CBR is only one part of a healthy YouTube live stream. YouTube checks the incoming codec and format, bitrate, resolution, frame rate, keyframes, audio, stream count and connection separately. Start with the exact message beside the Health Indicator in Live Control Room, then compare what your encoder is actually sending with the requirements for your selected ingestion settings.
Read the warning before changing encoder settings
YouTube’s Live Dashboard and Live Control Room check the stream arriving at YouTube. Health messages appear beside the Health Indicator with a timestamp. YouTube describes red errors as critical: they may prevent an event from starting or cause viewer problems. Yellow errors are moderate and may reduce quality. A message that remains unresolved continues to appear. See YouTube’s live streaming error messages.
Use the wording to narrow the cause rather than treating CBR as proof that the entire stream is configured correctly. A keyframe warning points to keyframe timing or GOP settings; a bitrate warning points to the target bitrate or available upload capacity; an incorrect-format warning points to codec or format; and a resolution warning points to the actual output dimensions versus the selected ingestion settings. These are practical readings of YouTube’s error categories, not a diagnosis of a stream that has not been inspected.
Check the encoder settings that CBR does not cover
Codec and stream format
Confirm that the encoder’s outgoing codec and format match the YouTube ingestion configuration you selected. YouTube’s current encoder-settings page lists H.264, H.265/HEVC and AV1 for RTMP/RTMPS, but the applicable options and requirements depend on the workflow and stream configuration. Follow the error message for that configuration rather than assuming every listed codec is interchangeable. YouTube recommends RTMPS for encrypted delivery. CBR target bitrate
Keep bitrate encoding set to CBR, then verify the numerical target for the selected codec, resolution and frame rate. YouTube’s recommended figures vary with those settings; there is no single bitrate that fits every live stream. For a custom stream key with manual resolution settings, YouTube’s current recommendations include:

These are recommended bitrate settings on YouTube Help’s encoder page, accessed in 2026, for the stated custom-stream-key context; they are not universal targets for every ingestion setup. Check that page for other resolutions and frame rates, and use the requirement shown for your selected ingestion configuration.

Keyframe interval and GOP
Set the keyframe frequency to two seconds where possible, and do not exceed four seconds. If your encoder exposes a GOP option, use a closed GOP for optimal transcoding. YouTube’s error guidance illustrates that at 30 fps, a two-second keyframe interval means a keyframe every 60 frames. A CBR setting does not correct an incorrect keyframe interval.
Resolution, frame rate and scan type
Compare the encoder’s actual output resolution and frame rate with the values selected for YouTube ingestion. A mismatch or unsupported dimension can prevent proper delivery. YouTube’s encoder guidance supports up to 60 fps, while an error message may specify a lower maximum for the particular configuration. Send progressive video: YouTube says interlaced video is not supported for the incoming stream.

Audio and number of streams
Check that the outgoing feed contains one audio stream and one video stream, and that the audio codec and settings meet the requirements for your workflow. For RTMP/RTMPS, YouTube lists AAC or MP3 audio. Its error guidance includes missing or multiple audio streams, unsupported codecs, more than two audio channels and sample-rate or channel problems. Apply the specific requirement in the message rather than guessing at a value.
Make sure the connection can sustain the stream
A correctly configured encoder can still send an unstable or under-bitrate stream if the connection cannot sustain its output. YouTube recommends leaving 20% headroom between the total stream bitrate and available outbound bandwidth. Shared network use can reduce the upload capacity available to the encoder. If you send primary and backup feeds, account for the bandwidth used by both.

- Test the available outbound bandwidth while the network is being used in conditions representative of the broadcast.
- Compare that capacity with the total bitrate of every feed you plan to send, not just the primary stream.
- If the connection cannot support the selected resolution and bitrate with headroom, lower the resolution or bitrate to a combination supported by the ingestion configuration.
YouTube’s streaming tips recommend leaving 20% room for the total stream bitrate.

- Match the encoder to the selected YouTube ingestion configuration: check codec and format, resolution, frame rate, CBR target, keyframe interval, GOP, audio and stream count.
- Run a test using audio and movement similar to the planned event. A static test image or silence may not reveal problems that occur during the real program.
- Watch the Health Indicator and its timestamped messages during the test. Use each message to identify the setting or connection condition to investigate.
- Change one relevant setting at a time, then test again so you can tell whether the change addressed the warning.
YouTube’s live stream settings guidance covers managing stream settings; the selected ingestion settings and the actual encoder output need to agree.
