This guide assumes you want to compile a Linux application that uses GStreamer, then send live H.264 video over RTP/UDP. It does not cover compiling the GStreamer framework itself from source. For an application build, use pkg-config to supply the GStreamer compiler and linker flags, and make sure the required development libraries and runtime plugins are installed.
Install the GStreamer development files and plugins
A program needs development files to compile against GStreamer, while a pipeline needs the runtime elements it uses. Package names vary by distribution and release; the official Linux installation guide gives separate examples for Ubuntu/Debian and Fedora, so check its Linux installation instructions against your system.
For this example, verify that your installation provides the command-line tools and the elements used by the sender and receiver: v4l2src, videoconvert, x264enc, rtph264pay, udpsink, udpsrc, rtpjitterbuffer, rtph264depay, h264parse, avdec_h264, and a suitable video sink. The installation guide lists example core and plugin development packages, plugin sets, tools, and platform packages; no single package command applies to every Linux distribution.
Compile an application that uses GStreamer
For a program that uses only the GStreamer core library, obtain its compiler and linker flags from pkg-config. The official FAQ documents this command:

pkg-config --cflags --libs gstreamer-1.0For example, the Linux tutorial uses this compile pattern:
gcc basic-tutorial-1.c -o basic-tutorial-1 `pkg-config --cflags --libs gstreamer-1.0`If your application calls other GStreamer APIs, add the corresponding library name to the pkg-config request. For example, the installation guidance names gstreamer-video-1.0 for use of the video library. The official development FAQ and Linux installation guide explain the flag and package approach.

These commands compile an application against installed GStreamer libraries; they are not instructions for building the GStreamer project from source.
Test an H.264 RTP/UDP stream
Before embedding a pipeline in your program, use gst-launch-1.0 to test whether the installed elements and local devices work together. The GStreamer command-line documentation provides this sender example:

avdec_h264 ! videoconvert ! xvimagesinkThe sender and receiver are documentation examples, not a guarantee that a particular system has a working camera, decoder, display, plugin set, route, or firewall configuration. The receiver’s port and payload type must match the sender. The RTP caps use a 90,000 Hz clock rate; the documented rtph264pay output is video with H.264 encoding and that clock rate. Understand the encoder and compatibility settings
x264enc converts raw video to H.264. Its documented default output profile is High, but the example explicitly constrains the stream to Main with video/x-h264,profile=main. Some hardware platforms may need a more restricted profile or level, so match the stream to the intended playback devices rather than assuming every decoder supports the same format. Use gst-inspect-1.0 x264enc to inspect the installed element and its properties, and run the pipeline with -v to see negotiated caps.
The example sets tune=zerolatency and key-int-max=15; those are example settings, not universal recommendations. The encoder documentation describes its properties and warns against putting H.264 in AVI; it gives Matroska and MP4/QuickTime as container alternatives for files. For a live RTP stream, use an RTP payloader and transport path rather than a file container. See the x264enc reference.

Choose latency and buffering for the network
Lower latency can come with a cost. GStreamer’s Basic Tutorial 10 notes that tune=zerolatency can reduce quality and is more suited to live streaming. A receiver-side jitter buffer can smooth playback when packets arrive unevenly, while buffering generally adds delay. The right balance depends on the acceptable delay, image quality, and network jitter; the example does not establish a suitable bitrate, resolution, or tuning for your setup. Move from a test pipeline to application code
gst-launch-1.0 is primarily a tool for constructing and debugging pipelines from the command line. Once the test pipeline works, create and manage it through a GStreamer API in your application; the documentation points to gst_parse_launch() as one way to construct a pipeline from a description. This keeps the pipeline integrated with the application’s own error handling and lifecycle instead of relying on a shell command.
