User licenses determine what each person can do; an Azure-billed Fabric capacity supplies compute for an organization’s workloads. The right total depends on the capacity size, Azure region, billing option, runtime, and the Power BI permissions users need.
How Microsoft Fabric licensing and capacity fit together
A Fabric capacity is a shared pool of compute measured in capacity units (CUs). It runs Fabric workloads for an organization. A user license, by contrast, applies to an individual and governs actions such as creating content or consuming Power BI reports. One does not automatically replace the other.
Microsoft distinguishes Fabric Free, Power BI Pro, and Premium Per User (PPU) user licenses from capacity licenses. PPU provides per-user features, but it does not provision Fabric capacity for non-Power BI items such as lakehouses, warehouses, or notebooks. Power BI creators and collaborators may still need an appropriate user license even when their organization has capacity. See Microsoft’s license and capacity guidance.
When can a free user view Power BI reports?
Microsoft’s licensing scenarios allow a Fabric Free user assigned the Viewer role to view Power BI content hosted on an F64-or-larger capacity. On an F SKU below F64, viewers outside My workspace generally need Pro or PPU. Having capacity does not give a Free user report-authoring privileges. Check the applicable scenario in Microsoft’s licensing guidance before assigning licenses or permissions.

What determines Fabric capacity cost?
Fabric F SKUs are purchased through an Azure subscription. Each SKU corresponds to a quantity of CUs, and Microsoft lists sizes from F2 through F8192. The SKU table is a compute reference; matching CU numbers do not establish that an F SKU is functionally identical to a similarly sized legacy Power BI capacity. Rates vary by Azure region and billing choice, so a single price is not universal. Use Microsoft’s SKU reference and live Azure pricing for the region and terms that apply to your subscription.
A useful estimate has this shape: capacity rate for the selected region and SKU × billable runtime, plus any required user-license charges. To make the estimate meaningful, specify the region, SKU, currency and billing option, expected hours in use, and applicable tax or organizational terms. The documentation establishes per-second billing after a one-minute minimum for pay-as-you-go, but it does not provide one enduring rate suitable for every buyer.

Pay-as-you-go or reservation?

Microsoft presents reservations as a committed alternative that may cost less for steady, sustained use. That is not a guarantee of savings: a commitment changes how idle time and scale-down decisions affect the economics. Compare observed job runtime and variability before choosing. How to choose a capacity size
Headcount alone is a weak sizing method: the number of users does not reveal how much compute their queries, refreshes, and other workloads need. Start with observed use, then compare it with the CU sizes Microsoft lists for each F SKU.

- Inventory subscriptions: record active capacities, whether each is pay-as-you-go or reserved, current costs, and any organizational incentives.
- Review workload patterns: examine query and refresh activity, expected workloads, and when work runs. Separate predictable baseline demand from peaks and occasional jobs.
- Match demand to a candidate SKU: use the CU table as a reference, then validate the choice against measured use rather than treating a SKU label as a workload guarantee.
- Compare billing options: estimate likely runtime and idle periods under pay-as-you-go, then assess whether a reservation commitment suits the same pattern.
- Confirm procurement and ownership: decide who approves the capacity, how costs will be allocated, and whether the subscription will be purchased directly through Azure or managed through an authorized Cloud Solution Provider.

Plan large capacity transitions
Microsoft warns that moving across the boundary from F256-and-below to F512-and-above can briefly interrupt capacity operations. In-flight operations or jobs may be canceled. Schedule this type of resize during low activity or a maintenance window and allow for reruns. See Microsoft’s scaling guidance.

Choose a procurement route
Fabric capacity is provisioned through Azure. An authorized Cloud Solution Provider can also help provision and manage subscriptions and may provide consolidated billing and support. That is a procurement option, not a reason to assume a particular provider has been endorsed; compare the terms and support arrangements available to your organization.
