There is no public YouTube test that can prove where packet loss occurred. You can, however, narrow the cause by comparing who is affected, what your encoder and local recording show, the exact message in YouTube Live Control Room, and results on a wired or independent internet connection. A fast upload-speed test alone cannot distinguish a local network fault from an ISP route or a YouTube-side issue.
First, identify who is having the problem
Ask affected viewers whether they are on the same internet connection. YouTube treats the pattern as a triage clue, not proof of the fault’s location:
- One viewer reports buffering or an error: YouTube says that viewer probably has a problem with their device or internet connection. Ask them to try another device or connection, then check whether other viewers are affected.
- Several affected viewers share one internet connection: investigate that network’s capacity and condition. A shared connection may be under strain; YouTube’s example notes that 10 viewers each watching 10 streams require 10 times the inbound network speed. This is an illustration of shared viewer-side demand, not a bitrate recommendation for broadcasters.
- Viewers on different internet connections report the same problem: inspect the creator’s encoder and stream setup. The viewers’ networks being separate makes a common source more plausible, but does not by itself prove the encoder or YouTube is at fault.

Check the encoder and a local recording
Before blaming the internet path, establish whether the video and audio are already faulty before they reach YouTube.

- Watch the encoder preview while streaming and note whether the picture, motion, and audio are clean.
- Check the encoder’s error messages and CPU load. If the local output stutters or drops frames, inspect the source, routing, encoder workload, and settings.
- Review a local recording or archive of the stream. If it contains the same audio or video problems, the fault is likely in production or encoding rather than something viewers are experiencing only during delivery.
- If local output is healthy, test the outbound connection and consider trying another encoder, as YouTube recommends when local source issues are not apparent.
A clean local recording is useful evidence, but it does not establish that every segment reached YouTube reliably.
Read YouTube’s stream-health message precisely
Open the stream’s health information in YouTube Live Control Room and record the exact warning, rather than treating every buffering complaint or dropped-frame counter as a packet-loss diagnosis. Google’s LiveStream health-status reference, last updated September 14, 2026 UTC, lists distinct configuration and ingestion issues, including bitrate, codec, keyframe interval, and insufficient video ingestion.

For example, videoIngestionStarved means: “YouTube is not receiving enough video to maintain smooth streaming. As such, viewers will experience buffering.” It describes what YouTube is receiving; it does not identify whether the cause is Wi-Fi, a router, the ISP, an upstream route, or YouTube infrastructure. Other health messages can point to a configuration problem rather than a network fault, so follow the specific message shown.
Run a repeatable connection comparison
A single speed-test result measures a moment and does not rule out intermittent packet loss, congestion, or instability. YouTube recommends testing upload bitrate, choosing a stream quality reliable for the connection, using representative audio and movement, and monitoring stream health during the event. For a useful comparison, keep the production setup as consistent as possible.

- Record the time, stream-health message, encoder statistics, and network-dropped-frame counter if your encoder provides one.
- Use the same scene, resolution, frame rate, bitrate, and encoder settings on the same connection. Include the kind of motion and audio present in the real broadcast.
- Repeat while connected by Ethernet instead of Wi-Fi, if practical. A Cat6 Ethernet cable can be a diagnostic aid for this comparison; it is not a guaranteed fix or a remedy specifically prescribed by YouTube.
- If possible, repeat over a genuinely separate internet connection while keeping the encoder and stream settings unchanged.
- Compare timestamps and results. If Ethernet or another connection improves the result, that implicates the original network path or its conditions, but it still does not locate the failing upstream hop.
YouTube recommends a 2-second keyframe frequency and says not to exceed 4 seconds in its encoder settings guidance. Check this setting when health feedback points to keyframes; changing it does not diagnose packet loss by itself.
Decide what the evidence supports
- Local recording or encoder preview is bad: investigate the source, audio/video routing, encoder errors, CPU load, and configuration first.
- Local output is clean but the outbound connection test or encoder network statistics show trouble: investigate the creator’s network and contact the ISP. Preserve the relevant times and measurements.
- Only one viewer, or viewers on one shared network, are affected: prioritize their device or shared network rather than assuming the broadcaster or YouTube is responsible.
- Viewers on independent networks fail at the same time, local recording is clean, and the creator’s outbound connection appears stable: reporting the incident to YouTube is reasonable. This is an inference after checking local causes, not proof of a YouTube outage; ISP routing and interconnection problems can remain possible.
The official guidance reviewed does not provide a public packet-loss test that conclusively separates YouTube infrastructure from ISP routing or interconnection trouble. Keep timestamps, exact health messages, encoder statistics, connection-comparison results, and whether affected viewers shared a network; these details make an ISP or YouTube report more useful.
