Not always. A childcare provider extending its opening day needs enough qualified staff on site to meet the applicable child-to-staff ratios during every operating period, but it may cover quieter early or late hours by staggering existing shifts rather than hiring one-for-one for each extra hour. Whether that is workable depends on attendance, children’s ages, staff qualifications, breaks and the reliability of the roster.

The ratio examples and workforce statistics below are for England. Rules differ elsewhere; Australian examples are identified separately.

Does extending childcare hours mean hiring more staff?

It can, but there is no fixed number of additional employees for each added opening hour. The provider must plan coverage around the children expected to attend at each time, rather than simply multiplying the number of added hours by a headcount.

If only a small, predictable group attends before or after the busiest period, staggered shifts may provide coverage without increasing total headcount. If demand overlaps with peak attendance, staff are unavailable, or the roster cannot accommodate breaks and safe working arrangements, recruitment or other staffing changes may be necessary. Longer opening time does not mean an individual employee should simply work a longer shift.

How do staff-to-child ratios affect early and late childcare?

Ratios apply while children are in care, including opening and closing periods. In England, the Department for Education’s 2025 provider survey reported these minimum ratios:

Age 2 1 staff member to 5 children
Ages 3 to 4 1 staff member to 8 or 13 children, depending on whether a directly working approved Level 6-qualified practitioner is present

These are England-specific figures reported in the survey, not a substitute for checking the rules that apply to a particular provider. The age mix matters: a small group of younger children may require more staff than a larger group of older children. Qualification coverage can also affect the applicable ratio for children aged three to four.

Build the staffing plan for each time interval and room. Do not assume a low attendance forecast removes qualification, safeguarding, premises, employment or other local requirements.

How can a provider plan coverage for extended hours?

  1. Forecast attendance by time and room. Estimate how many children will attend in each interval, their ages, and how reliable the pattern is. Validate stated interest against actual likely attendance; general interest in flexibility is not the same as children booked for early or late care.
  2. Calculate coverage for each interval. Apply the relevant ratios and qualification rules to the forecast, including periods when staff arrive, leave or take breaks.
  3. Test roster options. Consider voluntary staggered starts and finishes, dedicated early or late shifts, or a combination. Check contractual hours, break cover and whether absences or last-minute attendance changes would leave the setting short.
  4. Price the operating plan. Include wages and associated employment costs, as well as any other operating costs linked to the added hours. Compare the forecast cost with confirmed demand and the provider’s funding or fee arrangements.
  5. Review reliability before launch. A roster that meets ratios only when every person is present may be too fragile. Plan how the setting will respond to staff absence, turnover or attendance above the forecast.

Workforce-planning software can help providers align forecasts with coverage needs. Australia’s Competition and Consumer Commission describes software that can predict attendance by room, day and hour and account for staff availability, qualifications and ratio requirements. This is a planning aid, not proof that a provider can extend hours without hiring.

What do the workforce figures tell providers in England?

Staffing is a substantial provider expense, but sector-wide cost shares do not reveal the marginal cost of extending a particular setting’s day. The Department for Education’s 2025 provider survey, released in 2026, reported staffing at 70% of costs for childminders and 88% for school-based providers. These figures are shares of total costs, not a calculation of the cost of one extra opening hour.

The same survey estimated 353,700 paid childcare staff in England in 2025. Median hourly pay was £19.43 for school-based staff and £13.02 for group-based staff. Those are medians by provider type, not universal pay rates or a complete estimate of employment cost.

Capacity is also a concern. In a May 2025 pulse, 58% of providers expected to meet full parental demand for 30 funded hours from September 2025. That was an expectation reported at the time about funded-hour demand—not a measured outcome or a direct estimate of capacity for evening, night or weekend care. Across pulses from November 2024 to May 2025, insufficient staff or childminder assistants was among the most frequently cited challenges to delivering expanded funded childcare.

Is there demand for longer or more flexible childcare hours?

There is evidence that some parents wanted greater flexibility, but it should not be mistaken for a current market-size estimate. A Department for Education consultation report, published in 2023 and drawing on earlier parent-survey evidence, said 14% of parents thought longer opening hours or more flexibility would make local provision better suited to their needs.

The report also said most providers operated weekdays for around 10 hours a day and few offered weekend or post-6pm care, drawing on the 2021 provider survey. It noted possible practical constraints such as staff and venue space. Its provider question did not ask about current opening hours, so some respondents who said they might extend may already have offered those periods. These findings do not establish how many families would attend a particular provider’s added hours or how many providers would need to hire.

What roster approaches have providers used?

Australian evidence illustrates how providers may adapt schedules, but it should not be treated as a guarantee that the same approach will suit every setting. The Australian Institute of Family Studies reported that, in the long day care settings covered by its qualitative research, “extended opening hours were managed by adjusting staff rosters.” Examples included staff starting earlier to set up and plan before most children arrived, as well as rostered days off.

The Australian Competition and Consumer Commission described efficient rostering as a way to balance staffing with the number of children attending at a given time, while also discussing workforce shortages as a supply constraint. Together, these examples show why rostering can change the headcount calculation—but attendance, qualifications, local rules and staffing availability still determine whether a specific extension is feasible.

What should providers compare before adding hours?

  • Attendance profile: Is demand steady and predictable across the extension, or small and variable?
  • Coverage method: Can existing staff voluntarily stagger shifts, is a dedicated early or late shift needed, or is a combination more workable?
  • Compliance: Are the required staff, qualifications and room-level ratios covered at every interval?
  • Cost and demand: Do likely attendance, fees or funding justify wages and other operating costs?
  • Operational resilience: Can the plan cope with absence, turnover and short-notice changes in attendance?

There is no general staff-per-hour figure that answers these questions. The useful calculation is a time-specific roster checked against expected attendance, applicable requirements and the provider’s ability to maintain coverage reliably.
