Systems advertised with USB 40Gbps or USB 80Gbps face additional requirements, including consistent high-speed support across their USB-C ports. The rules are intended to make port capabilities more predictable—not to make every USB-C port on every existing laptop identical.
What the updated WHCP rules require
WHCP is Microsoft’s hardware certification program. The updated requirements came alongside Windows 11 version 24H2 and establish a minimum capability bar for certified mobile PCs. Microsoft’s stated goal is to reduce the uncertainty caused by laptops that use the same reversible USB-C connector for ports with different features.
The connector shape itself does not specify what a port can do. A USB-C port may support data, charging and video in different combinations, and a compatible plug does not guarantee that a cable, dock or display will work at its full capability. Microsoft’s baseline changes what buyers should be able to expect from each USB-C port on a mobile PC certified under the applicable WHCP requirements.
The baseline for every USB-C port
- USB data: the port must support USB data transfer.
- USB Power Delivery: the port must support USB PD charging.
- DisplayPort Alt Mode: the port must support video output through DisplayPort Alt Mode.
Microsoft also requires USB-IF-certified silicon or equivalent electrical compliance, and validation using Microsoft’s built-in USB controller drivers. These are certification requirements, not labels that can be inferred from the connector alone. Microsoft’s USB Blog described the updated requirements on May 30, 2025.

What changes for 40Gbps and 80Gbps claims
A speed claim raises the bar beyond the baseline. Under the updated requirements, a Windows 11 system advertised as USB 40Gbps must sustain full 40Gbps links on all of its USB-C ports. It must also meet requirements for USB4 and Thunderbolt 3 peripherals, PCIe tunnelling, displays, power consistency and behavior across sleep and resume.

These requirements describe what a system submitted for certification must support; they do not mean every accessory will operate at the advertised maximum. The cable, dock, display or peripheral also needs to support the relevant data rate and mode.

USB4 port consistency is now an explicit requirement
For systems covered by the applicable 24H2-and-later WHCP requirements, Microsoft’s USB4 test reference requires USB4 capability on every external Type-C port. A port that is not USB4 must be visibly marked as non-USB4. In other words, a certified USB4 system should not leave buyers to guess which unmarked USB-C port supports USB4.
This is a certification rule for systems submitted under those requirements. It is not a promise that an older laptop will gain USB4, video output or USB Power Delivery through a driver update: those capabilities can depend on the hardware.

How Microsoft checks compliance
Certification is test-driven. Microsoft describes Windows Hardware Lab Kit (HLK) testing for USB signaling and speed negotiation, power delivery, DisplayPort and PCIe tunnels, sleep/resume and related behavior. OEMs, silicon vendors and accessory brands submit test logs. If a required test fails, the system cannot complete certification until the issue is corrected.
The aim is to verify the experience across supported ports and operating conditions, rather than accept a capability claim based only on a specification sheet. That matters especially for high-speed links and for functions such as display output or charging, where a port may appear physically compatible but not provide the expected mode.

Why Microsoft says the change is needed
Microsoft reported that 27% of PCs with USB4 had encountered a limited-functionality notification in Windows Diagnostics Data in 2025. The notification appears when a connected device needs an alternate mode that the PC does not implement. It is evidence that some USB4 users encountered a capability mismatch; it is not a measurement of all USB-C failures or of the share of laptops that fail the new certification rules.

Use the advertised capability of the specific port—not just the connector shape—to compare systems and accessories. Check that both ends of the connection support the feature you need.

- Data rate: determine whether the port and accessory support ordinary USB, USB 40Gbps or USB 80Gbps.
- USB4 and Thunderbolt: check compatibility if you use a USB4 or Thunderbolt peripheral; do not assume every USB-C port has either capability.
- Video: look for DisplayPort Alt Mode and the supported number and resolution of displays. For a system claiming USB 40Gbps under the updated requirements, the display obligation is up to two 4K displays at 60Hz.
- Charging: check USB Power Delivery support and the power requirements of the laptop and charger. The baseline requires USB PD charging, but Microsoft’s published requirements do not specify a universal wattage for each port.
- PCIe devices: check for PCIe tunnelling if you plan to use a compatible NVMe enclosure or external GPU.
- Sleep and resume: if you keep docks or peripherals connected, look for system support that maintains the connection across sleep and resume.
- Cable and dock: confirm that each accessory supports the laptop’s required data rate, video mode and power needs. A matching USB-C plug alone establishes none of these.
- Certification and port labels: check the system’s documented capabilities and whether it is certified for the advertised feature. On a covered USB4 system, a visibly marked non-USB4 port is the exception to the all-ports USB4 rule.
What the rules do—and do not—promise
The updated WHCP requirements give buyers a more consistent baseline when choosing a certified Windows 11 mobile PC, and stronger obligations when a system claims USB 40Gbps or USB 80Gbps. They do not provide a complete public list of existing laptop models that comply, and Microsoft’s material does not establish that all older hardware can be upgraded to meet the requirements. Treat the rules as a certification standard for applicable systems, not as a retroactive guarantee for every laptop with a USB-C socket.
