For a 720p, 30 fps YouTube Live stream using H.264, YouTube recommends an encoder bitrate of 8 Mbps and lists 3 Mbps as its minimum. For AV1 or H.265, it recommends 6 Mbps and lists 2 Mbps as the minimum. These are encoder settings—not upload speeds guaranteed by Indian 4G networks. Test the hotspot where and when you plan to stream, then run a realistic stream test before your event.
Which bitrate should you set for 720p?
YouTube’s recommended bitrate depends on the encoder codec. Its figures below apply to both 720p30 and 720p60; choosing a frame rate should also reflect the motion in your video and what your connection can sustain. YouTube’s encoder settings guidance lists:

Use the recommended value only if a representative test shows the hotspot can sustain it reliably. YouTube’s minimum is a stated encoder setting, not a guarantee that a connection measuring that speed can carry a stream set to the recommended bitrate. A brief speed-test peak is not proof of sustained upload capacity.
How to check whether your 4G hotspot can sustain it
- Test at the streaming location and time. Connect the computer or encoder to the same hotspot you will use for the event. TRAI MySpeed provides a way to test a particular mobile or broadband connection. Results describe the tested connection and conditions, not all Indian 4G service or future performance.
- Run a complete pre-event stream test. Set the planned resolution, frame rate, codec and bitrate, and send audio and movement similar to the actual program. YouTube advises testing upload bitrate and testing before going live.
- Watch stream health during the test. If delivery is unstable, lower the bitrate and/or output quality, then test again. A configured bitrate by itself does not show that YouTube is receiving a smooth stream.

Encoder settings that matter
- Bitrate mode: YouTube lists constant bitrate (CBR) in its encoder guidance.
- Keyframes: Set a two-second keyframe interval; YouTube says it should not exceed four seconds.
- Protocol: YouTube recommends RTMPS, which encrypts data into and through Google’s servers.
- Resolution detection: YouTube recommends letting Live Control Room detect encoder resolution and frame rate by default. Manual resolution selection is available with a custom stream key.
For a hotspot, a 720p setting is only useful if the connection delivers it steadily. If the test shows interruptions or poor stream health, reduce bitrate or output quality and repeat the full test; do not assume that a nominal 4G connection will behave the same at another location or time.
Why there is no single 4G bitrate for India
YouTube’s bitrate table specifies encoder settings, not an India-specific mobile-network performance figure. The official guidance cited here does not establish a single upload speed guaranteed across Indian 4G hotspots, operators, places or times. The practical answer comes from testing the actual connection you intend to use and monitoring stream health during a realistic test and the broadcast.
