Use both for different jobs: Wireless Emergency Alerts (WEA) provide an automatic, attention-getting interruption for selected urgent warnings, while a weather app or the National Weather Service (NWS) provides ongoing forecast and warning detail. Keep more than one way to receive warnings; no single channel is infallible.

What each warning channel is best for

Which weather warnings WEA covers

WEA is not a duplicate feed of every NWS alert. The NWS lists these weather warning types as eligible for WEA:

  • Tsunami and tornado warnings.
  • Severe thunderstorm warnings only when the damage threat is classified as destructive.
  • Flash flood warnings only when the damage threat is considerable or catastrophic.
  • Hurricane, typhoon, storm surge, extreme wind, dust storm, and snow squall warnings.

That list is why an app may notify you about a weather warning that does not produce a WEA. The alert channels cover different selections and serve different purposes; do not assume that every warning will interrupt your phone. NWS: Weather warnings on the go!

Why WEA can be brief or appear outside the warning area

Authorized government alerting authorities send WEA messages through participating mobile carriers. NWS warning messages reach FEMA’s Integrated Public Alert and Warning System (IPAWS), after which carriers broadcast the alerts from cell towers in the threat area. A WEA message identifies the alert type and time, recommends an action, and names the issuing agency. The NWS advises following the action in the message and seeking additional detail from trusted sources. NWS: Weather warnings on the go!

The NWS page describes support for messages up to 360 characters on 4G LTE and later networks, compared with 90 characters on 3G and earlier networks. The actual message length and language depend on the device, network, and settings. It also describes WEA 3.0 geographic targeting accuracy of 0.1 mile, but that precision is not supported by every phone or in every situation. Because alerts are broadcast using nearby cell towers, a phone near the edge of a warning area may receive an alert even when it is outside the exact area; older devices may have less precise targeting. Understand the action: watch versus warning

A watch means hazardous impacts are possible: prepare and stay informed. A warning means impacts are expected or happening: take action. Follow the specific instructions for the hazard, rather than treating every alert as the same kind of risk. NOAA: Understand Forecast Information

  • Tornado warning: Seek shelter immediately.
  • Flash flood warning: Move to higher ground. Never walk or drive through floodwater.

These are examples of official NOAA guidance; follow the exact instructions in the alert and from local authorities. NOAA: Understand Forecast Information

Set up more than one route to a warning

  1. Keep WEA enabled. Check your phone’s emergency or government alert settings; menu labels vary by device and operating system. WEA-capable phones on participating carriers do not require a separate app or alert-service signup. NWS: Weather warnings on the go!
  2. Check your weather app’s permissions. Confirm that it has the right location access and that warning notifications are allowed. App capabilities and settings differ, so consult the app’s own settings and help information.
  3. Know where to get the full forecast. Use your local NWS forecast or another trusted weather source to check conditions and details beyond a short emergency message.
  4. Check local alert options. Visit your city, county, or state emergency management agency to see whether it offers phone, text, or email alerts and how to enroll. NWS Baltimore/Washington FAQ
  5. Consider NOAA Weather Radio if another channel helps. A compatible receiver can provide continuous official NWS broadcasts, provided reception is usable where you are. NWS: Warning Dissemination
  6. Decide where you will go before a warning arrives. Identify the appropriate shelter or evacuation action for the hazards in your area, then act promptly when an actual warning directs you to do so.

Does the NWS have a consumer warning app?

The NWS FAQ says it does not currently have a smartphone application that alerts users when it issues a warning. It notes that private companies offer apps that alert users to NWS warnings for a location. If you use one, treat its notifications as one part of your setup, not as proof that you will receive every WEA or local alert. NWS Baltimore/Washington FAQ
