GST input tax credit (ITC) may be missing from GSTR-2B, shown as unavailable, or require reversal for a legal reason. Those are different problems: a portal mismatch can delay a claim, while a credit barred by the CGST Act may be ineligible altogether. Start by checking the invoice and the underlying conditions for claiming credit; a GSTR-2B entry is a reconciliation aid, not a final ruling on eligibility.

First distinguish a portal delay from ineligible credit

Section 16 of the Central Goods and Services Tax Act, 2017 (CGST Act) allows a registered person to claim input tax on goods or services used or intended for use in business, subject to statutory conditions and restrictions. Among other things, the recipient generally needs a prescribed tax document, must have received the supply, must satisfy the applicable tax-payment condition, and must furnish the section 39 return.

GSTR-2B is a static, month-wise statement of supplier-reported invoice details. It can help identify a missing or mismatched entry, but it does not test every legal condition. The GST Portal’s guidance says taxpayers must self-assess eligibility and account for cases the system has not generated. An invoice appearing in GSTR-2B does not by itself prove that the credit is claimable; a missing entry does not, by itself, explain whether the problem is temporary or permanent.

Why ITC may be unavailable, delayed or require reversal

1. The supplier has not reported the invoice, or reported it incorrectly

If an invoice is omitted or its details are wrong in the supplier’s reporting, it may not match your purchase records and GSTR-2B. Compare the supplier GSTIN, invoice number and date, taxable value, tax amounts and place of supply. Ask the supplier to report or correct the entry through the appropriate return process, and keep the correspondence and corrected invoice details. The period in which a correction appears depends on the filing period and current portal workflow, so do not assume a particular month.

2. You have not yet received the goods or services

Receipt is a condition for claiming ITC, even if the invoice already appears in GSTR-2B. Keep delivery records, goods-receipt notes, service acceptance evidence or other contemporaneous proof. For goods delivered in lots or instalments, the CGST Act ties entitlement to receipt of the final lot or instalment. Credit reversed because the supply had not been received may be reclaimable after the condition is met, subject to the applicable rules and return instructions.

3. The supplier remains unpaid after 180 days

If you have claimed ITC but fail to pay the supplier the value of the supply plus tax within 180 days of the invoice date, section 16 and Rule 37 require a proportionate reversal for the unpaid amount, with interest. A partial payment means the unpaid portion needs attention. Once payment is made, the credit may be re-availed under the applicable provisions. CBIC’s FAQ clarifies that this 180-day payment condition does not apply where tax is payable under reverse charge.

4. The recipient GSTIN or place-of-supply treatment is wrong

GST Portal guidance identifies an unavailable-credit case where the supplier GSTIN and place of supply are in the same state but the recipient is in a different state. Check the recipient GSTIN on the invoice, which registration actually received the supply, and the legally applicable place of supply. This may point to an invoice addressed to the wrong registration or a substantive place-of-supply issue; a portal edit alone may not fix the underlying tax treatment.

5. The claim deadline may have passed

Section 16(4) sets a time limit for taking a credit, and GSTR-2B’s unavailable-credit information includes specified time-barred cases. The CBIC-hosted Act text describes the deadline by reference to the due date for the September return following the relevant financial year or the relevant annual return, whichever is earlier. Because statutory provisions and notifications can change, confirm the consolidated law and applicable notifications for the invoice and financial year before relying on a deadline. A reclaim of credit that was previously reversed may be treated differently under Rule 37(4) from a fresh, late claim.

6. The credit is blocked or needs apportionment

Section 17 restricts credit attributable to non-business or exempt-supply use and sets out blocked-credit categories. Credit may also need adjustment where depreciation has been claimed on the tax component of capital goods. These restrictions can apply even when an invoice is correctly reported in GSTR-2B. Review the use of the purchase, the relevant blocked-credit provision and any required apportionment before claiming it.

7. A duplicate, amendment, credit note or accounting difference is obscuring the entry

Reconcile amendments and credit or debit notes, tax heads, reporting periods and amounts already claimed. A timing or amendment difference is not necessarily a permanently lost credit, but it should not result in a duplicate claim. CBIC Circular 170/02/2022-GST explains that GSTR-2B information auto-populates fields in GSTR-3B and that taxpayers must identify ineligible credit and reversals when arriving at net ITC.

Match the cause to the next action

Resolve a disputed or missing ITC line step by step

  1. Identify the exact item. Record the supplier GSTIN, invoice or debit-note number and date, tax period, tax heads and amount. Check whether it was booked twice or affected by a credit note or amendment.
  2. Reconcile the records. Compare the tax document and purchase ledger with GSTR-2B, the filed GSTR-3B and the electronic credit ledger. Treat GSTR-2B as a matching statement, not a substitute for your eligibility review.
  3. Test the legal conditions. Confirm the business use, valid document, receipt, applicable supplier tax-reporting and payment conditions, correct recipient registration and place of supply, any blocked-credit or apportionment rule, and the claim deadline.
  4. Assign the correction to the right party. Ask the supplier to correct missing or inaccurate reporting. For non-receipt, preserve evidence and wait until the receipt condition is satisfied. For overdue payment, calculate the unpaid share and track the payment date. For a possible block or time bar, determine the effect before filing.
  5. Report the adjustment accurately. CBIC Circular 170/02/2022-GST distinguishes permanent reversals, including specified blocked credit and Rules 42/43 amounts, from certain temporary reversals. It describes permanent reversals in GSTR-3B Table 4(B)(1) and certain temporary reversals in Table 4(B)(2). Eligible credit may be reclaimed after its condition is fulfilled through Table 4(A)(5), with reclaimed amounts also disclosed in Table 4(D)(1), subject to the current form instructions and the facts of the case.
  6. Keep an audit trail. Retain the invoice, receipt evidence, supplier correspondence, payment records, reconciliation, reversal or reclaim calculation and filed-return acknowledgement. For a disputed interpretation, a large amount, a notice or a case involving multiple registrations, get advice from a qualified GST professional.

Permanent reversal is not the same as temporary reversal

A permanently ineligible amount should not be treated as recoverable merely because it was reversed. CBIC Circular 170/02/2022-GST places specified permanently ineligible credit and Rules 42/43 reversals in Table 4(B)(1). Certain reversals that may be reclaimed after a condition is fulfilled—including examples involving non-payment within 180 days or non-receipt—are reported in Table 4(B)(2). The circular describes the net credit calculation in Table 4(C), and reclaim reporting through Tables 4(A)(5) and 4(D)(1). Apply the current form instructions and verify that the specific legal condition for reclaim has actually been satisfied.

Annual-return reporting also depends on the financial year and reason for reclaim. The GST Portal’s FY 2024-25 annual-return FAQ describes same-year claim, reversal and reclaim in separate tables: Table 6B for the claim, the relevant Table 7 entry for reversal, and Table 6H for reclaim. Its examples distinguish Rule 37/37A reclaims from other reclaims across financial years. Check the FAQ for the relevant year rather than assuming these labels or treatments apply unchanged in later years.

Records to keep while the issue is open

  • The original tax invoice or debit note and any corrected or amended details.
  • Purchase-ledger entry, GSTR-2B reconciliation and the corresponding GSTR-3B filing details.
  • Proof of receipt, such as delivery documentation or service acceptance evidence.
  • Supplier correspondence about reporting or correcting the invoice.
  • Payment evidence and the calculation of any unpaid proportion where the 180-day rule applies.
  • A dated explanation of the cause, the reversal or reclaim calculation, and the return acknowledgement.

The Act text and portal return instructions can change; use the current consolidated provisions, notifications and return-year guidance when deciding a particular claim.
