To expand Google Ads into a new market without losing control, define the geographic area and presence rules first, then choose a campaign structure that gives you the budget and reporting control you need. Localize the ad and landing page together, account for Google’s September 2026 language-targeting changes, and check regional results before making further adjustments.

1. Define the market you can actually serve

Start with the countries or regions where you can fulfill the offer, provide support, and send visitors to a relevant destination. In Google Ads, location targets can include countries, areas within a country, radius targets, and location groups, but available target types vary by country. Very small targets may serve intermittently or not at all. Review Google’s location-targeting setup guidance before settling on a narrow boundary.

Use the broadest boundary that matches the business’s real service area, then narrow it where operational differences matter. A country campaign may be appropriate when pricing, offer, and fulfillment are consistent; subregions or separate campaigns may make more sense when those factors differ. Google does not prescribe a universal number of campaigns or a single segmentation rule.

2. Choose whether eligibility means presence or interest

Location and language are separate controls. Google describes location settings as choosing geographic areas where ads may appear, while language settings are intended to reach people Google understands to use or understand selected languages. For location eligibility, the default option includes people in, regularly in, or who have shown interest in included locations. That can reach someone outside a market who is researching it.

When to include interest

Keep the default, “People in, regularly in, or who’ve shown interest in your included locations (recommended),” when remote research or purchase intent is commercially relevant—for example, a person planning a move or trip. Google explains the options in its guidance on preventing clicks outside geo-targeted locations.

When to prioritize physical presence

If the offer is only useful to people currently in or regularly in the market, choose the Presence option rather than the default that also includes interest. Do not treat this as a guarantee of perfect geographic exclusion: Google notes that country-level IP resolution limits country-only targeting.

3. Structure campaigns around the control you need

Separate markets into campaigns when they need independent budgets, bids, or reporting. That makes it possible to vary investment or make market-specific changes without applying them to every region. If the markets share the same economics and operating constraints, a grouped structure may be simpler. Google’s advice is to review regional performance and adjust investment or exclude areas with weak conversion or unwanted traffic, not to split every market automatically.   • Group markets when the offer, service coverage, and budget priorities are materially alike.
  • Separate campaigns when a market needs its own budget, bidding decisions, or performance readout.
  • Use location exclusions when observed traffic or conversion quality shows that an area should not receive spend.

Compare candidate structures against the same practical questions: geographic scope and precision, presence versus interest eligibility, language behavior by campaign type, required budget and reporting independence, local fit of ad and destination, and acceptable automation.

4. Localize the ad promise and the landing page together

Adapt the ad to the market’s relevant selling points or promotions, and send the visitor to the location-specific landing page when one exists. A locally worded ad that leads to an irrelevant page breaks the connection between the targeting decision and the visitor’s experience. Google recommends geographic ad text and the most relevant location-specific page in its location refinement guidance.

For Search campaigns in October 2026, do not rely on a campaign-level language setting to control delivery: Google says it removed that setting for Search in September 2026 and Search ads automatically match based on the language of the ads. Google’s language-targeting guidance describes the change. This makes the language and relevance of the ad itself especially important to review alongside the destination page.

5. Check language behavior by campaign type

The September 2026 change does not apply identically across campaign types. Google says the campaign-level language setting no longer applies to Search inventory in Performance Max, while it continues to guide delivery on other cited Performance Max channels: YouTube, Display, Discover, and Gmail. The Google Ads Developer Blog announced the change on August 13, 2026, describing it as effective in late September: Google Ads language targeting changes starting September 2026.

Older setup instructions that tell advertisers to select Search campaign languages may therefore be stale. For other campaign types, verify the current language controls and how they apply to the inventory you use. Google also notes that multilingual users may receive an English ad while searching in Spanish if Google believes they understand the ad’s language; language targeting should not be treated as a simple one-language-per-user switch. 6. Review Performance Max’s creative and destination automation

Performance Max can affect control over the text and landing page. Google says text customization may use landing-page content to generate ad assets. When both text assets and Final URL settings are enabled, it may replace the final URL with a more relevant domain based on customer intent. If a market must always use specific localized copy or a market-specific destination, inspect these settings in the campaign setup rather than assuming the entered assets and URL will always be used. 7. Monitor geographic results and adjust deliberately

After launch, review geographic performance and use the findings to adjust regional investment, targets, or exclusions. Allow for the possibility that results fluctuate while a campaign is new or after significant changes: Google says campaigns may enter a learning phase. Avoid making repeated major changes as an automatic response to short-term movement; use the campaign’s observed results and operating needs to decide when an adjustment is warranted. Launch checklist

  • Confirm the market is one you can serve and that the chosen location target is available at a usable scale.
  • Choose explicitly between presence-focused eligibility and the default that also includes interest.
  • Separate markets only when independent budgets, bids, or reporting are useful.
  • Match localized ad messaging to the relevant market-specific landing page.
  • Apply the September 2026 language rules for the campaign type; do not use old Search-language instructions.
  • Review Performance Max text customization and Final URL settings if creative or destination control is important.
  • Use geographic performance to refine investment and exclusions, allowing for learning-related fluctuations.
