
  • Agent rework: count the time spent correcting bot errors or asking customers to repeat information.
  • Cost per resolved issue: calculate it only after defining resolution and including escalation and rework costs.

There is no universal cost, resolution, satisfaction, or replacement ratio established by the cited sources. Use your own baseline and compare like-for-like issue categories, regions, hours, and service levels.

Common failure modes and fixes

The bot answers but does not complete the task

Symptom: Customers receive instructions for an action they expected the service to perform. Fix: Label informational guidance separately from executable actions, connect the latter to a verified system result, and offer a person when the integration is unavailable.

The bot traps customers in a loop

Symptom: The same menu or clarification question appears repeatedly. Fix: Count repeated intents, set a short turn limit, provide free-text or keypad escape options, and transfer with the transcript when the limit is reached.

The transfer erases context

Symptom: The customer must restate the issue to every agent. Fix: Pass a structured summary, identifiers, authentication state, and attempted actions; display the summary to the customer so errors can be corrected.

The bot sounds certain when data is missing

Symptom: It gives a precise answer that cannot be traced to a current record. Fix: Require source citations or retrieval metadata internally, block unsupported claims, and escalate when verification fails.

Automation is mandatory for every issue

Symptom: Customers cannot reach a person until they complete several bot turns. Fix: Put a human option at the entry point and honor a direct request for an agent. Gartner’s survey guidance specifically cautions against making generative AI a mandatory first step for every issue (Gartner, August 4, 2026).

A poor interaction reduces future use

Symptom: Customers abandon the bot and avoid it later. Fix: Review failed transcripts by issue, correct the knowledge or integration problem, and measure repeat use alongside resolution. Gartner reported that only 27% said they would try a chatbot again after a negative experience (Gartner, September 2, 2026).

Examples of choosing the right channel

“Where is my order?”

Start with a chatbot if the customer can provide an order identifier and the shipping system returns a current status. Show the carrier event and expected next step. Transfer if the status is contradictory, the shipment is missing, or the customer disputes the result.

“Change the email address on my account”

An AI-assisted workflow can handle this when identity verification, permission checks, and confirmation messages are already implemented. If verification fails or the account has a security flag, stop the action and route to a human-led process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“I was charged twice and need this fixed today”

The urgency and dispute call for a human review unless a narrowly defined, audited duplicate-charge process can resolve it safely. The bot can gather transaction identifiers and timestamps so the agent starts with evidence rather than a blank form.

“Your service caused a serious problem; I need someone to listen”

Route directly to a human. AI may retrieve the account history or prepare notes, but empathy and discretionary problem-solving are the primary needs.

“What documents do I need to submit?”

A chatbot can provide a verified checklist and submission link. If the customer’s circumstances do not match the standard cases, transfer to a person who can interpret the requirements.

Choosing customer-support software for a hybrid model

When evaluating AI-enabled customer-service platforms, ask vendors to demonstrate the complete journey rather than a chatbot transcript alone:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Can the system identify itself as AI and display a human option at the start?
  • Can administrators restrict answers to approved sources and log which source was used?
  • Which account actions are actually executable, and how is success confirmed?
  • What confidence, repetition, sentiment, policy, or timeout rules trigger escalation?
  • Does the handoff include transcript, structured summary, identifiers, authentication state, and failed-action details?
  • Can customers correct the summary and can agents override the bot’s classification?
  • Are resolution, repeat contacts, escalation reasons, time, feedback, and cost available by issue type?
  • Can retention, access, and deletion policies be configured for transcripts and customer data?

Request evidence for the workflows you will deploy. A platform’s claim that it supports human escalation does not show that the handoff preserves context or that the connected action is reliable in your environment.

A staged rollout that protects customer experience

  1. Map issue types. Group recent contacts by intent, volume, risk, required judgment, and current resolution rate.
  2. Select a narrow pilot. Choose a few repetitive, low-risk issues with authoritative answers and measurable outcomes.
  3. Write the boundaries. Document allowed answers, allowed actions, prohibited decisions, authentication requirements, and escalation triggers.
  4. Build the handoff first. Test that a customer can reach a person immediately and that all relevant context arrives with the case.
  5. Run supervised trials. Have agents review conversations, label failures, and verify every claimed action against system logs.
  6. Measure by issue. Compare successful resolution, repeat contacts, escalations, time, feedback, rework, and cost with the existing process.
  7. Expand selectively. Add an issue only when the pilot meets its reliability target and the human fallback remains adequately staffed.
  8. Retire or redesign weak flows. If a task generates repeated misunderstandings or false confirmations, remove it from automation until the underlying data, integration, or policy is fixed.

The bottom line for service leaders

Use AI where the work is bounded, verifiable, and valuable to complete quickly. Use people where customers need empathy, interpretation, discretion, or accountability. Make escalation easy, preserve context, identify the AI clearly, and judge every workflow by successful resolution and customer experience—not by how many conversations the chatbot prevents from reaching an agent.
