Google’s Android developer registration requirement took effect on September 30, 2026, for users in Brazil, Indonesia, Singapore, and Thailand. The first phase names seven app stores, but Google has not cancelled verification: its limited retreat is that unregistered apps can still be installed through Android Debug Bridge (ADB) or a more involved advanced flow. Google says it plans to expand protections globally on certified Android devices in 2027.
What started on September 30, 2026?
Google’s announced first phase applies to apps installed on certified Android devices in Brazil, Indonesia, Singapore, and Thailand. The participating stores named for this phase are Google Play, HONOR App Market, OPPO App Market, Samsung Galaxy Store, Transsion Palm Store, vivo V-Appstore, and Xiaomi GetApps. This is the announced initial scope, not evidence that every country or app store is covered already. Google describes global expansion for apps on certified devices as a 2027 plan; exact future timing and scope may change. Google’s rollout update is the controlling source for these dates and stores.
What does “partial retreat” mean?
Google has not withdrawn the registration requirement. Instead, it has kept two installation routes for unregistered apps: ADB and an advanced flow intended for sideloading. The advanced flow adds deliberate friction: users restart their device and reauthenticate, wait one day, then confirm installation with biometrics or the device PIN. ADB remains another route for users who install apps this way. Google’s explanation of the verification policy describes these exceptions.
Google’s Director of Product Management for Android App Safety, Matthew Forsythe, wrote in the company’s FAQ: “Sideloading is fundamental to Android and it is not going away.” That is Google’s stated position; the additional delay and authentication mean the advanced route is less immediate than ordinary installation. What should Android developers do?
If you publish on Google Play
Open Play Console and check whether each app you intend to distribute is registered. Google says developers who completed its existing Play verification are already identity-verified, and that more than 99% of Play apps were registered automatically. The remaining step is to confirm your own apps’ status rather than assume that the automatic process covered every app.
If you distribute outside Google Play
Use Android Developer Console to register the package names for the apps you distribute. Google says developers can continue choosing where to distribute; the registration requirement concerns developer and app verification, not an instruction to move distribution to Play.

If you are a student or hobbyist
The limited distribution account is designed for learners and small-scale sharing. Its cap is 20 devices, and Google says it requires neither government-issued identification nor a fee. It is not the route for broad public distribution.
If you automate registration or status checks
Google announced an Android Developer ID Status API for checking package-name status and an Android Developer Console API for registering and managing package names from development environments, including CI/CD workflows. Why is Google adding verification?
Google says the goal is to make it harder for malicious actors to distribute harmful apps on certified Android devices. What is not changing?
- Google says developers may continue choosing where to distribute their apps.
- The requirement does not eliminate all ways to install an unregistered app: ADB and the advanced flow remain available.
- The announced 2027 global expansion is a plan, not a statement that the initial four-country, seven-store phase already covers Android worldwide.
