To add or remove Rotate left and Rotate right in Windows 11, use the new Settings toggle when your Insider build includes it, or set the Enabled DWORD under the current-user registry key. The Settings switch changes the modern menu for your account; the registry handler method can apply the commands to every account and to both modern and classic menus.

These built-in commands rotate a selected image by 90 degrees and Windows saves the changed orientation. They do not apply to folders or non-image files.

What Rotate left and Rotate right do in Windows 11

In File Explorer, select an image, open its context menu, and choose Rotate left or Rotate right. Each command turns the image 90 degrees in the indicated direction. Windows writes the rotation change, so the new orientation remains when you reopen the file or use it elsewhere.

Windows 11 has two context-menu surfaces. The compact menu shown by a normal right-click is the modern menu. Older shell extensions can remain in the classic menu, which appears after selecting Show more options. Consequently, a command can be enabled yet not appear in the first menu you open.

Choose the method that matches your Windows 11 setup

Method Availability Scope Menus affected Privileges
Settings toggle Windows 11 Insider build 26340.9212 (experimental 26H2) or newer availability described for this feature Current user Modern menu only Use the Settings app; no administrator-wide change
Current-user registry value Works when the Settings page is absent Current user Controls the modern preference Normally a standard user can change HKEY_CURRENT_USER; Windows may still ask you to confirm a registry-file merge
All-users handler registration Use when every account needs the same behavior Computer-wide Modern and classic menus Administrator rights required

For a single account, start with Settings if the page exists. The current-user registry value is the practical fallback on retail and earlier builds. Use the all-users registration only when a machine-wide change is intentional.

Method 1: Use the Settings toggle on supported Insider builds

The dedicated switch is version-gated. The documented control starts with Windows 11 build 26340.9212, an experimental 26H2 Insider build. Retail installations and earlier builds may not show the page at all.

  1. Press Win+I to open Settings.
  2. Select Personalization, then open Context menu.
  3. Under File actions, find Rotate image.
  4. Turn Rotate image on to expose Rotate left and Rotate right, or turn it off to remove them.
  5. Open File Explorer, right-click a supported image, and check the compact menu.

This switch changes the modern context menu for the signed-in account. It does not install a new image editor, alter other accounts, or guarantee that a legacy extension will appear in the classic menu.

If “Context menu” is missing from Settings

Do not keep searching for a hidden switch. The page is not present on every Windows 11 release. Use the current-user registry method instead, or use the all-users handler registration when the change must cover the entire computer.

Method 2: Add or remove the commands for your account with the registry

The current-user preference is stored at:

HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerContextMenuPreferencesverbsrotate90

Inside that key, the Enabled DWORD controls the feature:

Because the path is under HKEY_CURRENT_USER, the change is limited to the account that imports it. Other users retain their own setting.

Before editing: make a rollback copy

  1. Press Win+R, type regedit, and press Enter.
  2. Approve the Windows security prompt if it appears.
  3. Navigate to HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerContextMenuPreferencesverbs. If rotate90 exists, select it.
  4. Choose File > Export, save the key as a .reg file, and keep it somewhere you can find later.

If the key does not exist, you can create it by importing one of the files below. Exporting first is still useful when you are changing an existing configuration.

Add Rotate left and Rotate right

Open Notepad, paste the following text exactly, and save it with a name such as enable-rotate-menu.reg. In Notepad’s Save dialog, set Save as type to All files so the filename does not end in .txt.

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerContextMenuPreferencesverbsrotate90]
"Enabled"=dword:00000001

Double-click the saved file, confirm that you want to merge it, and approve any UAC or registry confirmation prompts. Sign out and back in, or restart Windows Explorer, if the menu does not update immediately.

Remove the commands

Create a second file, for example disable-rotate-menu.reg, with this content:

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionExplorerContextMenuPreferencesverbsrotate90]
"Enabled"=dword:00000000

Merge the file in the same way. A value of zero disables the modern-menu commands without changing image associations or deleting image files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify the current-user value directly

  1. Open regedit and paste the registry path into the address bar.
  2. Select rotate90 and inspect the Enabled entry.
  3. Confirm that its data is 0x00000001 (1) when the commands should be present, or 0x00000000 (0) when they should be hidden.
  4. Restart Explorer if File Explorer was already open while you made the change.

Method 3: Apply the commands to all users and both menu styles

The computer-wide method registers the Windows ShellImagePreview context-menu handler for image extensions. It changes registrations below:

HKEY_CLASSES_ROOTSystemFileAssociations<extension>ShellExContextMenuHandlers

The handler uses this CLSID:

{FFE2A43C-56B9-4bf5-9A79-CC6D4285608A}

This route requires administrator rights and affects both the modern and classic context menus. It is therefore broader than the current-user preference. Existing registrations should be backed up before you merge a removal file.

Image extensions covered by the handler registration

The documented registration set includes extensions such as .avci, .avif, .bmp, .dds, .dib, .gif, .heic, .heif, .hif, .ico, .jfif, and .jpe, with additional image extensions in the full registration set. Context-menu behavior is extension-specific: registering one extension does not automatically register every image type.

How an add registration is structured

An add file creates a ShellImagePreview handler key beneath each selected extension and assigns the CLSID as its default value. For example, a registration for bitmap files has this form:

[HKEY_CLASSES_ROOTSystemFileAssociations.bmpShellExContextMenuHandlersShellImagePreview]
@="{FFE2A43C-56B9-4bf5-9A79-CC6D4285608A}"

Repeat the same pattern for each supported extension that should receive the commands, changing only the extension segment. The complete add package should contain every extension you intend to support rather than relying on a single example.

How removal works

The removal package deletes the ShellImagePreview handler keys for the registered extensions. Because deletion is harder to undo than adding a value, export each relevant SystemFileAssociations<extension> branch first and retain the original add package. Merge the removal file as an administrator, then restart Explorer or sign out and back in.

Do not use the all-users removal package merely to hide the commands from your own account. It can remove the handler for everyone and can affect both menu styles.

Why these registry paths control a context menu

Windows Shell context-menu entries are registered as verbs and shell-extension handlers. A file type can expose verbs below a Shell key, with a command subkey containing the executable command. More advanced handlers are registered through ShellExContextMenuHandlers. The current-user rotate90 preference is the per-account switch, while ShellImagePreview is the handler registration used for the broader, computer-wide approach.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This distinction explains why the methods have different coverage. A preference under HKEY_CURRENT_USER can change what one account sees in the modern menu. A handler under HKEY_CLASSES_ROOTSystemFileAssociations participates in file-type registration and is visible to all accounts, including the classic menu reached through Show more options.

Troubleshooting missing or unchanged commands

The command is not in the first right-click menu

Right-click the image and choose Show more options. Microsoft’s streamlined menu can leave older extensions in that classic view while applications and shell components adopt the newer menu. If the command appears there, the registration is working; it simply is not exposed in the compact surface.

The Settings switch is unavailable

Check the Windows build with Settings > System > About. The documented toggle is tied to Insider build 26340.9212 and experimental 26H2. On a retail or earlier build, use the current-user registry value rather than trying to create a nonexistent Settings page.

You changed one account but another account is unchanged

That is expected for the HKEY_CURRENT_USER method. Import the value while signed in to each account that needs it, or use the administrator-only all-users handler registration for a uniform machine-wide result.

The registry value is correct but File Explorer still shows the old menu

  1. Close all File Explorer windows.
  2. Restart Windows Explorer from Task Manager, or sign out and sign back in.
  3. Test with a file whose extension is in the registration set.
  4. Check both the compact menu and Show more options.

An image still has no rotate command

Confirm that the item is an image file, not a folder or another document type. Then check its exact extension. Handler registration is associated with extensions, so an unregistered image format will not inherit the command from a different format.

A removal change caused an unexpected association problem

Stop and restore the exported registry key instead of deleting more entries. Import the backup while using the same privilege level that created it, restart Explorer, and test one affected extension before making additional changes.

Safe operating checklist

  • Prefer the Settings toggle when it is available and you only need a per-user modern-menu change.
  • Export registry keys before importing a removal file.
  • Verify every .reg file in Notepad before opening it; a typo in a registry path can change a different setting.
  • Use the current-user path for a single account and the handler path only for an intentional all-users change.
  • Keep the add file and backup together so you can reverse the decision.
  • Refresh Explorer before concluding that a setting failed.

Which option should you use?

Your goal Recommended action Reason
Add or remove the commands for yourself on a supported Insider build Settings > Personalization > Context menu > File actions > Rotate image It is the simplest supported interface and changes the modern menu.
Use a retail or earlier build, or automate a per-user change Set rotate90Enabled to 1 or 0 under HKEY_CURRENT_USER The value works without waiting for the Settings page to exist.
Give every account the commands in modern and classic menus Register ShellImagePreview for the required image extensions The handler registration is computer-wide and requires administrator rights.
Hide the commands from every account Back up and remove the all-users handler registrations This removes the broader registration, so it should not be used for a single-user preference.

The Bottom Line

Use the Settings toggle when your Insider build provides it. Otherwise set rotate90Enabled to 1 or 0 for your account; reserve the administrator-only ShellImagePreview registration for deliberate all-users changes across both Windows 11 context menus.
