Ericsson and Nokia’s warning is about Europe’s digital infrastructure, not an imminent collapse. At a Brussels summit on January 16, 2025, the two European telecom suppliers urged policymakers to increase investment, accelerate innovation and deployment, reduce regulatory fragmentation, and make Europe more attractive to technology investors. Their diagnosis and remedies are an industry position from companies whose businesses depend on telecom spending, so they should be read as advocacy rather than an independent assessment of every European policy choice.

What triggered the warning?

Ericsson and Nokia hosted the Brussels summit for industry and European policymakers as a push to build momentum behind what they called Europe’s technology future. Their joint announcement called for “a more supportive regulatory environment” and measures to make the region more attractive to investors.

The companies connected their recommendations to the September 2024 Draghi Report, particularly its emphasis on innovation, investment, scale and reducing fragmentation. In practical terms, they want European telecom and technology markets to operate with fewer national barriers and with clearer, more predictable rules for long-term infrastructure projects.

Is Europe falling behind in 5G?

There is no single statistic that answers that question. Two figures often cited in this debate measure different things and must not be treated as interchangeable.

Coverage describes where a network is available; Standalone adoption describes which core technology connections use. A country can expand coverage without rapidly migrating customers to 5G Standalone, so the figures cannot be combined into a single league table. Ericsson’s regional comparison is also a company-published comparison, not an independent ranking of overall digital competitiveness.

Why does 5G Standalone matter to the companies?

Ericsson argues that 5G Standalone can make network performance more predictable and differentiable than earlier 5G deployments. It presents that capability as useful for industrial operations and public services that may require defined performance characteristics, rather than ordinary mobile browsing alone.

Those are Ericsson’s claimed benefits. The cited material does not establish that wider Standalone deployment has already produced economy-wide gains for Europe, nor does it quantify the cost of migration, the demand from specific industries or the return on each euro invested.

What do Ericsson and Nokia want the EU to change?

Increase investment and improve its predictability

The vendors argue that Europe needs more capital for networks and digital technologies, with policy conditions that let companies plan projects over many years. Predictability matters because telecom upgrades require substantial upfront spending while revenue arrives gradually.

Build scale across national borders

They favor a larger, less fragmented European market in which equipment, services and network investments can be deployed across borders more efficiently. Their argument is that 27 sets of market conditions can raise costs and slow deployment compared with larger, more integrated markets.

Support innovation and technology leadership

The summit’s agenda links network investment with Europe’s ability to develop and adopt advanced technologies. Ericsson and Nokia present faster innovation and digitalization as prerequisites for competitiveness in both telecom and the wider economy.

Create a more supportive regulatory environment

The companies call for rules that are more coherent and conducive to investment. They do not argue that regulation should disappear; rather, they want a framework they consider more consistent, proportionate and timely.

Where does the proposed Digital Networks Act fit?

Ericsson says a proposed Digital Networks Act could reduce fragmentation and improve investment conditions. That is the company’s interpretation of the proposal, not confirmation of its final legal text, passage or effects. The material available for this article does not establish the proposal’s current legislative status or whether it would deliver the outcomes Ericsson predicts.

Any evaluation should therefore examine the enacted provisions, implementation timetable and measurable results—such as deployment speed, investment levels, competition and network capability—rather than assuming that a proposal’s title guarantees those outcomes.

What would success look like?

Policy changes should be judged against concrete tests rather than announcements alone:

  • Investment: Do rules lower uncertainty and the cost of deploying and upgrading networks?
  • Harmonization: Do they remove duplicative national requirements without weakening legitimate oversight?
  • Security: Do trusted-supplier and resilience requirements remain enforceable as markets become more integrated?
  • Deployment: Are coverage, capacity and Standalone availability improving on a published timetable?
  • Use: Are businesses and public services adopting applications that require the promised network capabilities?

The company announcements advocate changes along these lines but do not independently quantify how much each option would improve Europe’s performance or what trade-offs it would impose.

How should readers interpret the alarm?

Ericsson and Nokia are warning that Europe could lose ground in digital infrastructure and technology investment if political momentum does not turn into timely action. Their August 2024 warning with Vodafone made a similar case, citing the “about half” high-quality-coverage assessment. The January 2025 summit sharpened the prescription around investment, scale, innovation and regulatory reform.

The strongest defensible conclusion is narrower than “Europe is failing”: the suppliers see a risk that fragmented rules and insufficiently attractive investment conditions will slow deployment and adoption relative to other regions. Whether that risk materializes, and whether their preferred remedies work, depends on policy decisions, implementation and independently measured results.
