Windows 11 with Windows Subsystem for Linux (WSL) is a strong fit if you want Windows applications and a Linux development environment on one workstation. Native Ubuntu is a better fit if you want to work directly in a Linux desktop and toolchain. Choose according to the software you must run, the environment you deploy to, and the workflow your project needs—not a presumed universal speed or productivity winner.
How Windows 11 with WSL and native Linux differ
WSL runs a Linux environment on a Windows machine alongside Windows. You can install Linux distributions such as Ubuntu, Debian, or Kali and use Linux command-line tools, GUI applications, and a Linux file system without setting up a traditional virtual machine or dual boot. Microsoft describes WSL as intended for developers who want to use Windows and Linux together: What is the Windows Subsystem for Linux.
Native Ubuntu puts the Ubuntu desktop and development environment directly on the machine. You work in Linux rather than combining a Windows desktop with a Linux environment. Canonical presents Ubuntu Desktop as a platform for development, testing, and production, while noting that users install the developer tools they need: Ubuntu for developers and Install additional applications.

Can you use Linux development tools on Windows?
Yes. WSL provides a Linux environment and tools within Windows, and Microsoft documents workflows that connect Windows development software to WSL. Microsoft recommends VS Code or Visual Studio for remote development and debugging with WSL. Its documentation also covers Git, databases, Docker remote containers, Linux GUI applications, and GPU acceleration: Set up a WSL development environment. These are documented workflows, not a guarantee that every project or feature behaves identically to a native Linux host.
Visual Studio and C++ projects
Visual Studio 2022 can build and debug CMake projects for Windows, WSL distributions, and SSH targets from one IDE. Microsoft also documents building and debugging C++ projects using a WSL 2 distribution: C++ for Linux development with Visual Studio. This can be useful when a project targets multiple environments, but verify that your specific project type and required Visual Studio features are supported.

When is native Ubuntu a better fit?
Choose native Ubuntu when you want the Linux desktop and development toolchain directly, or when matching a Linux-oriented workflow is more important than keeping Windows desktop applications on the same machine. Canonical’s documented developer toolchains include Python, Go, Rust, GCC, Clang, .NET, Java, and Zig; its guidance also covers IDEs and supporting development tools: Ubuntu for developers.
Ubuntu Desktop is not a preconfigured development workstation. Plan to install the tools your project requires—such as an editor, version control software, and language toolchains—rather than assuming they are present after installation. Ubuntu’s software distribution options documented by Canonical include deb packages, snaps, and OCI images. Which one matters depends on what you are building and how you intend to ship it; a packaging choice documented for Ubuntu should not be treated as a rule for every Linux distribution.

How to choose based on compatibility and deployment
Compatibility is project-specific: ask whether the required tool and target environment work for your project, rather than treating either OS as universally compatible. WSL runs a Linux environment alongside Windows, while native Ubuntu runs the Ubuntu desktop and toolchain directly. Microsoft’s documentation describes WSL capabilities and workflows, but does not certify equivalence with every Linux host, device, or production configuration.
- Check required applications: Identify whether the project depends on a Windows-only application, IDE, or plugin, or on Linux-specific tools and services.
- Check system requirements: Confirm whether the workload needs particular kernel behavior, hardware access, or other environment details.
- Match the deployment target: Compare your development setup with the actual server, container, or package format you will deliver to. Ubuntu documentation covers deb, snap, and OCI packaging, but the right route depends on the target.
- Test the real workflow: Before committing, try the project’s build, test, debugging, and release steps in the environment you plan to use.
What about setup and project files?
With WSL, enable the feature, install a Linux distribution, then configure your editor and project workflow. Microsoft positions WSL as an inner development-loop environment and documents using Windows editors with files in Linux. Treat project location and filesystem choice as setup decisions: they are part of configuring the workflow, not details to assume are irrelevant. With native Ubuntu, install the operating system and then add the tools you need. Canonical’s bootable USB installation guide explains one route for creating installation media. Ubuntu’s developer documentation distinguishes LTS releases from six-month developer releases, which have different support windows; check Canonical’s current release cycle when choosing a release because schedules and support status change.
