Carriers ask for identity information for two distinct reasons: local law may require a subscriber to register before a new SIM is activated, and the carrier needs to authenticate a customer requesting a replacement or transfer. The rules depend on your country, service type, and the action you are taking; there is no single worldwide SIM-registration requirement.

Why carriers ask for ID when you buy a SIM

In countries that require subscriber registration, the carrier must collect and verify information before activating a line. Regulators commonly describe the goals as keeping subscriber records accurate, tying a line to an accountable subscriber, and reducing misuse or scams. These are policy aims, not proof that registration prevents every crime.

The accepted documents and process vary. A carrier might check an original document in person, validate identity remotely, or use an approved online identity service. Do not assume every provider uses biometrics or accepts the same documents. Prepaid and postpaid services can also be treated differently.

Examples of how rules differ

  • Egypt: The National Telecom Regulatory Authority says Egyptian customers buying a SIM should visit an operator branch with an original valid national ID. Foreign customers should present a valid passport and residency document.   • United Arab Emirates: The Telecommunications and Digital Government Regulatory Authority requires licensed providers to register subscriber details, keep them current, and verify identity before issuing or transferring a SIM. It identifies subscriber protection, reducing telecom scams, and preventing false registrations as aims. UAE TDRA guidance.
  • Australia: A federal determination governs identity checks for prepaid mobile carriage services. The legislation register lists version F2026C00020 C01, dated 16 December 2025.   • Argentina: Rules allow in-person or remote identity validation. Providers using third parties must meet security and personal-data requirements; customers may request a list of lines registered in their name and ask to have a line disassociated.   • Philippines: Implementing rules require registration before activation and include eSIMs and future SIM technologies. They also set requirements for handling and disclosing registration data. Philippines NTC implementing rules.
  • Indonesia: A 2021 ministerial regulation requires providers to apply know-your-customer principles and establish customer-identification and risk-management procedures for registration. Indonesia ministerial regulation.
  • Singapore: IMDA describes government-ID requirements, Singpass for online registration, and SIM limits as anti-scam safeguards. In January 2026, it announced that a cross-telco postpaid cap of 10 would start on 28 February 2026; check current IMDA guidance for implementation. Singapore IMDA announcement.

These examples show variation, not a complete survey of national laws. Check your country’s telecom regulator and your specific carrier’s current instructions. A provider’s process may implement legal requirements, add its own checks, or both.

Why a carrier verifies you when you replace or transfer a SIM

A SIM replacement or transfer can move your existing phone number to a SIM controlled by someone else. In a SIM-swap attack, a criminal may impersonate you or exploit a carrier’s process to divert calls and texts. That can expose SMS one-time codes and account-recovery messages.

The FBI Internet Crime Complaint Center describes SIM swapping as a way criminals target carriers to reach victims’ bank accounts, virtual-currency accounts, and other sensitive information. Its February 8, 2022 public safety announcement reported 320 IC3 complaints and approximately $12 million in adjusted losses from January 2018 through December 2020, then 1,611 complaints and more than $68 million in adjusted losses for 2021. Identity checks at initial SIM issuance do not, by themselves, prevent a later fraudulent swap. The FBI identifies social engineering, insider threats, and phishing as methods used in SIM swaps. It recommends strict carrier verification procedures, authentication of third-party retailer requests, and employee training. For customers, it recommends strong multifactor authentication, including physical security tokens, biometrics, or standalone authentication apps.

In the United States, 47 CFR § 64.2010 sets out secure authentication methods for covered mobile providers handling SIM-change requests and staff training to recognize and route fraud attempts. The current rule text says compliance with that paragraph is not required until it is removed or includes a compliance date, so it should not be presented as an effective deadline already applying to every carrier. 47 CFR § 64.2010.

What SIM registration can—and cannot—establish

Registration can create an identity-linked subscriber record, which may support services such as mobile money, e-health, and e-government. But the connection between mandatory prepaid registration and lower crime is disputed. The GSMA’s 2026 handbook says that 160 governments had mandated prepaid SIM registration at the end of 2020 and characterizes the claimed crime-reduction link as perceived but unproven. The GSMA is an industry association and argues against government-mandated registration, so its assessment and policy position should be understood in that context. GSMA SIM registration resources.

Mandatory registration also raises access and privacy concerns. The GSMA handbook identifies the risk that people without accepted identity documents—including refugees and socially disadvantaged consumers—may be excluded, and that burdensome rules may contribute to underground markets for fraudulently registered or stolen SIMs. A Council of Europe data-protection discussion warns that registration can interfere with privacy, anonymous communication, identity, and access when necessity, proportionality, and legal safeguards are lacking. What to do if you are asked to register a SIM

  1. Confirm which transaction is involved. Ask whether the request is for a new line, prepaid registration, or a replacement or transfer of an existing number; these can have different rules.
  2. Check the current local requirements. Consult your national telecom regulator and the carrier’s onboarding instructions for accepted documents, available in-person or remote options, and any data-use or retention information.
  3. Ask about alternatives if you lack the requested ID. Requirements and remedies differ by jurisdiction. Ask the carrier or regulator whether another accepted document, validation route, or review process is available.
  4. If you suspect a SIM takeover, act promptly. Contact your carrier, change passwords for affected accounts, alert financial institutions, and strengthen multifactor authentication on important accounts. A physical security key can protect compatible online accounts, but it does not register a SIM or guarantee that a carrier will reject a fraudulent swap. FBI IC3 guidance.
