The provider advertises at least 20 TB of included traffic at EU locations. On the checked pricing page, displayed monthly maximums included CX23 with 2 vCPU, 4 GB RAM, and 40 GB storage from €3.49 per month; CAX11 with 2 vCPU, 4 GB RAM, and 40 GB storage from €3.79 per month; and CX33 with 4 vCPU, 8 GB RAM, and 80 GB storage from €5.49 per month. Hetzner states that cloud servers are billed hourly with a monthly price cap. Volumes were displayed from €0.044 per GB per month. Hetzner also describes its German and Finnish data-center parks as ISO/IEC 27001 certified and advertises a 99.9% uptime SLA for professional requirements.
Hetzner is a particularly good fit for Docker hosts, reverse proxies, development environments, CI runners, small databases, staging systems, and cost-sensitive production applications. The trade-off is operational responsibility: the customer must handle patching, hardening, backups, monitoring, database operations, and high-availability design.
Choose Hetzner if: you want the lowest-cost practical starting point for a self-managed Linux workload and generous European traffic inclusion.

2. OVHcloud Public Cloud: best for infrastructure breadth and traffic-heavy workloads

OVHcloud lists European locations including France, Germany, the United Kingdom, Poland, Italy, Spain, Finland, Ireland, the Netherlands, and Sweden, although availability varies by product and location. The OVHcloud Public Cloud pricing page advertises included public traffic for many services and states that outbound public traffic is free for standard Public Cloud Object Storage under stated conditions.
On the Ireland pricing display, b3-8 was shown with 2 vCores, 8 GB RAM, and 50 GB NVMe at €0.0512 per hour; b3-16 was shown with 4 vCores, 16 GB RAM, and 100 GB NVMe at €0.1023 per hour. The page also exposes a separate “Price on April 1, 2026” column, making the displayed historical date distinguishable from current pricing. OVHcloud describes block storage as triple-replicated and Object Storage as S3-compatible.

OVHcloud can work well for media sites, software downloads, APIs, CDN origins, backup replication, and organizations wanting both public cloud and dedicated infrastructure from one European supplier. “Free traffic” must be checked against the exact service, region, account entity, and terms; local zones, IP addresses, Windows licensing, backups, and other components can have separate charges.

Choose OVHcloud if: European location choice, infrastructure breadth, and outbound-traffic economics matter more than the simplest possible dashboard.
Be cautious if: you want a single, obvious product family with uncomplicated support and billing across every region.
3. Scaleway: best European general-purpose cloud alternative
Scaleway is the best fit among the shortlisted specialists for teams that want more than a basic VPS and need a broader European public-cloud catalog.

Scaleway presents services across dedicated servers, VPS and Instances, Elastic Metal bare metal, storage, Kubernetes, databases, and GPU infrastructure. Its pricing page emphasizes transparent pricing, but a single Scaleway starting price would be misleading because Instances, Dedibox, Elastic Metal, Kubernetes, databases, storage, and GPUs use different product families and billing models.
Independent European cloud comparisons place Scaleway among the more complete European alternatives, particularly for managed Kubernetes, object storage, managed databases, and AI or GPU infrastructure. Product availability is still region-specific, so confirm that the required database engine, Kubernetes version, GPU type, and storage class are offered in the intended European zone.
Scaleway is a sensible middle path between a self-managed VPS provider and a hyperscaler. It can reduce the need to assemble every component yourself, while retaining a European provider and region strategy. The compromise is that the product catalog can feel more complex than a single VM dashboard, and exact cost depends on the architecture.
Choose Scaleway if: your application needs managed cloud components but does not require the entire AWS, Azure, or Google Cloud ecosystem.
Choose a hyperscaler instead if: global availability, advanced analytics, enterprise IAM, serverless integration, or specialized AI services are core requirements.
4. UpCloud: best for predictable pricing and cloud-server deployments
UpCloud is a good choice for developers and small businesses that value a polished cloud-server experience, predictable pricing, and clear transfer economics over the absolute lowest advertised VM price.
UpCloud advertises fixed pricing and zero-cost data-transfer fees on its pricing page, along with a price calculator and SLA information. Independent European comparison coverage identifies UpCloud as a European provider with locations in Europe and a performance-oriented positioning.
Zero-cost data transfer should not be generalized to every service, protocol, or third-party network cost. Confirm whether the current terms distinguish included transfer from storage, load-balancer, backup, IPv4, or other service charges.

Infomaniak Public Cloud is the clearest choice in this list for organizations that specifically need Swiss-hosted infrastructure and a relatively straightforward billing model.
Infomaniak describes six zones across two regions and positions its Public Cloud as Swiss-hosted infrastructure. The provider offers pay-on-demand billing with no minimum amount according to its Public Cloud pricing page. The same page advertises CHF 300 in starting credits under stated conditions and says bandwidth is free, with an exception for Object Storage above 10 TB of consumed bandwidth.

Buyers needing a very broad global platform or the deepest managed database and analytics catalog may find a hyperscaler or larger public-cloud specialist more suitable.
Choose Infomaniak if: Swiss location and provider jurisdiction are deliberate requirements.
6. Exoscale: best compact API-driven European cloud
Exoscale is a suitable choice for developers who want a compact public cloud with pay-as-you-go billing, API-oriented controls, and more platform capability than a basic VPS provider.

Exoscale advertises pay-as-you-go pricing with no upfront costs. Its pricing page lists RAM, CPU cores, local storage, and hourly rates by instance. Each instance includes a public IPv4 and IPv6 address according to the pricing page, while additional IPv4 addresses can be reserved separately.
European comparison coverage identifies Exoscale as a European public-cloud provider with managed Kubernetes and other cloud services. Exoscale is a practical fit for APIs, containerized applications, development platforms, and teams that prefer infrastructure-as-code and API-based deployments.
The smaller catalog is also the main limitation. Exoscale is not the obvious choice for organizations needing the hyperscalers’ broadest managed data, AI, identity, global-region, or enterprise-application services.
Choose Exoscale if: you want developer-oriented cloud infrastructure without the operational and pricing sprawl of a hyperscaler.
7. IONOS Cloud: best for larger European business procurement
IONOS Cloud is better suited than a bargain VPS provider to organizations that value a large European hosting company, business services, managed infrastructure, and procurement support.
IONOS is consistently included in European cloud-provider comparisons, and its offering spans cloud servers and broader infrastructure services with European locations and managed-cloud positioning. The IONOS Cloud overview is the appropriate starting point for comparing current services.
IONOS pricing and product names can differ between Cloud Server, VPS, dedicated, and enterprise offerings. A credible quote must name the specific plan, region, storage, transfer, backup, support tier, and billing arrangement rather than cite a generic starting price.

IONOS may be a better procurement fit when the business wants infrastructure and related hosting services from a large European provider. A technically experienced individual seeking the cheapest small VM will usually find the comparison more direct at Hetzner or another VPS-first provider.
Choose IONOS if: business procurement, account management, and a wider European hosting portfolio are important.
8. STACKIT: best for sovereignty-focused German enterprise workloads
STACKIT is the specialist choice for organizations whose cloud decision is driven by German or European sovereignty requirements rather than bargain compute pricing.
European cloud comparisons identify STACKIT as a German provider focused on European or German sovereignty. Comparison datasets describe a scope that includes cloud compute, managed Kubernetes, storage, and enterprise infrastructure. The STACKIT site should be checked for current product availability, region information, certifications, contractual terms, and pricing.
STACKIT is more relevant to regulated organizations, public-sector procurement, and enterprise workloads than to hobby projects or a small personal VPS. Public pricing may be less straightforward than at Hetzner or UpCloud, so do not label STACKIT the cheapest option without a current like-for-like quote.

How do prices compare for realistic workloads?
There is no responsible single price table covering all eight providers because the research did not verify like-for-like current plans for every service. VM prices use different currencies, regions, CPU models, storage types, VAT treatment, billing units, and commitment terms. Compare the full architecture rather than the smallest headline number.

The possible saving depends on region, service, committed usage, and outbound volume; it is not a universal rule that European providers always cost less.

“European cloud” has at least three meanings: a workload running in a European data center, a provider headquartered or incorporated in Europe, and stronger European sovereignty over ownership, legal jurisdiction, support, and subcontractors. Those meanings are not interchangeable.

European data-center location can help satisfy residency requirements, but European location alone does not prove complete sovereignty or GDPR compliance. GDPR compliance depends on the controller’s legal basis and processing, the processor agreement, configuration, access controls, retention, encryption, and subprocessors.
Country distinctions matter. Switzerland is European but outside the EU and EEA. The United Kingdom is European but outside the EU and EEA. An EU-only policy may therefore exclude Infomaniak’s Swiss regions or an OVHcloud UK region even though both are geographically European.

Also check the exact product. A provider may offer VMs in one region, managed databases in fewer regions, GPUs in only one or two locations, Kubernetes in selected zones, and backups or replicated object storage under different geographic rules.
What should you include in the total cost?
A cheap virtual machine is not necessarily a cheap production system. Compute cost must be combined with the services required to make the workload secure, recoverable, observable, and available.

“Unlimited” or “free” transfer should be read as a product and policy claim, not as an assumption that every network cost disappears. Check technical limits, fair-use rules, port speeds, acceptable-use conditions, NAT, load balancer, storage, and third-party network charges.
When is a cheap VPS enough?
A €4–€10 monthly VM can be excellent for personal websites, development environments, small APIs, low-traffic business sites, VPNs, CI runners, prototypes, and staging systems. A cheap VPS becomes a poor production choice when nobody can administer Linux, the database is mission-critical, automatic failover is required, recovery objectives are strict, or managed patching and support are essential.
A single VM is still a single point of failure, regardless of the provider’s infrastructure SLA. Production architecture should use at least two availability zones where available, separate backup storage, tested restoration, infrastructure-as-code, monitoring and alerting, database replication or a managed database, private networking, and documented recovery-time and recovery-point objectives.
CPU architecture also matters. Arm instances can reduce cost, but operating-system images, Docker containers, proprietary binaries, CI tooling, and application dependencies must support Arm before deployment.
What are the main operational and legal edge cases?
Backups are not automatically disaster recovery
Snapshots may remain in the same region, depend on the original volume, cost extra, lack application consistency, or fail to protect against account compromise and ransomware. Use an independent encrypted backup and test restoration rather than treating a snapshot as a complete disaster-recovery plan.
Low-cost cloud support is usually infrastructure support
A provider may help with a host failure but not a broken Nginx configuration, compromised WordPress installation, corrupted PostgreSQL database, failed application deployment, or vulnerability in customer software. Confirm the support boundary before choosing a self-managed VM.

IPv4 availability is a design concern
Public IPv4 may be included once, charged separately, limited by region, or supplemented by IPv6. Verify the cost and allocation rules for additional, floating, or failover addresses before designing a multi-node service.
Legal jurisdiction cannot be reduced to a country label
A US-owned hyperscaler can run data in Europe, while a European provider can still use non-European subprocessors or support arrangements. Evaluate contracts, transfer mechanisms, encryption, support access, customer configuration, and audit evidence instead of declaring either category automatically safe or unsafe.

- Apply operating-system and application security updates automatically where safe.
- Encrypt backups, keep at least one copy independent of the production account, and test restoration.
- Set monitoring and alerting for availability, disk space, memory, CPU, certificates, backups, and billing.
- Document recovery-time and recovery-point objectives and design more than one failure domain if the workload requires high availability.
- Use infrastructure-as-code with Terraform, OpenTofu, Ansible, or an equivalent reproducible process.

Frequently Asked Questions
Is Hetzner cheaper than AWS, Azure, and Google Cloud?
Hetzner can be materially cheaper for straightforward self-managed compute and bandwidth-heavy workloads, but no universal price advantage applies to every architecture. Managed databases, load balancers, backups, egress, support, VAT, and high availability can change the comparison.
Does hosting data in Europe make a service GDPR-compliant?
No. A European data-center region supports a residency decision but does not guarantee GDPR compliance. Compliance also depends on the controller’s processing, processor contracts, configuration, access controls, retention, encryption, and subprocessors.
Is Switzerland part of the EU for cloud data residency?
