It also needs reliable digital systems to show operators what is connected, share useful data, coordinate flexible resources and keep an increasingly connected electricity system secure. Those systems help physical infrastructure work together; they do not replace it.
What “digital foundations” mean for the electricity system
Australia’s changing electricity system must accommodate large renewable generators, storage, rooftop solar, electric vehicles, network constraints, market signals and consumer preferences. These assets are spread across different locations and owned or managed by different organisations. Their operation depends in part on trusted information moving between the people and systems that need it.
In this context, digital foundations are practical capabilities, not a single platform or consumer product: timely asset and operating data; interfaces that let organisations exchange data; visibility of network limits; coordination of consumer energy resources; digital tools for system operators; and cybersecurity. They support the integration and operation of physical infrastructure.
AEMO’s current 2026 Integrated System Plan (ISP) describes a National Electricity Market (NEM) pathway in which renewable generation is connected through transmission and distribution, firmed with storage and backed by gas-powered generation. The ISP is a roadmap for the NEM, not a complete plan for every Australian electricity market. In its FY25 plan, AEMO also linked the growth of variable renewable generation to greater operational complexity and identified modernising core systems and tools as a priority.

How digital systems help coordinate the transition
Make distributed energy resources visible
Consumer energy resources (CER) include resources managed by consumers, such as rooftop solar, batteries and electric vehicles. Because they are distributed across many sites and organisations, useful coordination starts with knowing what resources exist, what they can do and what conditions affect their operation.
AEMO’s CER Data Exchange (CDX) is designed as organisation-to-organisation data-sharing infrastructure. AEMO identifies three priority use cases: broader access to CER standing data; sharing and receiving dynamic operating envelopes; and discovering network-support and flexibility capability. In practice, this could help relevant parties understand the resources available and the limits under which they can operate. AEMO describes the CDX as being in an implementation phase, not as a finished national operating service or a consumer-facing app.

Coordinate flexibility with system needs
A battery can store electricity, but the value of a fleet of batteries also depends on whether their flexibility can be coordinated predictably around market and network needs. AEMO’s 2024 ISP release estimated that well-coordinated home batteries could save consumers around $4.1 billion in avoided costs for additional grid-scale investment. That is an estimate of a potential system benefit, not a saving already realised or a guaranteed benefit for an individual household.
Give consumers and their representatives access to data
Electricity data is useful only when access is available to the people or services entitled to use it. AEMO says the Australian Energy Market Commission made a final determination on 18 December 2025 enabling consumers to request real-time smart-meter data from 30 November 2028. Appointed, AEMO-accredited representatives may also access the data with customer consent. New meters installed from that date are to meet the real-time communication requirement. This is a future implementation milestone, not universal real-time access already available to all Australian customers.

What the published estimates do—and do not—show
AEMO’s 2024 ISP release set out several expected or valued figures alongside its planning work. They indicate the scale of benefits AEMO associated with the plan; they should not be read as observed savings or guaranteed outcomes.

AEMO CEO Daniel Westerman described the ISP’s purpose in a 26 June 2024 media release: “The ISP is a roadmap to navigate Australia’s power system through the energy transition, providing Australians with reliable electricity at the lowest cost.” That statement explains the plan’s aim; it is not a promise that every projected benefit will be achieved.

Why digital capability cannot replace physical system security
More connected devices, data links, remote access and cloud services can expand the cyber attack surface. AEMO’s Australian Energy Sector Cyber Security Framework (AESCSF) offers maturity guidance for energy organisations. Its 2025 guidance is aimed at DER/CER organisations that are new to the sector or beginning their cyber-maturity work. Cybersecurity is therefore part of making data and coordination trustworthy, not an optional layer to add after digital systems are deployed.
Digital operations also depend on physical characteristics of the grid. AEMO’s 2025 Transition Plan for System Security covers NEM security needs over at least the next decade and brings together planning on system strength, inertia and network-support control ancillary service needs. Reliable operation requires digital tools alongside network investment and coordinated action by system operators, network businesses, generators, governments and market participants.

How to judge claims about a “digital grid”
Digital capability is often discussed as if data visibility, control and physical capacity were interchangeable. They are not. When assessing a proposed system or benefit, distinguish between:
- Grid-scale assets and consumer resources: large generators and storage are planned and operated differently from rooftop solar, home batteries and electric vehicles distributed across customer sites.
- Visibility and coordination: knowing that an asset exists or seeing its operating data does not, by itself, mean it can be dispatched or coordinated for a system need.
- Data access and permission: availability depends on the relevant systems and access rights; smart-meter data access also involves customer consent for appointed representatives.
- Digital capability and physical capacity: better data and tools can support decisions, but they do not create transmission capacity, system strength or inertia.
The practical test is whether a digital capability helps the relevant organisations make and coordinate decisions about real assets and constraints, while protecting the systems and data involved. AEMO’s plans and estimates describe its system outlook and intended designs; they do not establish that every projected benefit has already occurred.
