Quote filenames so the shell passes the intended path as one argument instead of splitting it at spaces or treating wildcard characters as patterns. In Bash, use quotes around a literal filename and write "$file" when the path is stored in a variable.
What quoting changes
Quotes are instructions to the shell, not characters that become part of the filename. Bash uses them to control how it interprets text, then removes the syntactic quote marks before passing arguments to a command. The GNU Bash Reference Manual defines quoting as a way to remove certain characters’ special meaning to the shell.
For example, these commands pass report final.txt as one filename:
cat 'report final.txt'
cat "report final.txt"
Without quotes, a space in an expanded value can cause word splitting: Bash may pass report and final.txt as separate arguments. The command then receives something different from the single path you intended.

Quote variable expansions
When a path is held in a variable, quote the expansion at the point where you use it:
file='report final.txt'
cat "$file"
The quotes in the assignment make the value clear, but the important protection when calling cat is the pair around $file. Do not try to put quote characters inside the variable value; quotes must surround the expansion in the command.

Bash processes expansions in stages. After parameter, command, and arithmetic expansion, results that were not double-quoted are subject to word splitting, followed by pathname expansion. Quoting "$file" keeps the expanded value together through those stages. The Bash manual’s expansion rules describe this order. This does not mean every unquoted word is split: word splitting applies to results of particular expansions.
Why wildcard characters need protection
In Bash, unquoted *, ?, and [ can act as pathname patterns. If a pattern matches names in the current directory, Bash can replace it with those names before the command runs. Quoting a filename keeps these characters literal. For instance, if the actual name is draft[1].txt, write:

cat 'draft[1].txt'
Without quotes, the brackets can be interpreted as a pattern expression rather than as part of that exact name. What happens when a pattern has no matches depends on Bash options: by default it remains unchanged, while nullglob removes it and failglob causes an error. For a filename containing an apostrophe, single quotes cannot enclose the whole name as-is. You can compose quoted and escaped pieces, or use shell completion to insert suitable escaping. Double quotes may be more convenient in some cases, but embedded double quotes, backslashes, and expansions still follow shell rules. Consult the Bash quoting rules when constructing a more complex command.

Quoting is not the same as option handling
Quoting protects the shell-to-command argument boundary; it does not determine how the command interprets the argument. A filename beginning with -, for example, may look like an option to the command. Where a command supports it, place -- before the filename to mark the end of options, as in command -- "$file". Check that command’s documentation: support and syntax are command-specific.
When scripts need to display filenames
Quoting an argument is different from printing filenames for later reuse. Filenames can contain characters that make line-based text interchange ambiguous, so a plain list with one name per line is not a universally safe representation for arbitrary filenames. GNU Coreutils documents output formats, including shell-oriented quoting styles for displaying names; choose an option supported by the specific utility and suitable for the shell you intend to use.
