Microsoft announced Intel Core Ultra Series 2 versions of the Surface Pro 11 and Surface Laptop 7 for Business on January 30, 2025. Both are Copilot+ PCs with local neural-processing-unit (NPU) capability, a $1,499.99 starting MSRP, and business availability from February 18, 2025. The practical choice is straightforward: Surface Pro is a detachable tablet that becomes a laptop, while Surface Laptop is a conventional clamshell in 13.8-inch and 15-inch sizes.
What Microsoft announced
The Intel editions expand Microsoft’s Surface for Business Copilot+ PC family beyond the company’s other processor options. Intel Core Ultra Series 2 supplies the integrated NPU used for supported Windows AI experiences, while Windows 11 provides the Copilot+ PC software features. Microsoft executive Nancie Gaskill described the devices as tools for uncovering opportunities, solving problems faster and creating content with AI processing on the device. Intel executive Jim Johnson said the broader lineup is intended to give businesses more AI-capable device choices.

Which Surface Copilot+ PC is better for work?
Choose Surface Pro 11 Intel when mobility and pen input matter
Surface Pro is the better fit for employees who need a tablet in meetings, want to annotate documents with a Slim Pen, or move between touch-first and keyboard-first tasks. It can become a conventional Windows workstation, but the keyboard and pen are separate purchases. That makes the quoted starting price an incomplete deployment cost for a user who needs both accessories.

Choose Surface Laptop 7 Intel when typing is the default
Surface Laptop is the simpler choice for users who spend most of the day writing, coding, using spreadsheets or joining calls from a desk. Its keyboard is built in, and buyers can choose a 13.8-inch model for a smaller footprint or a 15-inch model for a larger working area. A dock can add a more permanent desk setup.
Use monitor requirements as a tie-breaker
Microsoft’s technical specifications state that Surface Laptop can drive up to two 4K monitors through its USB4/Thunderbolt 4 connectivity. That is useful for office deployments, but the dock, cables and monitor inputs still need to match the organization’s setup. Surface Pro users should verify the exact port and dock arrangement for the chosen configuration rather than assume every Pro bundle has the same display capability.

Intel Core Ultra Series 2 and Copilot+ features
The defining hardware change is Intel Core Ultra Series 2. Microsoft lists Intel AI Boost NPU performance of 40 TOPS on the Core Ultra 5 236V and 238V, and 48 TOPS on the Core Ultra 7 266V and 268V. TOPS describes theoretical AI-acceleration throughput; it is not a promise that every application will run at that rate.
The NPU handles supported AI workloads locally, which can reduce reliance on cloud processing for compatible Windows features and applications. Actual benefits depend on software support, workload type, drivers and organizational policy. Copilot+ branding therefore identifies a capability class, not a guarantee of a particular productivity gain.

Business security and manageability
Microsoft positions both Intel models for managed Windows 11 environments. The listed business security stack includes:
- Windows 11 Secured-core PC protections
- TPM 2.0 hardware security
- BitLocker drive encryption
- Microsoft Pluton security processor technology
- Windows Hello sign-in
These features support hardware-rooted security, device encryption and passwordless or biometric sign-in when configured by the organization. They do not replace identity policy, endpoint management, patching, recovery-key procedures or application controls. IT teams should validate the precise enterprise configuration and management behavior of the SKU they intend to standardize.

Battery claims: useful direction, not a guarantee
Microsoft reports up to 20 hours of local video playback for the 13.8-inch Surface Laptop 7 and up to 22 hours for the 15-inch model. Microsoft says the 15-inch result came from testing in January 2025 on preproduction hardware and software. The company’s published methods and footnotes also cover controlled Cinebench 2024, 3DMark Wild Life Extreme and Teams-call tests.
Those are vendor test results, not independent laboratory measurements. Screen brightness, wireless use, applications, power mode, firmware, peripherals and workload can materially change runtime. Treat the figures as a ceiling under a defined playback workload, not as an expected full workday for every employee.

The two lines share the same announced $1,499.99 starting MSRP, but their real costs diverge according to how each employee works.
- Surface Pro: add the required keyboard and, if needed, Surface Slim Pen. A dock, charger arrangement and protective case may also be part of the standard build.
- Surface Laptop: the keyboard is included. A USB4 or Thunderbolt 4 dock may be needed for dual-monitor desks, along with cables and other desk accessories.
- Either model: select enough RAM and SSD capacity for the user’s applications, confirm warranty and support terms, and check regional availability before placing a volume order.
Buying checklist for IT teams
- Classify each role as tablet/pen-first or keyboard-first.
- For Surface Pro, add the keyboard and Slim Pen to the bill of materials before comparing total cost.
- For Surface Laptop, choose 13.8-inch or 15-inch based on portability and workspace needs.
- Select 16GB or 32GB memory and a 256GB, 512GB or 1TB removable Gen 4 SSD for the Laptop configuration.
- Confirm the selected Intel Core Ultra 5 or Core Ultra 7 processor and its NPU tier where AI workload requirements matter.
- Validate ports, dock compatibility and the ability to run the required external monitors.
- Confirm whether cellular connectivity is required and available in the target region and SKU.
- Check Windows 11 security, enrollment, encryption and recovery-key policies with the organization’s management tools.
- Recheck current business pricing, stock and regional configuration at purchase time.
Bottom line
Surface Pro 11 Intel is the more flexible device when tablet use, touch and handwriting justify the extra accessory cost. Surface Laptop 7 Intel is the more predictable business standard for employees who primarily type and need a built-in keyboard, with a choice of 13.8-inch and 15-inch screens and support for up to two 4K monitors through USB4/Thunderbolt 4. Both deliver the same announced starting MSRP and Intel Core Ultra Series 2 Copilot+ positioning, so the form factor and complete deployment bill should drive the decision.
