That characterization is attributed to the report, not established as Ronaldo’s own full explanation.

Jesus said he and Ronaldo had a verbal understanding that Ronaldo would not start the 2–1 win over Norway, but could play for about 30 minutes if needed. Jesus’s response to the dispute
After the match, Jesus publicly emphasized that he—not a player or federation official—would decide Portugal’s selection and tactics. He said he intended to start Gonçalo Ramos in the following Monday’s game. RTP also reported Jesus saying there would be time to discuss Ronaldo, while Portugal’s immediate focus was Denmark.
The Guardian reported that the first visible sign of tension came after the final whistle, when Ronaldo did not join his teammates in saluting supporters. Did Jorge Jesus leave Ronaldo on the bench against Norway?
Yes. In Jesus’s account, Ronaldo was not due to start, but could have come on if the match called for it. Jesus said his tactical assessment changed and he did not use him. The 2–1 result and the decision not to bring Ronaldo on are reported by The Guardian; the explanation for the selection comes from Jesus.
