If Live Control Room warns that the frame rate is too high, check the encoder’s actual output and the limit shown for your selected stream configuration; don’t assume the video file’s nominal frame rate is what the encoder is sending. YouTube’s general guidance recommends keyframes every 2 seconds, constant bitrate (CBR), and a bitrate matched to the incoming resolution and codec.
First, identify which setting YouTube is flagging
Open the stream’s health messages in YouTube Live Control Room and read the specific warning. YouTube reports frame-rate errors separately from keyframe-frequency and other video errors, so a general “stream health” warning alone does not identify the cause. Use the limit stated in the warning and the stream configuration you selected rather than assuming every stream accepts the same settings. Check the encoder’s actual frame rate
- In your encoder, inspect the live output or streaming video settings—not just the source file’s properties or the frame rate selected in the editing project.
- Compare that output with the frame-rate limit shown in the Live Control Room warning and the selected stream configuration.
- If YouTube tells you to use a lower rate, lower the encoder output to that limit, then check the health messages again.
A file labelled 60 fps does not by itself prove that the live encoder is transmitting at 60 fps. YouTube’s general listed ceiling is up to 60 fps, but the exact warning and selected configuration are the relevant checks for an individual stream.
Set keyframes separately from frame rate
Frame rate describes how many frames the encoder sends per second. Keyframe interval describes the time between keyframes. YouTube recommends a 2-second interval and says not to exceed 4 seconds; less frequent keyframes may cause buffering. Keep the interval at 2 seconds when changing frame rate, and use a closed GOP if your encoder exposes that setting. YouTube says a closed GOP is required for optimal transcoding. The frame count changes with frame rate: YouTube’s 60-frame example is for 30 fps, not 60 fps. If your encoder lets you set the interval in seconds, use 2 seconds rather than copying a frame count intended for another rate.
Match bitrate to resolution and codec
Choose the row for the incoming stream resolution and the encoder’s video codec. These are YouTube’s recommended live-stream bitrates, not guarantees that your connection can sustain the stream. YouTube recommends CBR and advises checking connection capacity with a speed test. The figures below are from its live encoder guidance, not its separate video-upload recommendations.

If you are streaming at a different resolution or codec, consult YouTube’s current encoder table rather than extrapolating from these rows. If the connection cannot reliably sustain the recommendation, choose a bitrate it can support consistently and check the stream health messages.
Review the other relevant encoder settings
YouTube’s RTMP/RTMPS guidance lists H.264, H.265 (HEVC), and AV1 video, recommends RTMPS as the secure extension to RTMP, and specifies progressive scan, two B-frames, one reference frame, and CABAC in its recommended advanced settings. Your encoder may label or expose these controls differently. For a custom stream key, YouTube recommends automatic resolution and frame-rate detection by default. Consult the stream settings guidance if you need to review or manage the key and settings in Live Control Room.

Test the stream and troubleshoot the warning
- Read the exact health message. Follow its frame-rate limit if it specifies one. If it mentions keyframes, correct the interval instead of lowering frame rate without checking.
- Verify live output. Compare the encoder’s actual frame rate with the selected stream configuration and the warning, not just the source video’s stated rate.
- Set a 2-second keyframe interval. At 60 fps that is 120 frames; at 30 fps it is 60. Keep the interval no longer than 4 seconds and select closed GOP if available.
- Check resolution, codec, and bitrate together. Use the matching YouTube recommendation above, CBR, and a connection that can reliably carry the selected bitrate.
- Test under representative conditions. YouTube advises testing before going live. Include audio and motion similar to the planned stream, then monitor stream health and read new messages during the event.
If the warning persists, the exact health message, encoder software, selected stream configuration, and measured output are needed to narrow down the cause. The loop alone cannot be identified as the cause from a generic health warning.
