Evaluate an AI tool by testing the exact job you want it to do, on realistic examples it has not already seen, and measuring both useful results and consequential failures. A polished demo—or a janky interface—is not enough. Decide in advance what counts as success, what risks you will tolerate, and what human fallback or rollback you need; then keep checking the tool after deployment.

How do I evaluate an AI tool?

Start with a defined use case, not a product category. “Can this AI reason?” is too broad to test. “Can it extract the renewal date and cancellation terms from the kinds of contracts our team receives, with a reviewer checking every result?” is specific enough to evaluate. The aim is not to prove that a tool is generally good; it is to decide whether its observed performance and risks are acceptable for a particular job.

Stanford HAI’s 2025 guide to validating AI claims frames the central questions this way: “What exactly is being claimed? What was actually tested? And what is the evidence that the two match?” Apply that sequence to vendor claims and your own pilot. Keep the claim no broader than the evidence supporting it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Define the claim and the consequences

Write down the vendor’s claim in plain language and translate it into a job your organization can observe. Specify who will use the system, what information will go in, what output it should produce, and what happens if the output is wrong, incomplete, delayed, biased, or unavailable. An error in a draft brainstorming list has a different cost from an error in a customer eligibility decision.

Record the intended boundary, too. Is the AI proposing a draft for a person to approve, or taking an action automatically? Does it handle all incoming cases, or only a narrow subset? A tool may be useful within a supervised workflow while being unsuitable for unsupervised use. State those distinctions before looking at results so a successful test on a narrow task cannot quietly become a claim about a broader one.

2. Decide what evidence would change your mind

Choose observable outcomes before testing. For a summarizer, that might include whether required facts are present, whether unsupported claims appear, and whether a reader can act on the summary. For a coding assistant, it might include whether the proposed change passes relevant tests, introduces defects, or requires substantial correction. The appropriate measures depend on the job; the available data does not establish universal pass rates or a single score that works across AI applications.

Define unacceptable failures separately from ordinary imperfections. A misspelled heading and a fabricated legal obligation should not count as equally serious errors. Decide who will review outputs, how disagreements will be resolved, and what evidence is needed to pause or reject the pilot. If the team cannot explain what a “good” result looks like, it is not ready to judge a demo.

How can I tell whether an AI benchmark applies to my use case?

A benchmark is evidence about the task, data, and scoring method it actually covers; it does not automatically establish broad qualities such as intelligence or reasoning. Before relying on a score, check whether the benchmark’s construct and conditions match your intended job closely enough to support the claim you care about.

Check the benchmark’s scope

Ask what tasks were included, what counted as a correct answer, how examples were selected, and whether the evaluation resembles your own users and inputs. A high score on short, clean questions does not establish performance on long, ambiguous documents. A result from one language, domain, or output format should not be treated as proof for another unless the evidence supports that extension.

Stanford HAI warns that benchmark results are often generalized beyond their scope. This is a construct-validity problem: a test may measure a particular criterion without establishing the larger idea a vendor attaches to it. If the tool’s marketing says “understands your business,” but the disclosed evidence tests a narrow set of questions, describe the result narrowly and test your business task directly.

Look at how the score was produced

A headline score is hard to interpret without the test set, metric, comparison conditions, and information about how the system was configured. Find out whether the result came from an independent evaluation or a vendor-run demonstration, whether the evaluation examples were held out from development, and whether the stated metric reflects the cost of errors in your workflow. If those details are not available, treat the score as limited evidence rather than a guarantee.

Benchmarks remain useful for screening and comparison when their limits are explicit. They can help identify systems worth examining, or show relative performance on a shared task. They cannot replace a deployment-relevant test, and a score from a different task should not be used as a shortcut around one.

What should I test before trusting an AI tool with real work?

Use a held-out set of representative examples, including ordinary cases, difficult edge cases, and known failure cases. NIST’s AI Risk Management Framework says systems should be tested before deployment and regularly while in operation; its Measure function emphasizes conditions similar to deployment, with test sets, metrics, and tools documented.

Build a test set that resembles the real workflow

Draw examples from the intended context, not only from examples supplied by the vendor. Include the formats, language, complexity, and ambiguity users actually encounter. Keep a record of where examples came from and what a correct or acceptable result looks like. For tasks without one exact correct answer, define review criteria that a person can apply consistently, such as coverage of required facts, unsupported assertions, or whether the output meets a stated constraint.

Reserve examples that are not used to tune prompts or choose settings. If the same handful of examples are repeatedly used to improve a system and then presented as proof that it works, the apparent performance may reflect familiarity with that set rather than reliable handling of new work. When practical, test across repeated runs: generative systems can produce different answers to the same input, and a single attractive output does not reveal that variance.

Test normal cases, boundaries, and failures

  • Typical work: Check the routine cases users expect to send, not only unusually easy examples.
  • Boundary cases: Include incomplete information, conflicting instructions, long inputs, unusual formatting, and ambiguous requests where relevant to the job.
  • Known errors: Test cases where a wrong answer would be costly, including cases that should trigger abstention, escalation, or a request for more information.
  • Changes in input: See whether minor variations in wording or layout change the result in ways that matter.
  • Recovery: Check whether the system can acknowledge uncertainty, correct a mistake, or hand off to a person rather than confidently continuing.

Do not quietly remove failed examples from the results. Record the input, output, expected outcome, severity, and any human correction. That record lets a team distinguish a rare cosmetic defect from a recurring or high-impact failure.

Combine automated checks with human review

For generative AI, NIST’s Generative AI Profile recommends comparing outputs with known ground truth and combining automated evaluation with human oversight. Automated checks can be efficient for measurable requirements, such as whether a required field is present. Human reviewers are needed where meaning, context, or harm cannot be captured by a simple score. Document the evaluation data and methods, scientific integrity, and construct validation so another reviewer can understand what the test does and does not establish.

Human review should be designed, not treated as a magic safety net. Reviewers need clear criteria, enough context to spot errors, and a real ability to reject or correct the output. If they are expected to approve a volume of AI results too quickly to inspect them, the nominal human checkpoint may not control the risk.

How do I know whether a tool is safe and trustworthy, not just accurate?

Accuracy is only one part of trustworthiness. NIST’s AI Risk Management Framework covers valid and reliable performance, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy enhancement, and fairness, including management of harmful bias. Which dimensions matter most depends on the job, but an evaluation that measures only task success leaves important questions unanswered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the intended workflow to examine each relevant dimension. Ask what information the tool receives and retains, who can access it, whether its behavior can be audited, and what happens during an outage or a security incident. Consider whether errors or uneven performance could harm some users more than others. The answer may be that a particular risk is not material to a low-stakes pilot; make that judgment explicit instead of assuming that an accurate sample settles every concern.

Probe misuse and adversarial inputs

Test whether plausible misuse or deliberately difficult prompts can cause harmful outputs, expose information, bypass intended restrictions, or trigger unsafe actions. Include refusal behavior and recovery: does the system decline a request it should not fulfill, and does it respond appropriately when a user challenges or reframes that request? A successful refusal in one test is not proof of comprehensive safety, but observed failures can reveal a concrete reason to restrict or reject a use.

CSET’s framework separates malicious-use assessment into plausibility, performance, and observed use. In practical terms, consider whether a harmful use is credible in the setting, what the tool can actually do to enable it, and what evidence exists about use in practice. Keep the assessment tied to the specific tool and context rather than treating a theoretical possibility or a single test as a complete risk picture.

Make privacy and accountability part of the test

Before sending real information to a tool, establish what data may be used in the pilot and who is authorized to provide it. Check the applicable terms, configuration, and organizational policies for data handling rather than inferring privacy protections from a product’s general claims. Keep sensitive or restricted information out of a test unless the organization has established that its use is permitted and appropriately controlled.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record which system and settings produced each evaluated result, who reviewed it, and what decision followed. Clear records help investigate incidents and compare performance after changes. If the vendor does not explain relevant limits or updates, that lack of transparency is itself a factor in the go/no-go decision.

Is a janky AI tool worth piloting?

It can be worth a limited, low-stakes pilot if the underlying task performance is measured, the cost of failure is bounded, and the workflow has a practical human fallback. A rough interface or unstable workflow is not evidence that the tool will improve later, nor does a polished interface establish reliable performance. Treat “early” as a reason to limit exposure and demand evidence, not as a promise of future quality.

NIST’s TEVV-Athlon framework is designed to help create customized assessments for different AI applications and measure real-world impact and outcomes. NIST announced a public draft on August 7, 2026, with the comment period closing October 6, 2026. That timing makes it relevant context for the growing emphasis on application-specific evaluation; it does not certify an individual tool or guarantee results for a particular organization.

NIST also reported that five organizations submitted seven AI applications for evaluation in its ARIA pilot. That participation figure illustrates a pilot program’s scope, not a general success rate or evidence that any other AI product is ready for production.

Set a boundary around the pilot

Before trying an early tool, define what it may and may not do. Keep initial use to work where a mistake is recoverable, specify when a person must review or take over, and identify who can stop the pilot. Do not allow a small test to expand into higher-impact decisions simply because users find the interface convenient.

The NIST AI RMF is intended for voluntary use to improve the ability to incorporate trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems. NIST released AI RMF 1.0 on January 26, 2023. It provides a risk-management framework, not a product approval or a universal pass/fail threshold; the acceptable residual risk must fit the deployment context.

How should I compare two AI tools that do the same job?

Run both tools against the same representative examples, under documented settings, and compare more than their best-looking answers. Use the dimensions below to expose trade-offs that a single accuracy score or demo can hide.

Comparison area What to examine Why it matters
Task success and error severity Whether each tool completes the defined job and how serious its mistakes are on representative cases. A similar number of errors can have very different consequences.
Reliability and variance Whether repeated runs produce consistent, usable results. A strong one-off answer may not represent dependable behavior.
Robustness Behavior under distribution shifts, adversarial inputs, long requests, and ambiguity relevant to the workflow. Real inputs are not always clean examples from a demo.
Safety, privacy, security, and bias Exposure to harmful outputs, inappropriate data handling, security weaknesses, or uneven effects. Task accuracy alone does not describe the consequences of use.
Explainability and auditability Whether the tool provides useful explanations, provenance, logs, and records that support review. Teams may need to understand or investigate how an output was produced.
Operating fit Latency, operating cost, integration effort, and human review burden in the intended workflow. A technically capable system can still be impractical to operate.
Vendor and exit considerations Transparency, update policy, support, and available exit or rollback options. Performance and risk can change; the organization needs a way to respond.

Use the same test set and criteria for both products, and report results by dimension rather than collapsing them into one overall number. If one tool has higher task success but substantially more severe errors, more review burden, or weaker rollback options, the trade-off should be visible to the decision-makers. A weighted score can help only if the weights are chosen for the use case and do not conceal a disqualifying risk.

What should I monitor after an AI tool goes live?

Deployment does not end evaluation. NIST recommends monitoring functionality and behavior in production, regularly evaluating safety and security, documenting uncertainty and limits of generalization, and involving independent reviewers when useful. Maintain a path to pause or roll back the system if evidence changes.

Keep track of changes and real outcomes

Monitor the kinds of failures that matter to the job: corrections, escalations, incomplete work, user reports, and harmful or unexpected outputs. Compare observed use with the conditions in the original evaluation. If the users, inputs, or workflow change materially, the earlier evidence may no longer support the same claim.

Record model or product updates, configuration changes, prompt changes, and shifts in the surrounding workflow alongside evaluation results. When an update changes behavior, test the affected tasks again before assuming the old assessment still applies. A vendor’s general assurance that a release is improved is not a substitute for checking the changes that matter to your use.

Define intervention and rollback triggers

Decide in advance who reviews monitoring signals and what would cause a pause, restriction, retest, or rollback. Triggers can be tied to a class of severe failure, a sustained decline in task performance, a change in data handling, or loss of the human fallback. The specific threshold should reflect the consequences of the use; the available sources do not establish a universal numerical cutoff.

Keep a working fallback that does not depend on the AI tool. For higher-impact tasks, people need a route to take over, and the organization needs to know how to restore the prior workflow. Monitoring without authority or a practical response plan can identify a problem without controlling it.

How do I make the final go/no-go decision?

Approve only the use for which the evidence is sufficient and the remaining risk fits the consequences. A tool can be a “go” for drafting or triage with review and a “no-go” for an autonomous decision, even when the product is the same. NPL emphasizes that trustworthiness evaluation must fit the deployment context.

Before approving, make sure the decision record answers these questions:

  • What exact job and user group are in scope?
  • What evidence supports the performance claim, and what does it not establish?
  • What failures occurred in representative, edge, and adversarial cases?
  • Which trustworthiness risks remain, and who is accountable for them?
  • What human review, fallback, and rollback are available?
  • What production signals will trigger reevaluation or suspension?

If important evidence is missing, the decision need not be an automatic rejection. It may be a narrower pilot with less sensitive inputs, tighter human review, or a smaller set of tasks, provided those limits genuinely reduce exposure. If the team cannot bound the consequences, cannot observe failures, or cannot stop use when conditions change, do not put the tool into that workflow.

Frequently Asked Questions

Can a vendor’s benchmark score prove that an AI tool is unbiased?

No single task score establishes that a system is free of harmful bias. Fairness depends on who is affected, the outcomes being measured, and the context of use, so teams need to examine those dimensions directly rather than infer them from overall accuracy.

Should employees enter confidential company information into an AI tool during a trial?

Only after the organization has confirmed that the trial is permitted and the tool’s data handling and access controls fit its policies. A test can use suitably approved or non-sensitive examples while those conditions are being established.

Who should sign off on an AI tool evaluation?

The decision should involve people who understand the task’s consequences as well as those responsible for security, privacy, or compliance where relevant. The person accountable for the workflow should own the allowed scope and the response if monitoring finds a problem.

What should I do if an AI vendor will not explain how its system was evaluated?

Treat that opacity as a limitation on the evidence, and avoid relying on unsupported performance claims. You can still run a bounded internal evaluation, but keep the approved use narrow enough that the unknowns do not create unacceptable risk.
