Yes—many businesses are putting AI projects into motion before the data, architecture, and legacy systems those projects depend on are ready. That pattern is visible in several 2024–2026 surveys, but it is not proof that every company is sequencing investments incorrectly. The evidence points to a readiness gap: organizations are adopting AI while reporting unreliable data, constrained architectures, heavy technical-debt workloads, and recurring failures in older systems.
The practical answer is not to freeze every AI initiative until all legacy technology is replaced. Instead, tie each use case to a business outcome, test the supporting data and integrations, quantify reliability and maintenance constraints, and modernize the specific foundations that could make the pilot unsafe, inaccurate, or uneconomic to operate.
Are businesses adopting AI before fixing the systems it depends on?
Often, yes. Adoption describes whether an organization is implementing or planning AI; readiness describes whether its information, infrastructure, controls, and engineering practices can support a dependable production service. A company can be active on the first measure and weak on the second.
Dun & Bradstreet’s February 2025 survey illustrates the mismatch: 88% of surveyed organizations said they were implementing AI, while 54% expressed concern about the trustworthiness and quality of the data they were using. Only 52% said they had a good data foundation for generative AI. The sample reflects reported conditions and attitudes, not a census of every business. Gary Kotovets, Dun & Bradstreet’s chief data and analytics officer, summarized the company’s survey finding this way: “AI’s effectiveness – including explainability, transparency and relevancy – depends on the quality of the data it’s leveraging, yet our survey uncovered that only five in ten organizations believe their data foundation is where it should be for proper AI implementation.” Read the survey release.

That does not establish that AI adoption causes outages or failed projects. It does show why an AI launch can expose weaknesses that existed long before the model was selected.
What systems does enterprise AI actually depend on?
“The systems” are more than a model or a cloud account. A production AI feature relies on a chain of technical and operational foundations, and a break anywhere in that chain can reduce accuracy, increase risk, or stop the service.
Reliable, governed data
Training and retrieval data need documented ownership, provenance, freshness, access controls, and quality checks. Duplicated customer records, incompatible definitions, missing history, or untracked manual edits can produce a plausible answer that is nevertheless wrong. Governance also determines whether confidential, regulated, or contract-restricted information may be used for a particular model or prompt.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIntegrated applications and data movement
AI has to obtain context from systems such as finance, customer support, inventory, or identity management and then return an action or recommendation. Stable application programming interfaces, event pipelines, identity controls, and clear error handling matter as much as model selection. If data is copied by spreadsheets or brittle batch jobs, a prototype may work while a live workflow silently receives stale information.
Infrastructure and operational controls
Compute, storage, networking, observability, backup, and incident response determine whether an AI service meets its latency, availability, and cost targets. Security controls must cover the model endpoint, data stores, prompts, outputs, and any automated action.

Maintainable engineering and architecture
Teams need version control, automated tests, deployment pipelines, dependency management, and a design that can be changed without breaking unrelated workloads. Technical debt—workarounds, obsolete components, undocumented dependencies, and deferred upgrades—consumes the same engineering capacity that an AI program needs.
What do the surveys reveal about data and architecture readiness?
The figures below come from different populations and publishers, so they should be read as complementary signals rather than one combined index.
| Publisher and date | Population or scope | Reported finding | What it indicates |
|---|---|---|---|
| Dun & Bradstreet, February 2025 | Surveyed organizations; the release does not establish a single global census | 88% implementing AI; 54% concerned about data trustworthiness and quality; 52% believed they had a good generative-AI data foundation | Adoption can outpace confidence in the data foundation |
| Fivetran, June 2025 | 500 U.S. C-suite technology leaders at companies with more than $500 million in annual revenue | 49% believed current data architecture could handle AI; 89% planned to use proprietary data to train large language models that year | Many large enterprises planned intensive data use while fewer than half trusted their existing architecture to support it |
| KPMG, 2025 Technology Sector M&A Survey | Respondents to KPMG’s technology-sector survey | 55% said 20–40% of engineering staff time went to technical debt in the prior year; 52% were implementing or piloting AI-assisted refactoring or legacy-code analysis | Maintenance absorbs capacity, and AI is being used to help with some code work without proving that architecture has been modernized |
Fivetran’s results are especially revealing because the two percentages measure different things. In a sample of 500 U.S. technology executives at large companies, 89% planned proprietary-data use for LLM training in that year, yet only 49% believed their current data architecture could handle AI. A plan to use valuable internal data therefore does not demonstrate that the pipelines, controls, and definitions are ready for that use. See Fivetran’s June 18, 2025 release.
Why do legacy systems and technical debt make AI projects harder to scale?
Legacy platforms often contain the business rules a company cannot simply discard, but they may expose limited interfaces, run on unsupported components, or depend on specialists who are difficult to replace. AI projects then inherit slow access to data, inconsistent semantics, fragile change processes, and security gaps.
KPMG’s 2025 Technology Sector M&A Survey found that 55% of respondents spent 20–40% of engineering staff time on technical debt during the previous year. More than half—52%—were implementing or piloting AI-assisted refactoring or legacy-code analysis. Those tools can help locate dependencies, generate tests, or explain unfamiliar code, but they are not the same as redesigning an architecture, replacing a system of record, or validating a migration. KPMG separately notes that architectural modernization remains limited. Review the 2025 survey PDF.

Other KPMG findings show the business cost of deferral. In its 2024 Global Tech Report, 74% of respondents said they planned to focus technology investment on new technology rather than enhancing existing technology, while 57% reported weekly disruption from foundational IT flaws. These results come from that report’s own respondent group and do not prove that every new-technology program caused the disruption. They do show the trade-off when modernization loses funding. Read KPMG’s Global Tech Report 2024.
KPMG’s 2026 U.S. technology survey adds two more signals: 56% said the cost of repairing technical debt prevented investment in new technology programs, and 40% reported weekly IT glitches related to older legacy systems. The figures describe a U.S. survey population and reported experience, not a causal experiment. See the 2026 U.S. survey release.
Is our data ready for an AI use case?
Do not begin with a general statement that the company is “AI-ready.” Evaluate the exact data needed for one business outcome and record evidence for each of these checks.
- Provenance: Can the team identify the source system, owner, collection method, and permitted use for every important field?
- Quality: Are completeness, accuracy, duplication, timeliness, and consistency measured with thresholds and alerts?
- Definitions: Do departments use the same meaning for terms such as customer, active account, revenue, or resolved case?
- Access and privacy: Can authorized services retrieve the data without broad privileges, and are sensitive fields masked, filtered, or excluded where required?
- Integration: Are APIs or pipelines reliable enough to deliver current context and record the AI result back into the workflow?
- Traceability: Can an operator explain which records, documents, or policies influenced an output and reproduce the input later?
A “no” answer does not automatically cancel the project. It identifies a prerequisite to fund, a narrower scope to choose, or a control to add before users rely on the output.
Should a company fix technical debt before investing in AI?
Usually, it should fix the debt that materially threatens the chosen use case, rather than waiting for a perfect estate-wide cleanup. A small, isolated assistant may be safe while a high-volume automated decision requires stronger modernization first.

| Decision factor | Proceed with a constrained pilot when… | Modernize or remediate first when… |
|---|---|---|
| Business value | The outcome, user, baseline, and success measure are explicit | No owner can state what decision or cost the AI will improve |
| Technical feasibility | Required data and interfaces can be reached reliably in a test environment | Access depends on manual extracts, unsupported components, or unknown dependencies |
| Data readiness | Quality rules, lineage, retention, and permitted use are documented for the pilot data | Critical records are contradictory, stale, or legally unusable |
| Security and governance | Identity, logging, human review, and escalation paths are defined | The design would expose restricted data or take irreversible action without oversight |
| Integration burden | The AI can start in a read-only or reversible workflow | It must write to core systems whose failure would interrupt operations |
| Maintenance cost | A team has capacity for monitoring, evaluation, updates, and incident response | Technical-debt work already consumes the available engineering capacity |
| Evidence of lasting value | A time-boxed test can produce a measurable result and a rollback plan | Benefits depend on scale that the current platform cannot support |
This is a sequencing framework, not a finding tested by the surveys. It prevents two opposite mistakes: launching an unsafe project on unstable foundations and using “modernization” as an indefinite reason never to test a valuable idea.
How should an enterprise sequence AI adoption and foundational work?
Use a staged sequence that lets technical evidence change the scope or order of investment.
- Define the business outcome. Name the decision, user, baseline performance, expected benefit, and unacceptable error. “Use AI” is not a measurable objective; reducing case-handling time or detecting a defined class of defects is.
- Map the dependency chain. List source systems, data transformations, model or retrieval components, downstream actions, owners, and failure points. Mark which steps are reversible and which affect customers, money, safety, or compliance.
- Profile the data. Measure completeness, freshness, duplicates, label quality, drift, and access failures on the actual sample the pilot will use. Record lineage and retention rules before sending data to a model service.
- Test reliability and security. Run load, latency, outage, backup, authorization, prompt-injection, and data-leakage checks appropriate to the workflow. Establish logs that capture inputs, outputs, model versions, approvals, and errors without storing unnecessary sensitive content.
- Quantify technical debt. Measure incident frequency, change lead time, unsupported dependencies, manual reconciliation, and the percentage of engineering time spent keeping the current service running. Use those numbers to price the AI project’s ongoing operations.
- Choose a bounded pilot. Prefer a read-only recommendation, a human-approved draft, or a low-consequence workflow when foundations are immature. Set a time limit, a rollback path, an accountable product owner, and explicit stop criteria.
- Modernize the bottleneck. If data freshness is the constraint, improve the pipeline; if interfaces are the constraint, add a supported API or event layer; if a legacy component is unsafe, isolate or replace it. Modernization should remove a measured blocker rather than become a disconnected program.
- Promote only with operating evidence. Compare the pilot with the baseline for accuracy, latency, cost per transaction, adoption, override rate, incidents, and business impact. Expand only when monitoring and ownership can continue after launch.
What separates AI projects that last from short-lived pilots?
Gartner’s release based on a Q4 2024 survey found that 45% of leaders at high-maturity organizations reported AI initiatives in production for at least three years, compared with 20% at low-maturity organizations. The comparison is an association, not proof that any single practice caused longevity. Gartner linked higher maturity with selecting projects for business value and technical feasibility, robust governance, and disciplined engineering practices. Read Gartner’s June 30, 2025 release.
In practical terms, durable programs treat evaluation and operations as part of product development. They maintain a representative test set, monitor drift and cost, review harmful or low-confidence outputs, retrain or re-index under change control, and give a named team responsibility for incidents. They also retire projects that do not meet their business or safety thresholds instead of keeping them alive because a prototype once impressed stakeholders.

What are the most common failure modes, and how can teams correct them?
Starting with a model instead of a decision
Symptom: A demonstration exists, but no one can define the baseline or who acts on the output. Correction: Write the decision, owner, measurable benefit, and human escalation path before selecting technology.

Assuming proprietary data is automatically an advantage
Symptom: The company feeds internal data to an LLM without verifying lineage, permissions, or contradictory definitions. Correction: Create a governed, purpose-specific data set and test retrieval accuracy against known records.
Using coding assistance as a modernization strategy
Symptom: AI-generated explanations or refactors increase activity but leave unsupported interfaces and fragile dependencies untouched. Correction: Pair code assistance with architecture decisions, automated tests, dependency removal, and migration milestones.
Ignoring the run cost
Symptom: A pilot meets an accuracy target but fails on latency, inference cost, review time, or incident workload. Correction: Include those operating metrics in the pilot gate and budget for monitoring, evaluation, and model or data updates.

Symptom: Teams either launch on unstable foundations or postpone every use case until a multi-year replacement finishes. Correction: Isolate high-risk dependencies, select reversible workflows, and fund the smallest foundational change that removes the measured constraint.
What should an executive ask before approving an AI rollout?
- What business outcome will change, and what is the current baseline?
- Which exact records, documents, or events does the system need, and who owns them?
- How will the team prove that data is current, complete, permitted, and representative?
- What happens when the model is wrong, unavailable, manipulated, or too uncertain?
- Which legacy dependency or technical-debt item could limit scale, and what is the remediation plan?
- Who pays for ongoing inference, storage, review, monitoring, security, and updates?
- What evidence will trigger expansion, redesign, pause, or shutdown?
Frequently Asked Questions
Can a small company adopt AI without a major modernization program?
Yes, if it chooses a narrow, reversible workflow and uses a limited, well-understood data set. A small team should still document permissions, human review, costs, and an owner for incidents; the scale of the controls can match the risk.
What is the difference between data quality and data architecture?
Data quality describes whether records are accurate, complete, consistent, and timely. Data architecture describes how systems store, move, secure, and expose those records; clean data can still be trapped in an architecture that cannot deliver it reliably to an AI application.
How often should an AI readiness assessment be repeated?
Reassess whenever a source system, model, regulation, workflow, or data population changes materially, and schedule periodic reviews for drift and access. High-volume or high-impact systems need more frequent checks than an internal, low-risk assistant.
