For a 720p YouTube Live rerun, YouTube recommends 6 Mbps at 30 or 60 fps with AV1 or H.265/HEVC, or 8 Mbps at 30 or 60 fps with H.264. Its listed minimums are 2 Mbps and 3 Mbps, respectively—but a slow or variable upload may not sustain even a recommended setting reliably. Choose a bitrate your connection can hold with YouTube’s recommended 20% headroom, then test the rerun before making it public.
What bitrate should you use for a 720p stream?
Use the row for the codec your encoder actually sends. YouTube’s live ingest table gives the same bitrate guidance for 720p30 and 720p60; it does not list a higher 60 fps target. These are live-stream settings, not finished-video upload settings.

These figures are YouTube’s recommendations, not a guarantee of a particular picture quality. The minimum column is a lower listed setting, not a promise that a demanding game or unstable network will look good at that rate. YouTube’s live encoder settings and bitrate guidance also specifies RTMP/RTMPS, constant bitrate (CBR), and a two-second keyframe interval; do not exceed four seconds.
Can you rerun a VOD at 720p with limited upload speed?
Yes, if the encoder or streaming service can send the video at a bitrate your outbound connection sustains. The fact that a video is prerecorded does not remove the live upload requirement: while it is being broadcast, the outgoing stream must reach YouTube’s live ingest. A fast download speed does not establish that your upload can support it.

Estimate the upload capacity to reserve
YouTube recommends leaving 20% room beyond the stream bitrate and says the primary and backup stream bitrates, plus headroom, must fit the outbound connection. As a calculation from that guidance, divide the intended total stream bitrate by 0.8 to estimate the upload capacity to reserve. For a 3 Mbps stream, that is about 3.75 Mbps available upload before accounting for other network use. This is a planning calculation, not a separate bitrate published by YouTube.
Include other devices and applications using the connection, and account for a backup stream if you configure one. If your upload varies, use a lower stream bitrate than the connection’s best speed-test result suggests; a momentary peak is not evidence of sustained capacity. See YouTube’s streaming tips.

Choose 30 or 60 fps based on what you can sustain
YouTube’s table lists identical 720p bitrate recommendations at 30 and 60 fps, but the table does not mean the two frame rates have identical motion demands in every game or encoder. On a slow connection, 30 fps is a sensible option to test if 60 fps causes dropped frames or unstable stream health. Keep the resolution and codec consistent during a test so you can identify what changed.
Set up and test the rerun
- Check the encoder’s output settings. Set 1280 × 720 resolution and select 30 or 60 fps. Choose a codec YouTube supports—H.264, H.265/HEVC, or AV1—and set CBR with a two-second keyframe interval. Use the matching recommended bitrate from the table if your sustained upload supports it; otherwise reduce the demand and test. Do not set a keyframe interval longer than four seconds.
- Check upload capacity, not just download. Run an upload speed test when your network is under typical conditions. Compare the sustained result with your total outgoing stream bitrate and leave YouTube’s recommended 20% headroom. Allow for other network use and any configured backup feed.
- Run a representative private or unlisted test. Use gameplay with similar movement and audio to the planned rerun. A static menu or silent segment will not test the same conditions. Check YouTube’s stream health while the test runs and watch for dropped frames, buffering, or interruptions. YouTube recommends testing with similar audio and movement and monitoring stream health.
- Adjust one setting at a time. If the test is unstable, first lower bitrate to a sustainable value; if needed, try 30 fps or lower the resolution. Repeat the test. Do not assume a listed minimum will be sufficient for every game or connection.
- Start the public rerun only after the test is stable. Confirm that the intended VOD, audio, and stream settings are being sent, then monitor stream health after going live.
Use the right latency and archive settings
Latency and DVR
YouTube notes that lower latency can increase playback buffering. For a passive VOD rerun where viewers are not interacting with you in real time, normal latency is a reasonable default; that is a practical inference from YouTube’s description, not a platform requirement. DVR lets viewers pause and rewind while the stream is live. See YouTube’s live stream settings guidance.

Protect the recording
YouTube says streams shorter than 12 hours can be automatically archived, while streams over 12 hours may not be captured at all. Keep a local copy if preserving the rerun matters, especially if the broadcast could approach or exceed 12 hours. See YouTube’s live stream archive guidance.
Do not confuse live bitrate with VOD upload bitrate
A finished 720p video uploaded as a file follows YouTube’s separate upload encoding recommendations: 5 Mbps for standard frame rates (24, 25, or 30 fps) and 7.5 Mbps for high frame rates (48, 50, or 60 fps). Those values are for uploading a finished video, not for sending a VOD as a live stream. During a live rerun, use live ingest settings; the resulting archive is a separate viewing asset. Troubleshooting a slow-upload rerun
- Stream health reports instability or dropped frames: The outgoing bitrate may exceed sustained upload capacity, or other network use may be consuming the headroom. Reduce bitrate, account for other traffic, and retest.
- A speed test looks fast, but the live stream struggles: Check the upload result rather than download, and test during typical network use. A speed test measures a moment; the stream needs stable outbound capacity.
- 720p60 is unreliable: Try 720p30 and test again. YouTube lists the same bitrate recommendation for both frame rates, but that does not guarantee your encoder and connection will handle the same gameplay equally well.
- The encoder’s bitrate seems right but YouTube does not receive a stable stream: Confirm the selected codec, CBR mode, and two-second keyframe interval; ensure the total bitrate, including any backup stream, fits available upload capacity.
- The live broadcast works, but the archive is missing or incomplete: A stream over 12 hours may not be captured by YouTube. Preserve a local recording rather than relying on the archive alone.
