What changed in the 2020 Microsoft reorganization?
The reported reshuffle crossed the boundary between customer-facing Windows and Surface experiences and Microsoft’s cloud infrastructure organizations. Some COSINE services were described as moving into Experiences and Devices, while Azure teams were consolidated into new groups covering core infrastructure, edge platforms and operator-focused networking.
Petri was the source for the detailed organization and leadership changes. The available reporting did not locate a Microsoft announcement confirming the complete set of moves, so the names and assignments below should be read as reported organizational plans rather than a fully documented corporate announcement.
COSINE services moved toward Experiences and Devices
Under Panos Panay, then leading Experiences and Devices, Microsoft was reported to be bringing some COSINE services closer to the Windows and Surface customer experience. The stated rationale was to place services and devices work nearer to the experiences customers use, although that rationale is the report’s context rather than quoted Microsoft policy language.

Leadership changes reported by Petri
- Michael Fortin’s role was reported to expand to lead a group combining services teams from COSINE and Microsoft 365 Experiences and Services.
- Kevin Gallo, Mark Alcazar and Kristian Andaker were among the COSINE leaders reported as moving into Panay’s organization.
This did not mean that all of Azure or all COSINE work moved into Windows. The report describes selected services changing organizational home while Microsoft separately regrouped Azure engineering and product teams.
New Windows, Developer and Experiences organization
Petri reported a new Windows, Developer and Experiences engineering team led by Jeff Johnson, alongside a corresponding product-management team led by Linda Averett. The structure combined Windows work with developer and broader experience responsibilities rather than treating Windows as an isolated operating-system engineering group.

Project Reunion’s reported status
The article said Project Reunion was likely to fall under Windows leadership. “Likely” is important: the report presented this as an expected alignment, not as a firmly documented formal appointment. It should not be restated as proof that a completed transfer occurred.
Azure Core brought infrastructure disciplines together
On the Azure side, Petri described a new Azure Core team joining Compute, Networking and Storage services across both product management and development. Girish Bablani was reported as the team’s leader.

Azure Core’s significance was structural: infrastructure specialties that had been organized separately were described as operating in one team spanning engineering and product management. The report did not provide a new product specification, service launch or performance figure for Azure Core.
Azure Edge + Platform and Azure for Operators
Azure Edge + Platform
Petri reported that Azure Edge + Platform would incorporate services from ASME, PIE and COSINE. Henry Sanders was named to a newly created chief technology officer role for the organization. The grouping indicates an effort to coordinate platform services that sit closer to devices, networks and distributed computing, but the report does not establish a complete service inventory or a separate customer-facing product.

Azure for Operators
The reported Azure for Operators organization focused on emerging 5G and virtual-networking opportunities. It was described as including leaders associated with Affirmed Networks and Metaswitch, companies whose technologies and personnel were relevant to Microsoft’s telecommunications and networking strategy. The article did not specify every leader or define a final reporting chart.

The common thread was consolidation around customer experiences on one side and shared cloud infrastructure on the other. It was an internal organization story, not evidence that Windows and Azure became a single product or that a specific feature launched.

What readers should and should not infer
- It was historical. The event belongs to August 2020. A September 2024 update marker on the source page is a page-maintenance date, not the date of a new reorganization.
- It crossed organizational boundaries. Selected COSINE services were reported as moving toward Experiences and Devices, while Azure teams were regrouped into infrastructure and networking organizations.
