Microsoft announced CoreAI – Platform and Tools on January 13, 2025, as a new engineering organization to connect AI infrastructure, developer tools and Copilot. CEO Satya Nadella said it would bring together Dev Div, AI Platform and selected Office of the CTO teams so Microsoft and its customers could build and run AI applications and agents. The announcement set out an organizational plan and strategic ambition—not evidence that the reorganization had already improved performance.
What Microsoft announced
In a January 13, 2025 announcement, Microsoft CEO Satya Nadella said the company was creating CoreAI – Platform and Tools. Its initial composition combined three areas:
- Dev Div, Microsoft’s developer division.
- AI Platform.
- Selected Office of the CTO teams: AI Supercomputer, AI Agentic Runtimes and Engineering Thrive.
Microsoft said the organization’s mission was to build an end-to-end Copilot and AI stack for first- and third-party customers to build and run AI apps and agents. It would also build out GitHub Copilot. Nadella described the formation as a way “to more rapidly and boldly advance our roadmap” across the relevant layers of the stack. Who was named to lead CoreAI
Nadella named Jay Parikh executive vice president of CoreAI. At launch, Eric Boyd, Jason Taylor, Julia Liuson and Tim Bozarth, along with their respective teams, were to report to Parikh. Nadella also said Parikh would work with other senior leaders on performance and efficiency across Microsoft’s technology stack and lead company-wide developer productivity and Engineering Thrive work.

These are the reporting relationships Microsoft identified in the 2025 announcement. They should not be treated as a complete or necessarily current organizational chart.
What “agentic AI” meant in the plan
Microsoft’s rationale was that applications would become more model-forward and agentic, changing the stack from infrastructure to development tools and management. That is the company’s strategic thesis, not an independently established forecast.

Nadella described agentic applications as systems with memory, entitlements and an ability to take action, tailored for different roles, business processes and industries with performance and safety in mind. The proposed AI-first stack included:
- New user-interface patterns for working with AI applications.
- Runtimes for building and orchestrating multiple agents.
- A reimagined layer for management and observability.
- Azure as AI infrastructure, with Azure AI Foundry, GitHub and VS Code among the platform and developer tools above it.
The organizational design linked infrastructure and platform work with developer tools and Copilot. GitHub Copilot was also part of the remit, creating a potential feedback loop between Microsoft’s developer product and its platform roadmap. The announcement described that intended connection; it did not report a measured before-and-after result.

What the announcement does—and does not—show
CoreAI’s formation signaled Microsoft’s intent to coordinate platform, infrastructure and developer-tool work around Copilot and AI agents. The January 2025 announcement and the later Microsoft statements document that ambition and how the company publicly described its organization and platform direction. They do not establish that CoreAI caused productivity gains, improved safety, or a market advantage. Microsoft’s November 2025 account offers examples and lessons from its own internal use, not independent verification of broader outcomes.
