Repowering established wind farm sites can help Scotland add onshore wind capacity by making use of existing infrastructure and grid connections. It is one route—not a guaranteed shortcut or a plan to rebuild every wind farm. Each proposal still needs case-by-case assessment, especially when turbine size, layout or environmental effects would change.

What does wind farm repowering mean?

Repowering covers more than swapping old turbines for new ones. It can involve extending the life of existing components, replacing turbines, or redesigning a site. A substantial redesign remains a new development proposal, even when it is on land that already hosts a wind farm.

The Scottish Government says it supports repowering in principle because established sites may offer infrastructure, grid connections and a strong wind resource. Those are potential advantages, not assurances that existing equipment or connections will suit a new proposal.

Why consider established sites?

Tracks, substations and grid connections may be reusable, and the site’s wind resource is already known. Making use of these assets can be a cost-effective option, according to the Scottish Government’s Onshore Wind Policy Statement.

But a newer turbine design may be larger or require a different layout. That can change visual, environmental and community effects, as well as whether existing infrastructure remains suitable. Past consent does not automatically approve a different design; proposals are considered individually.

Does an existing wind farm need new planning permission?

A new or substantially changed proposal is assessed as a development proposal, rather than inheriting approval simply because turbines already operate on the site. The evidence and consent required depend on the proposal. Scottish policy calls for case-by-case assessment, including consideration of changed effects and mitigation.

That distinction matters when comparing options. Continuing to operate existing infrastructure, extending a site’s life, adding turbines, and replacing turbines with a redesigned scheme are not interchangeable actions. Their scope, grid needs and effects differ, so there is no single consent route or assessment that applies to every site.

How does repowering fit Scotland’s 2030 onshore wind target?

The Scottish Government’s 2022 policy statement sets an ambition of at least 20 GW of installed onshore wind capacity by 2030. Its policy page, reporting DESNZ statistics, said Scotland had more than 10.4 GW of installed capacity and generated 4,440 GWh in Q3 2025. Capacity measures the potential rate of generation; GWh measures electricity generated over a period, so the figures describe different things.

Repowering is only one part of the delivery plan. The Onshore Wind Sector Deal identifies new sites, repowering and extensions, and consented projects not yet built as contributors to the 20 GW ambition.

Scotland had 1,201 renewable projects in its planning pipeline at the end of December 2025, with estimated capacity of 84.8 GW; 18.1 GW of that was onshore wind. These are pipeline estimates across projects at different stages, not capacity already operating, approved in full, or certain to be built, according to Energy Statistics for Scotland Q4 2025.

Are consent decisions happening within the stated timetable?

The Sector Deal set determination ambitions for Section 36 applications: 12 months when there is no public inquiry, and 24 months when there is one. These are ambitions, not guaranteed turnaround times. A Scottish Government answer published by the Scottish Parliament on 14 July 2026 reported that none of 46 applications received from January 2025 through June 2026 had yet been determined. Of those, 27 could no longer meet the 12-month ambition, while 19 remained within it at the date of the answer. That snapshot applies to that cohort and date; it does not establish the status of every application or later progress.

Can communities take part in repowering on public land?

Forestry and Land Scotland describes a process for community interest in wind farm sites on public land approaching the end of their lease. It says it will notify eligible community transfer bodies and key stakeholders. If no eligible community body expresses interest, it may negotiate with the current operator or tender a repowering opportunity. This is a process for the public land it manages, not an automatic right for every community or wind farm.

What should be weighed in a site proposal?

  • Scope: Is the plan to continue operating, extend the life of a site, add turbines or replace them through a redesign?
  • Infrastructure: Can tracks, substations and the grid connection be reused, and are they suitable for the new design?
  • Consent and evidence: What assessment does this particular proposal require?
  • Local effects: How do scale, layout, land use and other impacts change, and are mitigation and community involvement adequate?
  • Delivery stage: Is the capacity an ambition, a pipeline estimate, consented, under construction or operational?
