Use constant bitrate (CBR) and a two-second keyframe interval. Those are upload-to-YouTube settings—not a guarantee that every viewer will receive a sharp 720p rendition. A 720p label alone does not identify why the picture looks soft, and the information given is not enough to conclude that BSNL is at fault.
Set the bitrate to match your codec
YouTube’s currently published live encoder guide recommends the following 720p ingestion bitrates. The figures are for the video your encoder sends to YouTube; they do not promise that a viewer’s device or connection will receive an identical rendition.

Use the row that matches the codec your encoder is actually sending. Do not select a bitrate from the AV1/H.265 row if the output is H.264. The listed minimum is not the recommended target for diagnosing a soft picture; begin with the recommendation and reduce quality only if the connection cannot sustain it without stream-health problems.
Check the rest of the encoder output
Before changing settings, verify what the encoder is producing rather than relying on a preset name or the resolution shown in a preview. YouTube’s live encoder guidance supports RTMP/RTMPS and H.264, H.265, or AV1; it supports up to 60 fps. For SDR video, its recommendations include Rec. 709 color space and 8-bit depth.

- Resolution: Confirm the actual output is 1280 × 720 if you intend to send 720p.
- Frame rate: Confirm the encoder’s output is 30 or 60 fps as intended. The recommended 720p bitrate is the same at either frame rate within each codec grouping, but 60 fps still requires the encoder and sustained connection to carry that output reliably.
- Rate control: Set bitrate mode to CBR.
- Keyframes: Set the keyframe interval to two seconds; do not exceed four seconds.
- Color: For SDR, use Rec. 709 and 8-bit depth.
- Stream key: Verify that the encoder is using the stream key for the intended YouTube live stream. Keep the key private; do not include it in screenshots or public messages.
Change one variable at a time. If you change codec, resolution, frame rate, and bitrate together, a better or worse result will not tell you which setting mattered.
Test the stream and inspect YouTube stream health
- Set the codec, output resolution, frame rate, bitrate, CBR, and keyframe interval in your encoder.
- Start an unlisted test stream using the same encoder, network connection, and equipment you plan to use for the actual broadcast.
- Include movement similar to the real content—such as a person moving, a camera pan, or other motion that reflects your programme. YouTube advises testing with audio and movement similar to the intended live stream.
- While the test is running, check YouTube’s stream health and your encoder’s output statistics. Confirm that the actual sent bitrate is near the configured target and that the output resolution and frame rate are correct.
- If health is stable, compare the picture at the intended viewing quality. If health reports an issue, address that signal before making unrelated purchases or changing multiple settings.
YouTube’s Live Streaming API documentation names health issues including low video bitrate (bitrateLow), a non-optimal or unsupported resolution (videoResolutionSuboptimal), a keyframe interval that is too long (gopSizeLong), and video ingestion starvation (videoIngestionStarved). Starvation means YouTube is not receiving enough video to maintain smooth streaming and viewers may experience buffering. These warnings point to different problems, so use the reported issue rather than treating every soft-looking stream as a bitrate problem.

What the BSNL connection does—and does not—tell you
“BSNL connection” alone does not establish your plan’s upload capacity or explain the softness. The result can depend on the particular plan and location, connection type, router and Wi-Fi conditions, other household traffic, and the route between your connection and YouTube’s ingest server. No universal BSNL upload figure can be assigned from the information in the question.
Compare a representative sustained upload test with the bitrate actually reaching YouTube during the unlisted test, and use YouTube’s stream-health readout as well. A speed-test peak by itself does not establish the rate delivered to YouTube ingest. If the test is unstable, try a lower output bitrate or frame rate and repeat the same motion test; keep the version that sustains a healthy stream.

Isolate Wi-Fi as a possible local cause
If you are streaming over Wi-Fi, repeat the test with the encoder connected directly to the router by Ethernet. A wired-versus-Wi-Fi comparison can help identify whether the local wireless link is contributing to instability. A Cat 6 cable is only a way to perform that diagnostic; it cannot guarantee a sharper stream or overcome a limit in plan capacity, congestion, or the route to YouTube.
