A reliable agency workflow connects the first client request to an approved invoice in eight controlled steps: capture the client, break down the work, assign ownership, plan capacity, classify time, record expenses, review economics, and bill against approved work. Making those handoffs explicit prevents lost requirements, hidden overwork, late invoices, and projects that look busy but lose money.
What an agency workflow must control
An agency workflow is the repeatable path a project follows from intake and planning through execution, monitoring, delivery, and payment. The useful unit is not a software board or a particular methodology; it is the chain of decisions and records that lets a team answer five questions at any time:
- What did the client request, and what does the contract promise?
- Who owns each deliverable and when is it due?
- How much capacity, time, and money has the work consumed?
- Which activity is billable, non-billable, or reimbursable?
- What has been approved for invoicing, and what remains at risk?
Clockify describes this as a structured process that moves work from the initial client request and planning through execution, monitoring, and delivery. Treat the workflow as an operating system for the agency: a project-management view shows progress, while time, rate, expense, and invoice records show whether that progress is financially sound.

The eight-step agency workflow
1. Create a complete client record
Start with one authoritative client record before creating project tasks. Enter the legal or trading name, primary and backup contacts, invoicing address, tax details required in your jurisdiction, payment terms, purchase-order requirements, and the currency used for the engagement. If the client has several brands or departments, record the billing entity separately from the day-to-day contact.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Use the same client identity in your CRM, project workspace, time tracker, expense system, and accounting platform. A duplicate or misspelled client can split time and expenses across reports, making an otherwise accurate invoice look incomplete. Confirm who can approve work and who receives invoices before production begins.
- Intake gate: no project code, task assignment, or timer until the client record and contract owner are confirmed.
- Commercial fields: billing currency, rate card or negotiated rates, tax treatment, payment terms, and contract number.
- Communication fields: decision makers, approvers, preferred channel, response-time expectations, and escalation contact.
2. Turn the brief into budgeted tasks
Convert the signed brief into a work breakdown that a person can own and a system can measure. Group tasks by deliverable or phase, then add dependencies, due dates, acceptance criteria, estimated hours, and a budget. Typical phases include intake, strategy, production, review, and delivery; retain the language your agency and clients already understand rather than introducing unfamiliar labels.
Separate deliverables from activities. “Campaign landing page” is a deliverable; research, copy, design, development, accessibility review, client review, and release are activities that consume capacity. This distinction makes scope changes visible and allows an invoice to reference a milestone or approved item instead of a vague project name.

Compare estimated hours with tracked hours throughout the project. Clockify’s workflow guidance supports alerts when a project reaches a chosen percentage of its hour estimate or budget. Set an early warning threshold (for example, before the full budget is consumed) and an escalation owner; an alert without a decision rule merely creates noise.
- Define what “done” means for every task.
- Mark dependencies such as “copy approved before design starts.”
- Record assumptions about rounds of revisions, formats, channels, and client-supplied materials.
- Link each task to a contract line, milestone, or internal cost centre.
3. Assign roles, accountability, and rates
Every task needs one accountable owner, even when several people contribute. Assign supporting roles for review, approval, and delivery, and make the handoff explicit. A responsible creator, a quality or brand reviewer, and a project manager who communicates externally is a practical pattern for agency work.
Configure both the billable rate charged to the client and the internal cost rate used for profitability. A senior strategist may have a different client rate from a junior producer; overtime or specialist rates may also differ. Keep rate changes dated and auditable so historical reports do not change when a rate card is updated.
| Record | Why it matters | Typical owner |
|---|---|---|
| Task owner | Creates accountability for completion and handoff | Discipline lead or project manager |
| Reviewer | Checks quality, brand compliance, and acceptance criteria | Senior specialist or creative lead |
| Client approver | Provides an authorised decision, not informal commentary | Named client stakeholder |
| Billable rate | Calculates revenue for approved client work | Finance or operations |
| Cost rate | Calculates labour cost and margin | Finance or operations |
4. Allocate capacity before promising dates
Assign people to named tasks for defined periods, not merely to a project with an end date. Check each person’s available working time, leave, internal commitments, and other client work. A capacity view should identify who is fully booked, underbooked, or overbooked before a deadline is promised.

Clockify reports that a healthy utilisation rate for most marketing agencies typically falls between 70% and 80% (Clockify, 2026). Use that as a planning reference, not a universal target: an agency with heavy sales, training, research, or innovation work may need a lower billable percentage, while sustained over-utilisation can reduce quality and increase burnout.
- Set the person’s realistic available hours for the period.
- Reserve known leave, meetings, administration, and internal work.
- Allocate remaining capacity to project tasks by week or sprint.
- Review conflicts before changing a deadline or adding people.
- Reforecast when scope, staffing, or client timing changes.
Do not solve every capacity warning by adding staff. First check whether the estimate is wrong, a dependency is blocked, work is duplicated, or non-billable meetings are consuming the plan.
5. Track billable and non-billable time separately
Agree the billing treatment of common activities before work starts. Production, agreed meetings, and included revision rounds may be billable; sales calls, internal training, administration, rework caused by the agency, or speculative work may be non-billable. The contract, not habit, determines the classification.
Require a timer or same-day timesheet entry against a specific client, project, task, and activity type. Record a useful description such as “homepage copy, version 2, accessibility edits” rather than “copywriting.” Lock or approve periods after a defined cut-off so an invoice is built from a stable record.
Non-billable time is operational data, not a category to hide. Review it for repeated causes: unclear briefs, excessive internal meetings, avoidable rework, or a service that is being given away. If an activity becomes contractually billable, change the rule and communicate it; do not quietly reclassify old entries.
6. Capture expenses and supporting evidence
Record travel, mileage, overtime, materials, subcontractor charges, and other project costs as they occur. Use categories and units that match the contract, such as miles, nights, licences, or item counts. Attach a receipt or other evidence wherever possible, and identify whether the cost is reimbursable, included in a fixed fee, or an internal overhead.
Set an approval path for expenses. A project manager can confirm that a cost belongs to the project; finance can check policy, tax treatment, and receipt quality. Enter the expense in the project currency or preserve the exchange-rate information used for conversion. Do not wait until invoicing: missing receipts and forgotten mileage are difficult to reconstruct weeks later.

7. Review delivery, budget, and profitability while work is active
Run a project review that combines delivery status with economics. Compare tracked hours with estimates, actual labour cost with the budget, billable value with the contract, expenses with allowances, and forecast effort with remaining scope. The purpose is to act while options remain: adjust staffing, resequence work, obtain a change order, or reset a date.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A useful dashboard includes:
- Estimated, tracked, approved, and remaining hours by task and role.
- Budget consumed versus budget remaining, with the alert threshold visible.
- Billable revenue, internal cost, expenses, and forecast margin.
- Open dependencies, overdue approvals, and revision counts.
- Capacity impact of proposed scope or deadline changes.
Investigate variances rather than treating them as automatic failure. More hours may reflect approved scope; fewer hours may indicate missing timesheets or an incomplete deliverable. Correct transactions promptly and preserve an audit trail.
8. Invoice approved work under the contract
Build the invoice from approved time, expenses, milestones, or the contract’s stated billing rules. Verify the client entity, purchase order, currency, tax, service period, descriptions, expense evidence, and payment terms. Route the draft to the project owner for delivery confirmation and to finance for accounting checks.
Billing schedules should match the commercial model. Microsoft documents an example milestone schedule of 20% at contract signing, 30% at first delivery, 15% at second delivery, and 35% at final delivery (Microsoft, 2026). That is an example, not a default: use the percentages and trigger events written in your own agreement.
| Billing model | Invoice trigger | Controls needed |
|---|---|---|
| Time and materials | Approved hours and reimbursable costs for a period | Rate card, timesheet approval, expense receipts, cap or estimate |
| Fixed price | Contracted fee at agreed dates or completion | Scope baseline, acceptance criteria, change control, margin forecast |
| Milestone | Acceptance of a named deliverable or phase | Milestone owner, evidence of approval, dependency tracking |
| Retainer | Recurring period or included service allocation | Renewal date, usage or rollover rule, overage rate, period approval |
Send the invoice through the agreed channel, log the due date, and assign ownership for follow-up. A project is not financially closed when the invoice is sent; reconcile payment, write-offs, credits, and final costs before closing the project.

ClickUp’s agency guidance recommends documenting what actually happens before designing an ideal process. Observe a representative project, record every handoff and exception, then standardise only the parts that should be consistent.
Define phases and templates
Create a template for recurring project types with phases, task definitions, required fields, default roles, review gates, and invoice rules. Keep client-specific scope and dates out of the template so copying it does not create false commitments. Version templates when the contract, service, or approval path changes.

Isolate each client’s working area
Give each client a controlled workspace or project area with appropriate permissions. Keep internal margin, cost rates, personnel notes, and candid risk commentary out of client-visible views. A client portal can expose deliverables, decisions, review status, and approved changes without exposing internal operations.
Use one review and approval loop
A practical cycle is: the creator marks work ready for internal review; a reviewer checks quality and brand compliance; the project manager sends approved work to the client; the client receives a defined review window; feedback is captured in one place; and revisions return through the same cycle. Set a rule for silence, late feedback, and out-of-scope requests.
Train the exceptions
Document what to do when a client changes scope, a key person is unavailable, an approval is late, a budget alert fires, or a timesheet is missing. Training should use real examples and explain who can approve a date, rate, write-off, or change order. Review the process after projects close and update the template rather than relying on informal memory.
Choosing project-management and financial software
Do not choose a tool solely because it has a task board or a timer. Test the complete path from intake to payment with a sample project, including a revision, an expense, an over-budget alert, and an invoice correction.
| Capability | Questions to test | Why it affects an agency |
|---|---|---|
| Intake and client records | Can a request become a project with the right client, contract, currency, and owner? | Prevents orphaned work and invoice errors |
| Task templates | Can recurring phases, dependencies, estimates, and acceptance criteria be reused? | Improves consistency without copying stale dates |
| Client workspaces | Can external users see only approved material? | Protects internal rates and discussions |
| Review and approval | Are internal review, client feedback, versioning, and sign-off auditable? | Reduces rework and disputes |
| Time and capacity | Are billable classifications, utilisation, availability, and estimates visible together? | Connects staffing decisions to margin |
| Expenses and rate cards | Can receipts, currencies, cost rates, client rates, overtime, and materials be recorded? | Captures the real cost of delivery |
| Budget and actual reporting | Can managers see forecast versus actual before the project ends? | Enables corrective action while it is still possible |
| Billing | Does it support fixed price, milestones, retainers, and time-and-materials rules? | Matches invoices to contracts |
| Integrations | Does it exchange data with accounting, CRM, calendars, storage, and communication tools? | Reduces duplicate entry |
| Implementation effort | Can the team learn, configure, and govern it without slowing delivery? | A powerful system that nobody updates cannot be trusted |
Which type of system fits which agency?
- Clockify: a close fit when time tracking, capacity, expenses, reporting, and invoices are the central need.
- ClickUp: a fit when workflow templates, client workspaces, approvals, and utilisation dashboards are the priority.
- Adobe Workfront: designed for larger agencies that need centralised intake and execution, resource planning from forecast to actuals, rate cards, overtime and materials, budget and margin visibility, and profitability forecasting.
- Microsoft Dynamics 365: suited to enterprise project-finance scenarios requiring project-budget management, transaction correction, milestone invoicing, time-and-material and fixed-price transactions, billing schedules, revenue recognition, and cash-flow reporting.
These are capability distinctions, not a universal ranking. Confirm current editions, integrations, permissions, regional accounting support, and implementation terms before selecting a system.
Metrics that keep the workflow honest
Measure a small set of indicators consistently rather than producing a large dashboard nobody uses.

Common failure modes and recovery steps
The project starts before intake is complete
Pause new work, assign a temporary project owner, and obtain the missing client, contract, currency, and approval information. Move existing time to the correct project code before invoicing.
Hours are logged without task or billing status
Require a minimum timesheet schema, return ambiguous entries to their owners, and set a weekly approval deadline. Do not guess whether a vague entry is billable.
The budget alert arrives too late
Lower the alert threshold, review estimates at phase boundaries, and add a forecast-to-complete field. If scope changed, document the change order instead of hiding the variance.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsClient feedback is scattered across email and chat
Choose one feedback location, copy existing decisions into it, and make that location the condition for starting revisions. Record the approver and the date of sign-off.
Capacity plans show everyone at 100%
Recheck available hours, internal commitments, duplicated assignments, and unrealistic estimates. Re-sequence work or renegotiate dates; sustained overbooking is not a productivity strategy.
An invoice is disputed
Compare the invoice with the contract, approved timesheets, expense evidence, milestone acceptance, and change log. Correct the source transaction and issue a documented credit or replacement invoice when required.
A practical operating cadence
Use a cadence that gives each control a home:
- Daily: owners update task status, timers, blockers, and client decisions.
- Weekly: the project manager reviews capacity, budget versus actuals, upcoming approvals, expenses, and risks.
- At each milestone: obtain acceptance, refresh the forecast, and confirm the next billing trigger.
- At month end: approve time and expenses, issue eligible invoices, reconcile payments, and inspect write-offs.
- At close: archive final files, record lessons, compare forecast with actual margin, and update the relevant template.
The workflow works when every handoff produces a usable record: a client record becomes a scoped project; a task becomes owned work; a time or expense entry becomes approved evidence; and approved evidence becomes an invoice that follows the contract.
