Their v1.0.0 releases promised stable APIs and long-term support, while identity-based signing offered developers a way to sign build outputs in OIDC-capable CI/CD workflows without maintaining a long-lived private signing key.
What Sigstore general availability meant
GA applied to Sigstore’s public Fulcio and Rekor services—not to a physical product. Fulcio issues signing certificates, while Rekor provides a transparency log. Sigstore announced both projects’ v1.0.0 releases alongside GA. Project author Priya Wadhwa said the releases meant “the APIs are stable and will be supported long term.”
Before GA, the services operated on a best-effort basis. Maintainers could make breaking changes or reset data, and users had to account for possible outages and data-persistence risks. The transition involved work on staging infrastructure, codifying infrastructure with Terraform, and using ArgoCD for CI/CD, as described by the Google Open Source Blog.
Sigstore said it would operate the services to a 99.5% uptime service-level objective (SLO), with round-the-clock pager support. That figure was an announced service objective in 2022, not a report of measured uptime or a guarantee of current performance. Sigstore also said a third-party security audit had been completed and all findings addressed. See the GA announcement for those commitments.

Why keyless signing mattered to developers
Signing helps recipients check whether an artifact has changed after it was built. Conventional signing can also create a key-management task: a project must generate a private key correctly, protect it, and rotate it. In an OIDC-capable cloud CI/CD environment, Sigstore can issue a signing certificate tied to the workflow’s identity, avoiding the need for that project to maintain a long-lived signing key. GitHub described this approach as “keyless signing.”
For example, a workflow running in GitHub Actions can use Cosign to sign a container image with the sign command, or sign another build output with sign-blob. The signature and certificate can associate the artifact with the workflow identity, helping a verifier assess where it came from. This reduces the burden of managing a persistent key; it does not remove the need to verify signatures or assess whether the identified build and source are trustworthy. What the announcement did—and did not—say about npm provenance
GitHub’s October 2022 article described npm provenance as a capability in development, not a universally available feature delivered by the GA announcement. The proposed verification would link a package to its source repository and build instructions. Certificate identity information could include the repository path, the specific commit used for the build, and a link to the build-instructions file.
At the time, the article said that library support and CI/CD-provider OIDC claims were still being developed. Sigstore’s GA announcement separately said package repositories including npm and Ruby were planning integrations. Those plans should not be mistaken for a claim that every npm package already had provenance or that the capability was broadly ready in October 2022.

Why the maturity milestone was significant
The practical case for GA was a combination of software stability and service operations. Stable APIs and long-term support made it more reasonable for developers to build workflows around the components; a stated SLO and 24/7 on-call rotation addressed the operational uncertainty of relying on public signing infrastructure. As GitHub’s Zachary Steindler put it, “general availability is an exciting milestone in terms of maturity.”
Sigstore recommended client tools including Cosign, sigstore-python, and sigstore-java. Which tool fits depends on the artifact and workflow: GitHub specifically pointed to Cosign for container images and other build outputs. The announcement is best read as making keyless signing infrastructure more mature and operationally defined—not as proving that Sigstore is universally safer or better than every other signing approach.
