Planning an overhead power transmission line starts with the need the line must meet, not with tower locations. From there, the project team defines its planning and approval requirements, compares route alternatives, gathers survey and site data, and designs the conductor, structures, foundations, insulation, clearances, and installation approach to the governing criteria. The rules depend on the jurisdiction and project; no single route, tower spacing, or clearance value applies to every line.
What are the main stages of transmission-line planning and design?
A line moves from a system need to an approved, buildable design through linked planning, engineering, and permitting decisions. The sequence below is a practical framework, not a substitute for the applicable utility standards, codes, or jurisdictional review.

Define the need and planning basis
Establish why the line is needed, its endpoints, the transfer requirement, expected operating performance, and the assumptions that govern planning. Identify the applicable grid-planning criteria for the project’s jurisdiction. For example, India’s Central Electricity Authority published its Manual on Transmission Planning Criteria (With Amendment-I) 2025 on January 8, 2025. That is an India-specific example, not a universal planning rule.

Map the approval path
Identify the national, state or provincial, local, utility, land, and environmental authorities whose decisions may affect the project. In the United States, FERC describes its transmission-siting role as limited and conditional, with states retaining authority over most projects. FERC also describes a pre-filing process and environmental assessment or impact statement for qualifying federal permit applications. Develop and compare route alternatives
Identify feasible corridors before fixing the detailed line design. Compare how each corridor meets the project purpose while accounting for existing rights-of-way, land use, environmental and cultural resources, access, construction constraints, and affected communities. A short route is not necessarily the best route if it creates greater engineering, environmental, land, or approval difficulty.

Collect survey and design inputs
Obtain a route survey and ground profile and establish the project criteria before fixing conductor and structure details. Site and design inputs must be adequate to assess terrain, geotechnical conditions, weather and loading assumptions, access, and the constraints identified during route review. IEEE Standards Association describes IEEE P1724 as a template for organizing information into an overhead transmission-line design criteria document, generally for lines at 69 kV and higher, with possible use at lower voltages. Its page identifies P1724 as an active project superseding IEEE 1724-2011, so check the live IEEE page for status and applicable editions before specifying it.

Design the line system
Develop the electrical and mechanical design using the governing standards, utility criteria, project voltage, loading basis, and surveyed conditions. The work includes conductor and groundwire selection, sag and tension analysis, clearances, insulation and lightning protection, structure selection, foundation engineering, and structure spotting. Numerical requirements must come from the project’s applicable criteria rather than a generic guide.

Make the design buildable
Translate the design into structures, foundations, access, and an installation approach that can be constructed along the selected route. IEEE’s P951 project covers assembly and erection of self-supporting and guyed steel or aluminum lattice and tubular structures after foundation installation through conductor stringing. IEEE’s P524 guide addresses practical methods, equipment, and tools for stringing conductors and overhead groundwires. Check the P951 page and P524 page for current status and project applicability.

Document decisions and commitments
Keep the planning criteria, route alternatives, engineering assumptions, environmental and stakeholder commitments, and approvals traceable. Revisit them when a route or design change could affect performance, constructability, land impacts, or permitting.
How do you choose a route for a transmission line?
Route selection is an iterative engineering and permitting decision, not simply a search for the shortest distance. Compare feasible corridors against the same project-specific criteria so that trade-offs are visible and explainable.

These are comparison dimensions synthesized from planning, engineering, and environmental-review topics; they are not a quoted universal standard, and no single weighting applies to every project. In the United States, FERC says environmental staff analyze route alternatives, including whether a proposed line could be placed near or within existing rights-of-way. Its applicant environmental-reporting topics include water, wildlife, vegetation, cultural and Tribal resources, land use, recreation, aesthetics, noise, alternatives, reliability and safety, and design and engineering. What determines tower spacing?
Tower spacing—often considered through structure spotting along the route—is not determined by a single standard distance. It follows from the line geometry and the engineering constraints of the particular project. The design team needs the surveyed route profile and project criteria to evaluate where structures can be placed and how the line behaves between them.

How are conductor sag and clearance designed?
Conductor choice and line geometry must be considered together. The conductor is selected against the electrical duty, mechanical loading, span geometry, and design conditions; sag and tension are then analyzed for the load cases required by the governing criteria. A line’s clearance assessment must account for its geometry, applicable rules, operating conditions, sag, and conductor movement.
There is no universal clearance number established here. Required values and calculation methods depend on the applicable rules and project conditions, so they should be taken from the current governing standards and utility criteria—not inferred from a general manual. The Bureau of Reclamation manual treats sag-tension, clearance patterns, and galloping as design subjects, but does not supply a universal current calculation recipe or clearance value in the material cited above.

- Groundwire and lightning protection: Include groundwire design and lightning exposure in the engineering basis. The applicable requirements depend on the project criteria and conditions.
- Insulation: Address insulation design and coordination for the line’s electrical and environmental conditions.
- Structures and foundations: Select structure type and geometry, then engineer foundations to the project criteria and ground conditions. IEEE 2954-2023 organizes relevant practices and standards across structures, foundations, conductors, insulators, hardware, and electrical effects; consult the IEEE Standards Association page for the overview and confirm the applicable edition.
- Conductor movement and structure behavior: Account for clearance patterns, galloping, structure limitations, and guying where relevant to the design conditions.
The Bureau of Reclamation manual is a useful reference for the scope of these engineering subjects, while IEEE’s guidance helps organize relevant practices. Neither replaces current project-specific codes, utility criteria, or engineering calculations.

What permits are needed to build an overhead power line?
There is no single permit list that applies everywhere. Requirements depend on the line’s location, the authorities involved, land ownership and rights, environmental and cultural constraints, and whether a particular federal or other jurisdictional process applies. Identify those authorities and approvals early enough that route alternatives can respond to them rather than treating permitting as a final check.
For a US project, FERC’s role is limited and conditional, and states retain authority over most transmission projects. Qualifying federal permit applications may involve FERC’s pre-filing process and environmental assessment or impact statement. FERC’s process information covers environmental-reporting subjects such as water, wildlife, vegetation, cultural and Tribal resources, land use, recreation, aesthetics, noise, alternatives, reliability and safety, and design and engineering. Those federal descriptions should not be mistaken for a complete permit checklist for a specific state or project.
Which design references can help?
The U.S. Bureau of Reclamation’s Transmission Line Design Manual covers topics including construction type, conductor sag and tension, insulation, lightning protection, clearances, galloping, structure limitations, guying charts, and structure spotting. IEEE Standards Association’s page describes P1724’s role in assembling design criteria and also provides an overview of IEEE 2954-2023. Its separate P951 and P524 pages address structure erection and conductor stringing, respectively. Check the live IEEE pages for document status and confirm that any reference is appropriate to the project’s jurisdiction, voltage, and current governing requirements.
A general guide can help identify the workstreams, but it does not establish project-specific numerical requirements. Before engineering decisions are fixed, confirm the applicable planning criteria and codes, utility standards, environmental and land approvals, weather and loading basis, survey and geotechnical information, and the design references’ current status.
