That quickly separates a site problem from a browser, extension, or profile problem. If scrolling fails in every app, start with the mouse, its connection, and input drivers instead.
First, find out where scrolling fails
Try the wheel in a file manager or text editor, then on the affected page. If possible, test a second browser and open the page in a private or incognito window. Change one thing at a time so you can tell which change matters.

These are diagnostic clues, not guarantees: a mouse problem can be intermittent, and a site can fail in more than one browser if they share an extension or setting.
If scrolling fails everywhere
Check the mouse and connection
- Disconnect and reconnect the mouse. For a wireless model, check its power and receiver or Bluetooth connection.
- Try another USB port or reconnect the wireless receiver. If available, test a known-good wired USB mouse. It is a control test, not a guaranteed repair.
- If the wheel fails in every application with more than one mouse, focus on operating-system settings or drivers rather than a single website.
Check Windows input drivers
Microsoft’s documented touchpad guidance recommends applying available driver updates and reinstalling the input device through Device Manager if updating does not help. That guidance is specifically about touchpads; for a mouse, treat it as a general input-driver diagnostic and check the mouse manufacturer’s instructions for the correct device and driver.

- Install recommended Windows driver updates, then restart and retest.
- If scrolling still fails, open Device Manager and locate the relevant input device under the appropriate device category.
- Use Device Manager’s uninstall-device option for that device, then restart Windows so it can detect and reinstall the device. Menu names can vary by Windows version and device.
- If the problem remains, consult the mouse manufacturer’s support instructions before installing a driver from another source.
Do not uninstall unrelated devices in an attempt to fix a mouse wheel. If the fault appears only in a browser, use the browser checks below first.
If one browser is affected
Test in private or incognito mode
Open the same page in a private or incognito window. Chrome and Firefox both use private or troubleshooting modes as practical ways to isolate causes such as extensions or browser state. If the page scrolls there, the mouse itself is less likely to be the issue. Private mode is a test, not proof of a single cause: browser settings and the site may behave differently in that mode.
Disable extensions, then retest
Extensions that alter pages, block content, or manage scripts can interfere with a site’s behavior. Disable extensions temporarily, reload the page, and test the wheel. If that restores scrolling, turn extensions back on one at a time and reload between tests to identify the one associated with the failure. Avoid leaving security or privacy protections disabled as a permanent workaround unless you understand the trade-off.

Restart the browser and test hardware acceleration
Save work in open tabs, restart the browser, and retry. If the issue persists, test the browser’s hardware-acceleration setting: turn it off, restart the browser as prompted, and try the page again. If that makes no difference, restore the original setting. Chrome documents turning off “Use hardware acceleration when available” as a troubleshooting step; Firefox’s Troubleshoot Mode can help determine whether an extension, theme, or hardware acceleration is involved. Graphics processors and drivers can cause browser-specific display problems, so this test is useful when the trouble is limited to one browser.
Check browser load and profile state
Close unnecessary tabs and apps, then retest. If Chrome remains broken across sites after extension and acceleration tests, its guidance includes reinstalling Chrome when the profile is damaged. Reinstallation is a later step: first make sure you can recover needed bookmarks, passwords, and other profile data, and distinguish a browser-wide failure from a single-site problem.
If only one website fails
Separate site data from page behavior
Reload the page and compare it in another browser. If it works in a private window but not your regular profile, browser extensions or stored site data are plausible causes. Clear or isolate data for the affected site rather than clearing all browser data without a reason; broader clearing can sign you out or remove saved site preferences.

Review content blocking and tracking protection
Firefox identifies cached data, extensions, settings, and blocked content as possible reasons a site may stop working. If you use Enhanced Tracking Protection, test the site with protection disabled for that site only, then restore it if the test does not help. If the site works only when protection is off, the test suggests blocked content is involved; it does not establish that disabling protection is necessary for normal use.
Look for a nested scroll area
Some pages contain a panel, menu, document viewer, or embedded app with its own scrollbar. Click inside the panel and try the wheel there. Then move the pointer outside it and test the main page. If a visible panel scrollbar moves but the page does not, the pointer may be over a separate scroll region rather than the page itself.

When available, drag the browser’s page scrollbar as a comparison. If the scrollbar moves the page but the wheel does not, the problem is more likely tied to wheel input handling or browser behavior than to the page’s ability to move at all.

When the website may be intercepting the wheel
Web applications can attach JavaScript wheel or legacy mousewheel event handlers. If a handler can call preventDefault(), the browser may need to wait for the handler before performing its normal scroll action; a handler that suppresses the default action can prevent scrolling. This can affect a whole page or only a particular interactive region.
Chrome Developers explains that passive listeners tell the browser the handler will not block scrolling, avoiding that wait when cancellation is unnecessary. Its documentation also states: “Registering wheel and mousewheel listeners on root targets (window, document, or body) are passive by default.” This is primarily useful information for site developers: users generally cannot correct a page’s faulty event handling with a mouse setting. Report the affected page and browser to the site owner, and use another browser or the site’s alternate interface as a temporary workaround.
Or skip the browser setup
A screenshot can help a developer compare what a page rendered, but it does not diagnose or repair mouse-wheel input. If you are reporting a site issue, a captured image may document the page state alongside the browser, operating system, and steps that reproduce the scrolling failure.

Troubleshooting checklist
- Wheel fails in all apps: reconnect the mouse, test a known-good mouse, and investigate input drivers.
- Only one browser fails: try private mode, disable extensions temporarily, restart, and test hardware acceleration.
- Only one site fails: compare browsers, isolate that site’s data, inspect tracking protection, and check for nested scroll regions.
- Only an app panel fails: click inside the intended region and determine whether its own scrollbar works.
- Still unresolved: record the browser and operating-system versions, whether a second browser behaves differently, and the exact page or panel where scrolling stops. This gives the site or device support team a reproducible starting point.
Frequently Asked Questions
Why does the mouse wheel work on my desktop but not in Chrome?
That pattern points toward Chrome’s profile, extensions, settings, or interaction with the page rather than a wheel failure across the system. Compare the affected page in incognito mode and another browser to narrow it down.
Can a website deliberately stop mouse-wheel scrolling?
A site’s JavaScript can interfere with the browser’s normal wheel action, intentionally or through a bug. If the failure is limited to that site or a particular panel, the site owner may need to correct its event handling.
Does disabling tracking protection fix a broken page permanently?
Not necessarily. Disabling protection for one site is an isolation test; it can reveal that blocked content is involved, but does not by itself show which resource caused the problem or whether protection should remain off.
