YouTube does not publish a separate bitrate target for static art or low-motion streams. Use its recommendation for your chosen resolution, frame rate, and ingest codec as the baseline, then test a lower bitrate only if the image still looks right and the stream remains healthy. For 1080p30, YouTube’s current guidance is 14 Mbps with H.264 or 10 Mbps with H.265/AV1; for 720p30, it is 8 Mbps with H.264 or 6 Mbps with H.265/AV1.
Start with YouTube’s codec-specific recommendation
YouTube’s live bitrate table is organized by codec, resolution, and frame rate—not by how much motion is in the picture. The figures below are YouTube Help recommendations for live ingest, accessed in 2026; they are baselines, not static-art minimums. Confirm the selected codec and frame rate in your encoder before choosing a row.

These are video bitrate figures, not an internet upload-speed target. YouTube recommends choosing a quality your connection can sustain and running an upload speed test. Leave capacity for audio and other internet use rather than treating the video bitrate as the entire connection requirement. Can a static image use less bitrate?
Often a still or slowly changing scene is easier to encode than fast movement, but YouTube does not quantify a bitrate reduction for low motion. A lower setting is therefore an experiment, not an official YouTube recommendation. The best value depends on your encoder, codec, resolution, image details, and connection stability.

Test image quality, not just whether the stream starts
Fine lines, text, gradients, and subtle texture can reveal compression problems even when the picture barely changes. If you test below YouTube’s baseline, inspect the actual live output for softness, banding, blockiness, or lost detail. Raise the bitrate or reduce resolution if quality suffers; do not assume an unmoving image makes an unstable stream acceptable.
Set the encoder correctly
YouTube’s live encoder guidance specifies RTMP or RTMPS, supports H.264, H.265, and AV1, recommends constant bitrate (CBR), and recommends keyframes every two seconds, not more than four seconds apart. Match the settings to the codec actually being sent; the bitrate recommendations differ by codec. Check the current YouTube encoder settings when configuring your streaming application.

Choose a reliable resolution and test the real stream
- Choose resolution and frame rate. Use the dimensions and frame rate that suit the artwork and intended viewing experience. Then find the matching row in YouTube’s live-ingest table for the encoder’s codec.
- Check upload capacity. Run an upload speed test, and choose a setting your connection can sustain reliably. If it cannot sustain the selected baseline, lower the resolution or quality rather than relying on the scene’s low motion.
- Run a representative test. YouTube recommends testing before going live, including audio and movement similar to the planned stream. For art, include the actual image and any transitions, overlays, or animation you will use.
- Watch stream health and playback. Check YouTube’s stream health indicators and inspect the output for artifacts. If the stream reports bitrate or keyframe problems, compare the encoder’s output with the settings above and YouTube’s live streaming error messages.
- Change one setting at a time. If you are testing a lower bitrate, keep the codec, resolution, and frame rate fixed while comparing. This makes it easier to identify whether the change caused visible degradation or instability.
Latency matters mainly when you interact with viewers
If the stream is a continuous art display with no real-time chat response, ultra-low latency may offer little benefit. YouTube explains that lower latency can increase playback buffering, while it matters more when the broadcaster interacts with viewers. Choose latency with that trade-off in mind using YouTube’s live stream settings guidance.
Common bitrate and stream-health problems
- Connection cannot sustain the selected bitrate: Use a lower-quality or lower-resolution setting that is reliable on your actual connection; repeat the test while monitoring stream health.
- Fine detail looks soft or gradients show banding: A low-motion scene can still contain difficult detail. Increase the video bitrate or reduce resolution only if necessary, then inspect the result again.
- YouTube reports a keyframe issue: Set the keyframe interval to two seconds and ensure it does not exceed four seconds, as YouTube recommends.
- Encoder and recommendation do not match: Verify the output codec and frame rate. YouTube’s recommended rates vary by codec, and upload-video settings are not a substitute for live-ingest guidance.
- Viewers see buffering despite a static picture: Static content does not prevent network instability or playback buffering. Check stream health and connection reliability; if using a lower-latency mode, consider whether its increased buffering risk is worthwhile.
