Microsoft said in 2023 that it was exploring ads in AI-powered Bing Chat, including possible revenue sharing with publishers whose content helped produce answers. That was an exploration, not a promise of a broad launch. Bing Chat was renamed Microsoft Copilot later that year; a March 2024 report said Copilot sometimes included ads, but the available sources do not establish where or how widely Copilot ads appear today.

What Microsoft said it was preparing

On March 29, 2023, Microsoft executive Yusuf Mehdi described a plan to help publishers gain traffic and revenue as search moved toward AI-generated answers. The company said it was exploring ads in the chat experience and sharing ad revenue with partners whose content contributed to a response. Mehdi’s wording was explicitly exploratory: “We’re also exploring placing ads in the chat experience to share the ad revenue with partners whose content contributed to the chat response.” Microsoft Bing’s publisher announcement

The post described several related ideas, not one settled ad format: link citations in answers to send readers to source sites, licensed Microsoft Start content captions beside answers, and potential revenue sharing with contributing partners. Microsoft said it was discussing these approaches with partners; it did not guarantee payments to every publisher or set out a universal revenue-sharing program.

Why Microsoft wanted ads in AI chat

AI answers change the economics of search. A conventional results page can show ads beside a list of links; a conversational answer may satisfy a question without sending the user through that list. Microsoft’s stated approach tried to connect that new interface to three interests: advertisers looking to reach users, publishers whose reporting or other material supports an answer, and users who may want to check the underlying sources.

Microsoft’s March 2023 publisher post emphasized sending traffic to publishers and increasing publisher revenue. Its ideas included citations and Microsoft Start licensed-content placements as well as possible ad-revenue sharing. The post also cited more than 7,500 Microsoft Start partner brands, a 2023 partner count—not an ad inventory, payout total, or current figure.

What ads in Copilot mean for users, publishers, and advertisers

For users

The evidence supports saying that Copilot sometimes included ads by March 2024, according to Axios. It does not establish that every Copilot user sees ads, which countries or interfaces are covered, or what labels and placement rules apply now. Microsoft’s general statement that Bing ads are labeled “Ads” should not be treated as confirmation that every Copilot placement uses the same presentation.

For publishers

Microsoft’s stated concept was to share revenue with partners whose content contributed to a chat response, while also using citations and licensed-content placements to help direct traffic. The 2023 announcement did not specify a standard rate, eligibility rules, or guaranteed payment for all sites. A publisher should therefore distinguish the announced direction from an established, universally available compensation arrangement.

For advertisers and chat services

Microsoft Advertising discussed monetizing AI chat, and Axios reported that the Chat Ads API supported ad integrations in other chat experiences, naming Snapchat, Baidu, and Axel Springer as early partners. This establishes a reported partner use at the time, not current API access terms or eligibility. The sources do not verify a present signup route or an affiliate or referral program.

Are Bing Chat or Copilot ads available now?

The evidence here does not establish Copilot ad rollout or availability as of September 2026. The latest Copilot-specific implementation report cited is Axios’s March 1, 2024 article; Microsoft’s August 2024 assessment concerns Bing ads broadly rather than current Copilot-specific placements. It would be inaccurate to infer from those dated materials that ads appear to all Copilot users, or that the Chat Ads API is open to every advertiser or publisher.

For a current decision, check the relevant Microsoft Advertising product documentation or account interface for the specific market and product. Treat general Bing search ad guidance as distinct from Copilot chat ad rules unless Microsoft explicitly connects them.
