Google Play does not charge every developer a single, universal rate. The fee depends on the buyer’s country, what they buy, how they pay, the developer’s program enrollment and, in some regions, whether the app counts as a new or existing install. The familiar 15% rate applies only under specific terms; it is not a blanket rate for every Play transaction.
What Google Play’s service fee covers
Google describes its service fee as a percentage of the purchase price for digital purchases in apps. Its overview says the fee can apply to apps and in-app products sold through Google Play Billing or through an alternative billing system operating under Google’s Payments policy. Using a different payment route therefore does not automatically remove the service fee.
Google says the fee supports its continuing investment in Android and Google Play. It also reports that 97% of developers distribute their apps and use Google Play services at no charge, and that 99% of developers subject to service fees are eligible for a fee of 15% or less through Play programs. Google’s surfaced help material does not state a publication year for those figures, so they should not be treated as current-year measurements.
When the familiar 15% and 30% rates apply
In markets that have not moved to the revised regional schedule, Google’s standard overview describes the following rates for developers enrolled in the 15% service-fee tier:

These are not universal rates for every country or transaction. Google announced a revised schedule in certain markets during 2026, and alternative billing and external-link programs have separate terms. The rates for those specific routes must be checked against the applicable program page.
How to enroll in the 15% tier
Google’s enrollment instructions require a payments profile, an account group identifying associated developer accounts, and acceptance of the tier’s terms. Enrollment is an action to complete; developers should not assume they automatically receive the first-US$1-million rate.

The annual threshold is shared across the accounts in the group. Google says that after the group exceeds US$1 million in earnings, the 30% rate applies to all associated developer accounts for the remainder of that year. The group structure therefore matters when estimating the fee for more than one Play developer account.
Regional schedule changes in 2026
Google’s revised schedule uses the user’s market and whether the app installation is classified as new or existing. The rollout dates in Google’s service-fee overview were June 30, 2026 for the European Economic Area (EEA), the United Kingdom and the United States, and September 30, 2026 for Australia and Japan. Those dates have passed as of October 4, 2026.

Google’s billing-choice guidance defines a “new install” by the first installation from Play, or the first update from Play if the app was initially installed elsewhere, in relation to the regional launch date. Do not treat the phrase as a synonym for a newly created user account or assume it means the same thing as a first purchase. The applicable program terms determine how install status affects a particular transaction.
Alternative billing and external links have their own rules
Google’s billing-choice program specifies distinct service fees for alternative billing and external web links, alongside market eligibility, enrollment steps and API requirements. The existence of those routes does not mean a developer can simply substitute its own checkout and stop paying Google. The fee and compliance obligations depend on which program and market apply.

Google’s external-offers program also lists fees for purchases or app installs made within 24 hours after a user follows an external content link. Rates differ by offer type and participation in the named Apps & Games programs. Because the available fee information is program-specific, there is no single external-link rate that can safely be applied to every app or transaction.
South Korea and India have separate alternative-billing provisions in Google’s service-fee overview: for qualifying transactions through an alternative billing system, the service fee is reduced by four percentage points from the applicable Google Play Billing fee. This is a market- and program-specific adjustment, not a general discount for all developers using their own billing.

What US developers need to account for now
Google’s US policy update says developers enrolled in US alternative-billing and external-content-link programs must report transactions and pay the relevant service fees beginning October 1, 2026. For developers enrolled in external content links, Google gives a separate deadline of December 1, 2026 to report successful downloads and pay the relevant fees.
The US update does not consolidate the complete post-rollout fee table for every billing route. For a US estimate, identify the exact program and payment path, then confirm the live program terms before calculating the amount due.
A practical way to estimate a Play fee
Before forecasting net revenue or comparing checkout options, identify each transaction’s conditions rather than applying a headline percentage to all sales:
- Set the user’s market. Check whether the buyer is in a region using the 2026 schedule or an earlier fee structure.
- Identify the transaction route. Distinguish Google Play Billing, program-compliant alternative billing and an external link or offer.
- Classify what was purchased. An automatically renewing subscription may receive a different treatment from another digital purchase.
- Check install status where relevant. In regions using the revised schedule, determine whether Google classifies the app as a new or existing install under its regional launch-date definition.
- Verify program and account eligibility. Check enrollment, associated-account grouping and aggregate annual earnings when relying on the 15% tier.
- Include compliance costs and obligations. Confirm any separate billing fee, API requirement, transaction reporting or payment deadline for the chosen program.
Use the current Google Play service-fee overview and the terms for the specific billing-choice or external-offers program to calculate a live transaction. A percentage quoted without its market, route, transaction type and eligibility conditions is not a reliable estimate.
