A complete list of international country calling codes uses the ITU-T E.164 numbering plan as its authority. The country or territory code identifies the destination, but callers must also apply the correct international access prefix, national numbering rules, and subscriber number. Shared codes such as +1 and +7 need extra destination digits.
This reference includes geographic countries and territories, shared numbering arrangements, special E.164 resources, dialing steps, developer guidance, and an explicit update date. The latest ITU Operational Bulletin should take precedence over older country-code lists.
Key takeaways
- International country calling codes identify a geographic destination, territory, or other E.164 numbering resource, but a code is not a complete telephone number.
- +1 is shared by the United States, Canada, and several Caribbean and North Atlantic destinations, so the destination area code is also required.
- +7 is shared by Russia and Kazakhstan, while +39 is associated with Italy and Vatican City in ITU materials.
- International dialing also depends on the caller’s access prefix, the destination’s domestic trunk-prefix rules, and the national number format.
- Last checked: August 12, 2026. The ITU Operational Bulletin amendment process can change assignments, reservations, names, or presentation.
The following table is a practical list of international country calling codes for countries and territories. The table follows the ITU-T E.164 numbering plan, identifies shared arrangements such as +1 and +7, and separates non-geographic resources such as +800, +808, +870, +882, and +883 from geographic destinations.

How should you use an international country calling code?
Start with the plus-prefixed code, replace the plus sign with your country’s international access prefix when necessary, remove a destination domestic trunk prefix when the destination’s numbering plan requires it, and then add the national area, destination, mobile, and subscriber digits. The exact dial string depends on the country of origin, carrier, device, and destination numbering plan.
#1 Best Overall
For example, +44 identifies the United Kingdom’s numbering arrangement, but +44 alone does not identify a subscriber. A complete call normally needs the remaining national number, and a caller using a fixed-line phone may need an access sequence instead of the plus sign. ITU-T E.164 defines the international numbering structure; national numbering plans determine the remaining digits and local dialing behavior.
Complete list of international country calling codes
Last checked: August 12, 2026. The table is a practical geographic reference rather than a replacement for the live ITU assigned-code register. “Shared North American Numbering Plan” means that +1 is not unique to the listed destination. Entries marked for verification are especially sensitive to current ITU presentation, local routing, or changes since older assigned-code lists.

What are the shared international calling codes?
Shared international calling codes serve more than one country, territory, or related numbering arrangement, so the calling code alone cannot always identify the final destination.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Code | Shared or special resource | What the caller should know |
|---|---|---|
| +1 | United States, Canada, and multiple Caribbean and North Atlantic destinations | Add the destination’s area code and subscriber number. |
| +7 | Russia and Kazakhstan | Use the destination’s national numbering details after +7. |
| +39 | Italy and Vatican City | Check current operational dialing instructions. |
| +44 | United Kingdom and certain associated territories or jurisdictions | Local numbering arrangements still apply. |
| +262 | Réunion and Mayotte | Current practical references use +262; older lists may show transitional arrangements. |
| +269 | Historically associated with Comoros and Mayotte | Treat as version-sensitive and verify the latest ITU amendment chain. |
| +599 | Dutch Caribbean numbering arrangements | Country-or-territory presentation and local routing can vary by source. |
The ITU Operational Bulletin No. 1341, published June 1, 2026, is an important update source for amendments to the assigned-country-code list. Older ITU lists can preserve historical names or allocations, which is why +269 should not be presented as an uncomplicated current code for Mayotte.

Several E.164 resources identify international services or networks rather than countries. These resources belong in a separate category because labeling them as geographic country codes can mislead callers and developers.
| Code or range | Resource | Geographic country? |
|---|---|---|
| +800 | International Freephone Service | No |
| +808 | International Shared Cost Service | No |
| +870 and related ranges | Global satellite-service resources | No |
| +882 and +883 | Shared international network and IoT/M2M resources with assigned identification codes | No |
| +999 | Reserved for possible future use within the Telecommunications for Disaster Relief concept in historical assigned-code material | No; reserved resources should not be treated as callable geographic destinations |
The ITU-T E.164 recommendation database describes the international numbering framework, including resources that are not ordinary geographic country codes. Special numbers can also have carrier restrictions, different charges, or limited reachability.
Why is a country calling code not a complete phone number?
An international country calling code is only the country-code component of an international E.164 telephone number. A complete number can also require a national destination or area code, a mobile prefix, and a subscriber number defined by the destination’s national numbering plan.
Recommended Free Tools
The plus sign in +44 is notation for the international prefix; the plus sign is not itself part of the country code. On a mobile phone, entering the plus sign commonly lets the device or carrier apply the appropriate international access method. On some fixed-line systems, the caller must enter a carrier-specific international access sequence instead.
How do you dial an international number correctly?
- Find the destination code. Select the plus-prefixed code from the table, while checking whether the destination uses a shared code.
- Confirm the international access prefix. A plus sign may need to be replaced by an access sequence determined by the caller’s country or carrier.
- Apply the destination’s trunk-prefix rule. Remove a domestic leading trunk prefix when the destination’s national numbering plan requires removal for international calls.
- Add the national number. Include the required area, destination, mobile, and subscriber digits in the format used by the destination.
- Check reachability. Satellite services, international freephone numbers, shared codes, and special network resources may not be reachable from every carrier or country.
Do not use a universal formula such as “country code plus the local number” without checking the destination’s numbering plan. E.164’s international structure does not replace national rules for number length, trunk prefixes, area codes, mobile prefixes, or service reachability.
How should developers store and validate international phone numbers?
Developers should treat the country calling code as one component of an international number, normalize numbers consistently, and avoid assuming that every +1 number belongs to the United States. A phone-number validation or formatting system should account for the destination’s national numbering plan and should preserve the full international number rather than storing only the country code.
For systems that handle international SMS, customer support, or business telephony, an E.164.1 reference on reservation, assignment, and reclamation procedures provides useful context, but the ITU does not endorse a particular commercial validation API. A validation service can help format or test numbers; it cannot guarantee that a number is active, reachable, or permitted by a carrier.
What should be checked before publishing or relying on this list?
- Check the latest ITU assigned-code register and relevant Operational Bulletin amendments.
- Confirm official country and territory names against the latest ITU presentation, especially for politically sensitive or disputed designations.
- Review shared and version-sensitive arrangements, including +1, +7, +39, +44, +262, +269, and +599.
- Confirm local numbering details for Bonaire, Sint Eustatius and Saba; Curaçao; Kosovo; Palestine; Pitcairn Islands; Vatican City; and Western Sahara before giving detailed routing instructions.
- Recheck this high-traffic reference at least every 30 days and immediately after a relevant ITU Operational Bulletin.
The ITU-T E.164.1 procedures explain why assignments and reservations should be treated as changeable resources rather than permanent editorial facts. The table’s August 12, 2026 check date reflects the supplied research snapshot, not a promise that assignments will remain unchanged.
Frequently Asked Questions
What is an international country calling code?
An international country calling code identifies the geographic destination, territory, or E.164 resource at the beginning of an international telephone number. The code is not a complete phone number; the destination’s national number, area or mobile prefix, and subscriber digits may still be required.
Is the plus sign part of a country calling code?
The plus sign is notation for the international access prefix and is not part of the country code itself. A mobile phone may accept the plus sign directly, while a fixed-line caller may need to replace it with a carrier-specific international access sequence.
Why do several countries use calling code +1?
+1 is shared by the United States, Canada, and multiple Caribbean and North Atlantic destinations. A caller must use the destination’s area code and remaining national number to identify the actual destination.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Are +800, +808, +870, +882, and +883 country calling codes?
No. Codes such as +800 for International Freephone Service, +808 for International Shared Cost Service, +870 and related ranges for global satellite services, and +882 and +883 for shared international networks or IoT/M2M resources are not geographic country codes.
The Bottom Line
Use the table to identify the destination’s E.164 country or territory code, but do not mistake the code for a complete dial string. Shared codes and special resources require extra care, and the latest ITU Operational Bulletin should take precedence over older lists.
