TikTok began restoring its U.S. service on January 19, 2025, after going dark for several hours near the deadline of a federal law requiring its Chinese parent, ByteDance, to divest or face restrictions. Donald Trump had promised action as president-elect, but the executive order came the next day, after he became president. It did not repeal the law or complete a sale: it directed the Justice Department to pause enforcement for 75 days while the administration considered what to do.
Why TikTok went dark and then came back
The Protecting Americans from Foreign Adversary Controlled Applications Act reached its effective deadline in January 2025. TikTok went dark for U.S. users for several hours. On January 19, president-elect Donald Trump said he would issue an executive order after taking office, and TikTok began restoring service that day. The Associated Press reported that users saw TikTok’s in-app message: “As a result of President Trump’s efforts, TikTok is back in the U.S.!” That was TikTok’s description of the restoration, not a legal finding that the law had been set aside. Associated Press coverage and congressional research on the sequence describe the interruption and restoration.
What Trump’s January 20 order actually did
On January 20, after his inauguration, President Trump signed Executive Order 14166. It instructed the Attorney General not to enforce the Act for 75 days, giving the administration time to determine a course of action regarding TikTok. The order stated: “I hereby order the Attorney General not to take any action on behalf of the United States to enforce the Act for 75 days from the date of this order, to permit my Administration an opportunity to determine the appropriate course of action with respect to TikTok.” The White House order also directed the Justice Department to issue guidance and send letters to relevant service providers.
The order addressed potential penalties for conduct during the pause and before it was signed, including the January 19-to-signing interval. That was an instruction to the Attorney General and DOJ about enforcement and penalty exposure—not a repeal of the statute. The law remained in place, and contemporaneous AP reporting noted uncertainty about the legal effect of the promised action after the Supreme Court upheld the law and it took effect. AP’s report on the order covered that uncertainty.

How the enforcement pause developed
The initial 75-day direction was only the first stage. The Justice Department’s later records trace successive extensions of the covered enforcement period, while a September 2025 White House order outlined a framework involving a new U.S. joint venture and a Committee on Foreign Investment in the United States (CFIUS) agreement.

What changed in January 2026
On January 23, 2026, TikTok announced that TikTok USDS Joint Venture LLC had been established in compliance with the September 25, 2025 executive order, allowing the service to continue for U.S. users and businesses. The announcement described safeguards under the new arrangement, but it is the company’s account of the structure—not an independent audit of whether those safeguards work as intended.

The audience numbers also come from company statements made at different times, so they should not be treated as an independently measured trend. In its June 19, 2025 statement, TikTok said the service was available to more than 170 million American users and 7.5 million U.S. businesses. The company wrote: “We are grateful for President Trump’s leadership and support in ensuring that TikTok continues to be available for more than 170 million American users and 7.5 million U.S. businesses that rely on the platform as we continue to work with Vice President Vance’s Office.” TikTok’s June statement is the source for those figures and wording. In its January 23, 2026 announcement, TikTok USDS Joint Venture LLC cited more than 200 million Americans and 7.5 million businesses. Those are figures published by the joint venture, not independent audience measurements. The establishment announcement supports that later claim.

TikTok’s restoration on January 19 followed Trump’s promise, but the legal mechanism arrived on January 20: an executive direction to pause federal enforcement, not a repeal of Congress’s law. Enforcement was extended several times, and TikTok later announced a U.S. joint venture as the basis for continued service. The available announcements establish the sequence and what the company says about the new arrangement; they do not independently establish the effectiveness of its safeguards or current service performance.
