Automotive cybersecurity matters because a modern vehicle’s electronics, software and communications can affect systems involved in driving—not just personal data or connected services. That does not mean every car is vulnerable in the same way, or that a reported vulnerability proves an attack occurred. It means vehicle security has to account for safety, from the systems and connections a vehicle uses to how manufacturers detect, respond to and recover from incidents.
What automotive cybersecurity covers
Vehicle cybersecurity is the protection of automotive electronic systems, communication networks, control algorithms, software, users and underlying data from malicious attacks, damage, unauthorized access or manipulation, according to NHTSA’s overview of automotive cybersecurity. The scope extends beyond keeping personal information private: some electronic systems govern vehicle functions, so a security weakness can raise a safety concern.
That connection does not mean every cybersecurity incident will affect how a vehicle drives. The potential consequences depend on which systems are exposed, how they are connected and what safeguards are in place. A weakness in a connected service, for example, is not automatically evidence that a safety-critical function can be reached.
How connected vehicles can be exposed
Vehicles may have both wired and wireless entry points. NHTSA describes a layered approach that considers these possible routes while prioritizing protection for safety-critical control systems. Its vehicle cybersecurity overview also identifies work involving physical and over-the-air firmware updates, vehicle-to-vehicle communication interfaces, anomaly-based intrusion detection and heavy-vehicle cybersecurity.

Advanced driver-assistance technology also relies on electronics, sensors and computer systems. That makes the security of the supporting systems relevant to safe operation, but it does not establish that a particular driver-assistance feature or vehicle is vulnerable.
Equipment added outside a vehicle’s original safety systems can matter if it connects to the vehicle network. In a 2025 keynote, NHTSA Chief Counsel Peter Simshauser described an aftermarket telematics device connected to a heavy vehicle’s databus. He said agency lab testing verified reports about the possibility of reprogramming units and spoofing databus packets. This was a specific recalled device and case; it is not evidence that all telematics products can affect vehicle behavior. The account appears in NHTSA’s September 23, 2025 Auto-ISAC Cybersecurity Summit keynote, which was marked “as prepared for delivery.”

Why a vulnerability can become a safety issue
A security problem becomes a safety concern when it could compromise a system or communication path relevant to vehicle operation. NHTSA’s guidance therefore focuses on more than blocking access: manufacturers and suppliers need to identify important systems, protect them, detect incidents, respond, design for recovery and share lessons across the industry.
In its 2022 Cybersecurity Best Practices for the Safety of Modern Vehicles, NHTSA calls for capabilities to detect and remediate incidents rapidly enough to mitigate safety risks. Depending on the risk, an appropriate response may include moving a vehicle to a minimal-risk condition. These are industry practices, not a universal setting or product that an owner can apply to every vehicle.

The lifecycle perspective matters because security is not a one-time design task. A vehicle can receive software updates and depend on connected services after it leaves the factory. Resilience includes being able to recognize a problem, limit its effects, respond and recover—not merely trying to prevent every possible entry.
What documented recalls and case counts show
NHTSA has described cybersecurity-related safety recalls, but recall figures and agency case assessments are case-specific. They do not measure how often successful attacks occur across the vehicle fleet.

These figures are from NHTSA’s 2025 keynote. The cited sources do not provide a comprehensive, comparable rate of successful automotive cyberattacks or a model-by-model risk ranking, so the figures should not be treated as either.

The clearest owner action supported by NHTSA’s guidance is to check whether the vehicle or its equipment has an open safety recall. NHTSA’s October 30, 2025 consumer alert says consumers can search by vehicle identification number (VIN), license plate number or vehicle equipment. If a recall applies, contact the manufacturer’s local dealership to schedule the free recall repair and follow the manufacturer’s instructions.

- Open NHTSA’s official recall guidance.
- Look up the vehicle or equipment using the available VIN, license plate or equipment search option.
- If the result shows an open recall, contact the manufacturer’s local dealership to arrange the free repair and follow its instructions.
A recall lookup is a practical safety check, not a complete assessment of a vehicle’s cybersecurity or proof that it has—or has not—been targeted. The cited guidance does not establish one universal consumer product or setting that secures every vehicle.
How regulation fits into the picture
UNECE announced regulations addressing cybersecurity and software updates in 2020. Its announcement said the cybersecurity regulation would be mandatory for new vehicle types in the EU from July 2022 and for all new vehicles produced from July 2024. Those dates describe the EU context in that 2020 UNECE announcement; they are not a worldwide compliance schedule or a complete account of current law in every jurisdiction.
