If Windows says a file or folder is open in another program, first close the file in the app that may be using it and try again. If you do not know which app has it open, search for the filename with Resource Monitor or Microsoft Sysinternals Process Explorer, then close the identified app normally. Avoid forcibly closing an individual file handle: the app may be left in an inconsistent state.

Why Windows says a file is open in another program

An application can keep a file unavailable for an operation such as deleting, moving, or renaming while it has that file open. Windows uses file handles to track open files, and whether another operation can access the file also depends on the sharing mode requested when the app opened it. Microsoft documents that a sharing mode of zero can cause an ERROR_SHARING_VIOLATION if another process already has the file open.

Some applications can provide information about which app is using a file through the Windows IFileIsInUse interface, including options to switch to that app or close the file. It is not a universal feature, so Windows may not identify the program in the warning.

Try the safest fix first

  1. Save your work in any open applications that might be using the file.
  2. If you recently opened the file, switch to that program and close the file. If you cannot tell which file is open, exit the likely program normally.
  3. Retry the operation. If the warning remains, search for the process using one of the methods below.

Closing the application normally gives it a chance to finish using the file and close it properly. Microsoft notes that an application should close files when it no longer needs them.

Find the program using the file

Use Resource Monitor, which is included with Windows

  1. Open the Start menu, type resmon.exe, and open Resource Monitor.
  2. Select the CPU tab.
  3. Expand Associated Handles.
  4. Enter the filename—or a distinctive part of its path—in the search box.
  5. Check the results for the process using the file. Note its name before taking action.

This workflow is described in Microsoft Q&A community answers, rather than in the official Resource Monitor documentation surfaced here. The search may not find every lock. If it returns no useful result, try Process Explorer.

Use Microsoft Sysinternals Process Explorer

  1. Download Process Explorer from the Microsoft Sysinternals Process Explorer page and run it.
  2. Use its Find function to search for the filename or path.
  3. Review the matching process to identify the application holding the file.

Microsoft says Process Explorer can search for processes that have particular handles open and describes it as showing “which handles and DLLs processes have opened or loaded.” The page lists version 17.14, published September 10, 2026. Handle search identifies the process; it does not mean you should forcibly close the matching handle.

Option Best for What to know
Resource Monitor Trying a Windows-included utility first The Associated Handles workflow is described in Microsoft Q&A community answers; its search may not find every case.
Process Explorer A direct search for processes with a particular handle open Microsoft documents the handle-search capability. It is a separate Sysinternals utility to download and run.

Close the identified program safely

If a regular application is using the file

Switch to the identified application, save any work, and close the file or exit the application normally. Then retry the move, rename, or delete operation.

If Windows Explorer is using the file

Close any Explorer windows or work that you need to keep. Restarting or closing Explorer can be an escalation option if it is the identified process, but it may disrupt open file-management work. Retry the operation after Explorer has restarted.

If the application is unresponsive

Ending its process through Windows process-management controls is a last resort because unsaved changes can be lost. This is different from closing a process handle: Microsoft’s CloseHandle documentation states that closing a process handle does not terminate the associated process.

If the file is still locked

  • Search again for the filename or path; another process may also have it open.
  • Consider whether an application or service is reopening the file after you close the first process.
  • After saving your work, restart Windows and retry the operation.

Microsoft documents that a file cannot be deleted until all handles to it are closed, and that Windows closes an application’s open files when that application terminates. That does not guarantee a particular troubleshooting step will resolve every lock. Avoid forcing an arbitrary file handle closed: the app that owns it may not handle that change safely.

How Windows handles open files

When an application opens a file through Windows’ CreateFile function, it receives an associated handle. The application’s sharing settings affect whether another process can perform a conflicting operation while that handle remains open. Microsoft’s documentation covers creating and opening files and closing and deleting files. In practical terms, identify the process and let its application close the file before resorting to ending the process.
