Start with the warning in YouTube Live Control Room, then compare the encoder’s configured bitrate with YouTube’s recommendation for your codec, resolution, and frame rate. If those settings fit, inspect the cloud server’s CPU and measure its outbound throughput under stream load. A desktop speed test cannot establish what the server can send. The warning alone does not identify which part of the path is at fault.
1. Capture the warning and timestamp

Open YouTube Studio and go to Create > Go live to reach Live Control Room.

Read the exact stream-health message, note its timestamp, and check whether it is still recurring. YouTube’s dashboard provides stream status, error messages, and instructions; unresolved errors may continue to appear. Record what changed around the timestamp: encoder settings or restart, server workload, outbound traffic, and any network or provider event visible in your logs or monitoring. This correlation can narrow the investigation, but does not by itself prove the cause.

2. Check the encoder’s bitrate against YouTube’s guidance
Confirm the codec, output resolution, frame rate, and configured bitrate in the encoder. YouTube’s recommended ingestion bitrate varies with those settings. For the cited 1080p cases:

3. Inspect the encoder preview and server resources
Look at the stream in the encoder and, if available, review its logs and local recording. YouTube advises checking how the stream looks and sounds in the encoder, encoder errors, CPU load, and the local recording or source when quality is poor there. If the encoder output is already degraded, investigate the source, configuration, and server resources before blaming the network. On a cloud server, compare the warning timestamp with instance CPU or resource pressure, outbound throughput, packet loss or connection events if your monitoring exposes them, and provider-side network limits or incidents. These are practical correlations to inspect, not a guarantee that a particular cloud metric will identify the fault.

4. Measure outbound capacity from the cloud server

Measure upload throughput from the instance itself, or through the same network path the encoder uses, while reproducing representative stream conditions. A speed test from your home or office computer says nothing conclusive about the cloud server’s route or capacity.

Compare measured outbound capacity with the stream’s total target bitrate, allowing headroom. YouTube recommends 20% headroom and emphasizes outbound bandwidth; download speed may be higher than upload speed. Shared network capacity and connection disruptions can also affect a stream. Repeat or observe the measurement during the periods when the warning recurs. Check whether throughput dips or network events coincide with the warning rather than relying on a single measurement taken at a quiet time.
5. Use the evidence to choose the next check

The encoder preview or recording is poor: inspect the source, encoder configuration, errors, and CPU or other server-resource pressure.

Settings match guidance and measured capacity appears adequate: correlate the exact warning timestamp with encoder and provider logs, then look for intermittent throughput drops or connection disruptions. A healthy snapshot does not rule out a transient fault.
Do not switch protocols as a reflex. YouTube documents RTMP/RTMPS and a separate HLS ingestion route. HLS has specific HTTPS, segment, and playlist requirements, and YouTube notes that it has higher latency than RTMP.
