Start with one recurring business problem—not a software purchase. Pick a low-effort AI pilot, record how the task works now, and measure whether the pilot improves a result that matters. Budget for implementation and human review as well as the tool; expand only if the evidence supports it.

Where should a small business invest in AI first?

Invest first in a workflow that happens often, consumes meaningful staff time, causes avoidable errors or delays, or limits customer service. A clear, repeatable task is easier to test than a broad goal such as “use AI to grow.”

The U.S. Small Business Administration advises small businesses to start small and test free or lower-cost tools for value in its AI for small business guidance, last updated February 14, 2025. Identify the problem before comparing products: note who does the work, how long it takes, where mistakes or bottlenecks occur, and what the task costs in staff time or missed capacity.

There is no reliable universal dollar amount or percentage of revenue that a small business should allocate to AI. The right budget depends on the workflow, existing systems, data readiness, oversight needs, and the value a pilot can demonstrate.

Build a budget checklist before choosing a tool

  1. Name the business problem. List recurring tasks that use staff time or create rework, delays, or customer-service bottlenecks. Describe the current process and the people involved.
  2. Set a baseline and outcome. Record a current measure—such as time per task, error rate, turnaround, customer outcomes, capacity, or satisfaction—and choose one result the pilot should improve.
  3. Estimate the full cost. Include subscriptions, licenses, infrastructure, external support, training, testing, data preparation, process changes, governance, ongoing review, and staff time spent implementing or managing the tool.
  4. Check data and safeguards. Identify data sources and ownership, who can access the information, how outputs will be checked, and what privacy and security controls apply. Do not put sensitive or proprietary information into a tool unless you understand how it handles that information.
  5. Choose a contained pilot. Prefer a low-effort test that fits existing systems and limits exposure if the tool produces a poor result. Define who is responsible for reviewing outputs and what would make you stop the test.
  6. Measure and decide. Compare results with the baseline over a suitable period. Stop, adjust, or expand based on what the pilot demonstrates—not simply because it works technically.

The SBA’s financial management guidance recommends comparing costs and benefits. For an AI pilot, state the period you are evaluating and separate one-time expenses from recurring costs so the comparison reflects the ongoing commitment.

Compare candidate pilots on value, cost, and risk

If several workflows look promising, assess them using the same criteria. The aim is not to forecast a precise return before you have evidence; it is to prioritize a test that is affordable, measurable, and appropriate for your business.

Criterion Questions to ask
Expected value and evidence What business outcome could improve? How often does the problem occur, and what baseline evidence shows it matters?
Full cost What will the tool, implementation, staff time, training, and ongoing human oversight cost?
Data readiness and integration Is the needed data available, usable, and appropriately governed? How much work is needed to connect the pilot to existing systems?
Risk and review What could go wrong, who could be affected, and how much human review is needed before an output is used?
Time to measure How soon can you collect a meaningful comparison with the baseline?

AWS’s AI readiness checklist for SMBs, published September 1, 2025, offers vendor-authored planning guidance on readiness and pilot preparation. Treat AWS product recommendations as commercial-vendor suggestions, not independent evidence that a particular tool will deliver value.

Calculate whether time saved creates business value

For a time-saving pilot, compare how long the task takes now with how long it takes using AI, then multiply the time saved by the relevant staff-time cost. Include the time spent checking and correcting outputs; otherwise, the calculation can overstate the benefit.

Also decide what staff will do with the recovered time. The Australian Government’s National AI Centre, in its guide to measuring return on investment, notes that time saved delivers value when redirected to useful work, such as serving customers, improving quality, or growing the business. This is a measurement method, not U.S. legal or accounting advice. If saved time is not put to productive use, it may not translate into a meaningful business return.

Use human review and protect sensitive information

Decide in advance which outputs require review, who approves them, and how errors will be handled. The SBA recommends human review and cautions businesses about sensitive or proprietary information, intellectual property, security, and customer trust. Its guidance is general; legal obligations depend on location and circumstances, so it is not a substitute for current, location-specific advice.

Before a pilot, make sure the business understands where its data comes from, who owns it, who may access it, and how the tool handles it. If those answers are unclear, resolve them before sharing sensitive or proprietary material or automating a consequential step.

  • Stop if the result does not justify the cost or risk.
  • Adjust if a specific fix—such as better data, a narrower task, or a different review process—could make a second test more informative.
  • Expand gradually if the measured result supports further investment. Scale in small waves and keep checking performance and oversight needs.

Adoption rates can provide context, but they are not a business case. The SBA Office of Advocacy reported that small-business AI use reached 8.8% in an article published September 24, 2025, citing the Census Bureau’s Business Trends and Outlook Survey. The article also described a comparison from six months earlier of about 6.3% for small businesses and 11.1% for large businesses. These are dated adoption figures, not current market shares or evidence of an individual business’s likely return.
