Those symptoms point to different causes. Check OBS’s network dropped-frame counter and YouTube Live Control Room’s stream health before changing your resolution or blaming BSNL.
First identify what is dropping
OBS’s configured output resolution is not the same thing as the video quality a viewer receives. YouTube transcodes live streams into multiple playback formats, so a viewer may see a lower rendition or buffering even when OBS is still sending its configured output. Conversely, rising OBS network dropped frames or a stream disconnect indicates a delivery problem between the computer and the ingest server, not proof that OBS changed its resolution. - OBS network dropped frames rise or the stream disconnects: investigate upload stability, bitrate, and the local network path.
- YouTube Live Control Room reports poor stream health: check ingest, bitrate, and encoder settings.
- OBS and YouTube look healthy, but one viewer sees lower quality or buffering: check that viewer’s playback quality and connection separately. One viewer’s playback selector does not establish that your encoder changed resolution. See OBS’s buffering troubleshooting guide.
Run a representative test before changing settings
Make a short unlisted or private test with motion and audio similar to the planned stream. Watch OBS’s connection indicator and dropped-frame counter, and check stream-health messages in YouTube Live Control Room. YouTube advises testing before going live and monitoring stream health; a static test image or a test without the usual audio and motion may not reveal the same problems.
- Start the test at your current settings and note the time, resolution, frame rate, and video bitrate.
- Check whether OBS’s network dropped frames counter increases. If it does, focus first on delivery stability and bitrate.
- Check YouTube Live Control Room’s stream-health messages. If they report an ingest issue, note the exact message and its timestamp.
- If both indicators are healthy but a viewer reports a problem, have them check playback quality and try another device or network before changing OBS output settings.
Match bitrate to stable upload capacity
A speed test is a starting measurement, not proof that an upload rate will remain available throughout a live stream. Test under conditions similar to the broadcast, and allow for upload use by other household devices. YouTube recommends choosing settings that your connection can support and testing the upload bitrate. OBS’s connection guide offers 75% of total upload speed as a general troubleshooting starting point; it is not a BSNL guarantee or a YouTube requirement.

If OBS reports network dropped frames, lower the video bitrate first and repeat the test. If the stream still cannot sustain the selected rate, reduce output resolution or frame rate and test again. Use the YouTube recommendation for the codec and frame rate you have actually selected; minimum figures are not a promise of stable performance or a quality target for every connection.

These are YouTube’s published H.264 encoder recommendations, not measured BSNL upload speeds. YouTube’s table lists different bitrate guidance for AV1 and H.265/HEVC; do not apply H.264 figures to those codecs. See the full YouTube live encoder settings and bitrate table.

Check OBS and YouTube encoder settings
For RTMP/RTMPS ingest, YouTube lists H.264, H.265/HEVC, and AV1; supports up to 60 fps; recommends constant bitrate (CBR); and recommends a two-second keyframe interval, not exceeding four seconds. YouTube recommends RTMPS where supported. These settings help the encoder and platform agree on the stream format, but they cannot make an unstable connection carry more data reliably.
- Bitrate: set a rate the connection can sustain, then verify it in a realistic test.
- Rate control: use CBR for YouTube ingest as recommended in YouTube’s encoder guidance.
- Keyframe interval: use two seconds; do not exceed four seconds.
- Frame rate and resolution: make sure the selected output is intentional and the bitrate is appropriate for it.
- Stream resolution in Live Control Room: YouTube normally detects resolution and frame rate automatically. Manual resolution selection is available with a custom stream key under Stream Resolution.
- Ingest protocol: use RTMPS when your encoder supports it, following YouTube’s guidance.
Test the local network path
If the streaming computer is on Wi-Fi, repeat the same test over wired Ethernet. OBS recommends a wired connection because Wi-Fi can be unstable for streaming. If Ethernet improves the test, the local wireless segment may be contributing; that alone does not prove the upstream BSNL route is healthy. A Cat6 cable is an optional way to make this comparison, not a cure for provider-side congestion. Check that the computer has an Ethernet port or a suitable adapter and that the cable reaches the router.

OBS also identifies VPNs, firewall or antivirus interference, network-prioritization software, outdated drivers, modem or router connectivity, and faulty network hardware as possible causes. Check reversible software settings and collect logs before replacing equipment. OBS recommends contacting the ISP if troubleshooting does not resolve persistent dropped frames or disconnections.
Try OBS network options as controlled experiments
OBS’s connection guide documents several options, but they are experiments to test against your own setup rather than universal presets:

- On Windows, test enabling network optimizations and TCP pacing.
- Leave Bind to IP at Default.
- If appropriate, test IPv4-only. If that has no effect, return to the IPv4 and IPv6 default.
- OBS offers Dynamically change bitrate to manage congestion (Beta). It may lower bitrate when the connection cannot keep up, reducing frame loss at the cost of video quality. It does not fix the underlying network problem.
Change one setting at a time and compare tests with similar content. That makes it easier to tell whether an option helped rather than simply coinciding with a change in network conditions. Refer to OBS’s guide for the relevant options and platform limitations.

There is no established BSNL-wide YouTube Live outage or BSNL-specific OBS preset in the cited guidance. A provider name by itself does not identify the cause. Your circle, plan, wired or wireless access, current upload stability, and local conditions all matter.

BSNL’s plan portal asks customers to select an area, and a Chennai Telephones Bharat Fibre tariff sheet marked updated 2025-10-01 is regional and dated. Its listed “speed up to FUP” and “speed after FUP” figures do not establish your upload speed or guarantee sustained delivery to YouTube. Check your own plan and circle rather than treating a regional or advertised figure as a nationwide upload rate. The BSNL Selfcare portal provides plan access by area.
Escalate with evidence, not just “the resolution drops”
If the problem continues after testing wired Ethernet and lowering the bitrate to a sustainable level, give OBS or BSNL support information that can help locate the failure:
- timestamps for the problem and the OBS log from that session;
- the exact YouTube Live Control Room stream-health messages;
- speed-test results taken while the issue is happening, plus the test time;
- whether other household devices were uploading at the time; and
- your BSNL plan and circle, and whether the streaming computer used Wi-Fi or Ethernet.
BSNL lists 1800-4444 for Bharat Fiber, broadband, and landline support on its customer-care page. BSNL Self Care app privacy information describes a broadband speed-test feature, which offers another way to measure the connection; it cannot diagnose a particular line without that subscriber’s test results.
