Nokia’s decision on 15 January 2008 to close its Bochum, Germany, mobile-phone plant and move production elsewhere in Europe triggered calls for a consumer boycott. Nokia said the site was too costly and inflexible to remain globally competitive; German politicians and worker representatives focused on public subsidies, the lack of advance consultation and the social cost of eliminating thousands of jobs.

What Nokia announced in Bochum

Nokia said it would discontinue mobile-device production in Germany and close the Bochum site by mid-2008. The company estimated that about 2,300 employees would be affected. Manufacturing was to be transferred to other European locations.

Veli Sundbäck, Nokia’s executive vice president and chairman of the supervisory board of Nokia GmbH, said on 15 January 2008: “The planned closure of the Bochum production site is necessary to secure Nokia’s long-term competitiveness.” Nokia’s stated reasons were that Bochum was not globally competitive and could not meet the company’s requirements for cost efficiency and flexible production capacity.

Why the announcement caused a political backlash

Concern over subsidies

German officials questioned whether Nokia had benefited from public subsidies before deciding to move production. The dispute was not simply about a private company closing an unprofitable site: critics argued that public support created obligations to the region and its workforce, or at least warranted a fuller explanation before the closure.

Workers were told after the decision

A 2008 report by the European Foundation for the Improvement of Living and Working Conditions said Nokia announced consultations with employee representatives after the closure decision. Bochum’s works council and the European Works Council complained that they had not been informed beforehand.

Consultation began on 20 February 2008. According to the report, its purpose was to organize the closure in a socially acceptable way, rather than reconsider whether the closure would occur. That sequence intensified criticism that Nokia had treated worker consultation as an implementation exercise instead of a genuine discussion about the underlying decision.

Politicians called for a boycott

Members of the German government called for consumers to boycott Nokia products. The calls reflected anger over the plant closure, subsidy questions and the consultation dispute. European Industry Commissioner Günter Verheugen condemned Nokia’s conduct as “the product of a new religion which idolises shareholder value.” German Finance Minister Peer Steinbrück called it “caravan capitalism.”

What happened to the workers?

The reported social plan cost about €200 million for the 2,300 workers covered by Nokia’s announcement. It included compensation and a transfer company intended to help employees move toward new work.

The German Federal Ministry of Labour and Social Affairs later recorded a €5.6 million European Globalisation Adjustment Fund programme. The programme targeted 1,316 former Nokia employees for reintegration support between August 2008 and January 2010. The ministry described Bochum as the last large mobile-phone manufacturing plant in Germany.

Why Nokia moved production

Nokia’s explanation was a manufacturing-cost and capacity argument. The company said Bochum could not compete globally and lacked the cost efficiency and flexibility required for its production network. Moving output to other European sites was presented as necessary to protect Nokia’s long-term competitiveness.

That rationale clashed with the political and labour view that a plant receiving public support should not be closed abruptly, especially without prior information for elected worker representatives. The boycott calls therefore combined two criticisms: Nokia’s economic decision and the way it handled its obligations to the region and workforce.

Where the production went

Nokia said production would be transferred to other European sites, but the contemporary materials summarized here do not establish a single destination, a site-by-site allocation or the number of Bochum jobs assigned to each location. Claims that identify a specific receiving plant or an exact relocation total require a source that states those details.

Was this the same as Nokia’s later German cuts?

No. The boycott controversy concerns the 2008 closure of the Bochum mobile-device plant. Deutschlandfunk reported in November 2025 that Nokia planned roughly 300 job cuts in Germany in 2026 and closure of its Munich site by 2030, with more than 500 additional jobs affected. That later restructuring is a separate event and was not the cause of the 2008 boycott calls.
