Microsoft’s “every Windows 11 PC is an AI PC” claim refers to Copilot software features rolling out to Windows 11—not a hardware upgrade that turns every computer into a Copilot+ PC. Eligible users can get experiences such as voice conversations and screen-sharing guidance through Windows and Microsoft Store updates, but availability depends on the device, market and rollout timing.
What Microsoft means by “every Windows 11 PC an AI PC”
On October 16, 2025, Microsoft Executive Vice President and Consumer Chief Marketing Officer Yusuf Mehdi announced a “new wave of updates” that put Copilot at the center of its AI-PC experience. Microsoft describes that experience as the ability to interact in natural language by text or voice, get guidance based on what is visible on screen, and take actions with the user’s permission.
That is a software-and-service description, not a new minimum hardware specification. The announcement does not mean an update adds an NPU or makes every Windows 11 computer part of Microsoft’s separate Copilot+ PC category. Some features, including Improved Windows Search, are limited to Copilot+ PCs; eligibility and availability vary by feature and market.
What an existing Windows 11 PC needs
Microsoft says the new experiences arrive through Windows updates and Microsoft Store updates. Its rollout instructions specify Windows 11 version 25H2 and the October 2025 security update for the latest features described in the announcement. The Copilot app is generally preinstalled on new Windows 11 PCs; if it is not on your computer, Microsoft directs users to install it from the Microsoft Store.

Meeting those requirements does not guarantee that every feature will appear immediately. Microsoft uses a controlled feature rollout, and availability can vary by device and market. The app supports several experiences, including the Windows shortcut, voice, Vision, file search, screenshots, web content and help with Windows Settings, but the exact features available to a user may differ.
How Hey Copilot voice activation works
Hey Copilot is an optional wake phrase, not an always-required way to use Copilot. To use it, the PC must be on and unlocked, connected to the internet, and running the Copilot app. Enable the feature in Copilot settings, then say “Hey Copilot” to start a voice conversation.

Microsoft says wake-word detection happens on the device. A local spotter uses a 10-second audio buffer in local memory; Microsoft says this buffer is not recorded or stored. Once the wake phrase is detected, audio is sent to the Copilot Voice cloud service to answer the user’s question. Microsoft warns that Hey Copilot can affect battery life, and playback quality may be reduced with some Bluetooth headsets.
What Copilot Vision can see—and what it cannot do
Vision starts within a Copilot Voice session. The user chooses up to two apps or windows to share, after which Copilot can analyze visible material such as text, images, charts and interface elements and provide spoken, step-by-step guidance. Vision is off by default and stops observing when the user ends the session.

Sharing lets Copilot interpret what is visible in the selected apps or windows; it does not give Copilot control of them. Microsoft says Vision cannot click, enter text or scroll on the user’s behalf. Guidance is therefore different from an agentic feature that performs computer actions for you.

The privacy details differ between wake-word detection and a Vision session. For Hey Copilot, Microsoft says the local 10-second detection buffer is never recorded or stored; after detection, audio goes to the cloud service to generate a response.

For Vision, Microsoft says session data may be temporarily retained for up to 47 hours to support user feedback. If the user does not submit feedback, that data is automatically deleted afterward. Microsoft also says the shared inputs—including images, audio and page content—are not used to train models or personalize the experience.
Should you get a Copilot+ PC?
Whether a new Copilot+ PC is worthwhile depends on which features matter to you, not on Microsoft’s broad “AI PC” wording alone. Ordinary Windows 11 PCs can receive the Copilot software experiences described here, while some other features require Copilot+ hardware. Before replacing a working computer, check eligibility for the specific feature you want and whether it is available for your device and market.

- Feature eligibility: distinguish general Copilot app experiences from features explicitly limited to Copilot+ PCs.
- Availability: account for Windows version, device, market and Microsoft’s staged rollout.
- Consent and privacy: consider whether you are comfortable enabling voice activation and explicitly sharing selected windows for Vision.
- Voice setup: assess your microphone and headset, since Microsoft warns of possible Bluetooth playback-quality changes.
- Upgrade cost: compare the price of new hardware with the specific Copilot+ features you expect to use; the “AI PC” label alone is not a reason to upgrade.
