People do not generally object to artificial intelligence as an idea; they object when a nearby data center concentrates very large demands for electricity, water, land and public infrastructure while the benefits are uncertain or shared elsewhere. A project can bring construction work, tax revenue and digital capacity, yet still leave residents asking whether their bills, wells, roads and air quality will carry the risk.

The backlash is therefore a question of cost, control and evidence. The most useful way to judge a proposal is not to ask whether data centers are always good or bad, but who receives the gains, who pays for the new capacity, what is disclosed before approval, and which promises are legally enforceable.

What people mean when they say they hate AI data centers

“Everyone” is too broad: many communities welcome investment, and some residents support new computing capacity. The anger appears when a private facility creates public consequences that are immediate and local, while its customers, owners and financial returns may be elsewhere.

An AI-focused data center is a large industrial building filled with servers used to train or run machine-learning systems. Unlike a conventional office or a small server room, it can add a huge, rapidly changing electrical load to one part of a grid. Cooling equipment may draw from municipal water systems, rivers, lakes or groundwater. Construction can bring heavy traffic, noise and land conversion. Backup generators can add local pollution, and new substations, transmission lines or power plants may be needed.

The basic dispute is distributional: AI services can be sold globally, but electricity, water, land, minerals, waste and construction disruption are concentrated in the host community. The United Nations University has described that mismatch as a central concern. Residents are not irrational for demanding proof that local compensation matches local costs.

How large is the electricity demand?

The global share of electricity used by data centers remains a minority, but the growth rate and geographic concentration make the issue politically visible. The International Energy Agency reported that data centers consumed about 415 terawatt-hours (TWh) worldwide in 2024, roughly 1.5% of global electricity use. Its outlook projects about 945 TWh by 2030.

The scale of an individual AI site is easier to picture in household terms. The IEA says a typical AI-focused data center consumes as much electricity as 100,000 households, while the largest facilities under construction could consume 20 times that amount. Those are comparisons of electricity demand, not claims that every proposed facility will reach those levels.

Growth accelerated in the latest IEA assessment: data-center electricity demand rose 17% in 2025, while demand from AI-focused facilities rose 50%. A fast-rising load can force a utility to plan generation and transmission on a schedule much shorter than the normal cycle for grid expansion.

In the United States, the Government Accountability Office estimates that data centers represented about 4% of electricity demand in 2022 and could reach 6% in 2026. A national percentage does not predict a particular town’s experience. A cluster in a constrained region can have a much larger effect than the same amount of demand spread across many grids.

Does a data center automatically raise your electric bill?

No. The IEA says the price effect depends on local supply, grid constraints and policy. Where a system has spare generation and transmission capacity, additional demand can improve use of existing assets. Where a large load arrives in a constrained area, the utility may need expensive new generation, substations or lines. How those costs are assigned in rates determines whether households, other businesses, the developer or a combination pays.

The International Monetary Fund modeled—not observed in every state—a scenario through 2030 in which renewable expansion is constrained and transmission is limited. Under current policies in that scenario, U.S. electricity prices rise 8.6% and U.S. carbon emissions rise 5.5%. These figures are scenario results, not a guarantee that a specific project will produce those increases.

The IMF also reports that electricity costs for vertically integrated AI companies nearly doubled between 2019 and 2023. That is a measure of companies’ costs, not proof that residential bills doubled. It does show why a utility and a developer may negotiate over long-term power contracts, special rates or infrastructure contributions.

Who pays for power plants, substations and transmission lines?

A data center’s electrical interconnection agreement should identify the facilities required for service and the party responsible for construction. The hard question is whether a developer pays the full incremental cost or whether some investment enters a rate base shared by all customers. Rules differ by utility, state and market design, so residents should read the tariff and commission filings rather than rely on a project’s press release.

Ask for a written load forecast showing the initial demand, the date each expansion phase comes online and the maximum load during peaks. A proposal that starts at one level and doubles within a few years can create different infrastructure needs from a stable facility. The agreement should also explain what happens if the project is delayed, downsized or never reaches its promised load.

  • Which substations, lines and generation projects are new because of this customer?
  • Are those costs paid up front by the developer, recovered through a special contract, or spread across ordinary ratepayers?
  • What happens to unused infrastructure if the facility closes?
  • Will the customer curtail load during grid emergencies, and is that obligation enforceable?
  • Are tax incentives conditioned on construction milestones, local hiring or payment of utility-related costs?

These questions turn a general fear of higher bills into a testable allocation plan. They also reveal whether a public subsidy is buying a measurable community benefit or merely reducing a private project’s costs.

Why water use becomes a flashpoint

Servers produce heat, so a data center needs a cooling system. Depending on climate and design, cooling can use municipal water, surface water or groundwater, or rely more heavily on air and closed-loop systems. Water demand can be highest during hot periods when communities are already managing drought and peak household use.

Residents worry that withdrawals could lower wells, compete with farms or ecosystems, or require expensive treatment and new pipelines. They also worry that a utility will recover water-system upgrades through higher bills. Microsoft’s vice chair Brad Smith summarized the political trade-off to the Associated Press: “Local communities naturally want to see new jobs but not at the expense of higher electricity prices or the diversion of their water.”

There is no single water-use number that applies to every AI facility. Water intensity varies with the cooling technology, weather, server workload and the electricity mix supplying the building. A credible permit should therefore state the water source, maximum daily and annual withdrawal, discharge method, treatment requirements and drought restrictions. It should distinguish water withdrawn from water consumed or evaporated.

The GAO cautions that companies generally do not report detailed energy and water use. That missing information makes facility-to-facility comparisons difficult and gives local officials less evidence for setting limits. A permit that relies on an undisclosed “average” should not be treated as a complete environmental assessment.

Are data centers bad for the environment?

The answer depends on what is measured and where. Data centers use electricity, and the climate impact of that electricity depends on whether the marginal supply comes from renewable generation, existing fossil plants or new fossil capacity. Construction also has embodied emissions, while backup generators can create local pollution when tested or operated during outages.

The IEA projects that emissions associated with data-center electricity use could reach about 350 million tonnes in 2035, approximately 2% of global electricity-sector emissions. That global share is relatively small compared with total emissions, but data centers are among the faster-growing sources of electricity demand. A small global percentage can still be a major local issue if a community hosts new gas generation, transmission corridors or frequent generator testing.

Environmental review should separate operational electricity emissions from construction impacts, water effects, land conversion, noise and traffic. It should also identify the marginal power source, not just the utility’s annual average mix. A facility supplied by new clean generation may have a different impact from one supplied by a constrained grid that responds with fossil generation.

Do data centers really create jobs and tax revenue?

They can. Construction creates trades work, and a completed facility can produce property-tax revenue, procurement spending and some permanent technical, security and maintenance jobs. New investment may also finance roads, utility extensions or training programs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The benefits are often disputed because “jobs” can mean a short construction surge or a smaller number of permanent positions. A project may advertise a large capital investment while seeking tax abatements that reduce near-term public revenue. Confidential utility agreements and private community payments make it difficult for residents to compare promised benefits with the value of subsidies.

Local officials should publish a benefits schedule with job categories, expected headcount, wage ranges, hiring residency targets, training commitments, tax receipts after abatements and the dates when each payment begins. Each promise should have a reporting requirement and a remedy if it is missed. Construction jobs should be counted separately from permanent jobs, and indirect economic effects should be labeled as estimates rather than guaranteed employment.

Why transparency matters as much as the hardware

The GAO says generative AI uses significant energy and water resources, but companies are generally not reporting details of those uses. Without model and infrastructure disclosures, the public cannot independently check load forecasts, emissions claims or water assumptions.

Useful disclosure does not require publishing trade secrets. A local authority can require standardized reporting of the facility’s electrical load, annual and peak energy consumption, cooling-water withdrawals and consumption, carbon emissions, backup-generator fuel and operating hours. The same documents should identify the power source, interconnection upgrades, noise limits, traffic plans and environmental permits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Opacity also affects trust. Residents may accept a large project when the risks are quantified, the costs are assigned clearly and enforcement is credible. They are more likely to oppose it when key terms are confidential, public hearings occur after major commitments are made, or officials cannot say who pays if assumptions change.

What opposition data show

Local resistance is not merely theoretical. The Electric Power Research Institute reported at least 25 U.S. data-center projects canceled in 2025 amid local opposition, compared with six in 2024 and two in 2023. Those figures are U.S.-specific and count reported cancellations; they do not measure opposition worldwide or prove that every canceled project was rejected for environmental reasons.

The trend indicates that permitting risk is becoming a material project issue. Developers, utilities and governments that disclose costs early can reduce conflict; secrecy can turn ordinary questions about rates, water and land into a broader rejection of the project.

How to compare two proposed projects

When communities have multiple proposals, compare them on the same evidence rather than on headline investment figures. The following framework keeps unlike benefits and costs from being mixed together.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Dimension Evidence to compare Why it changes the decision
Electricity load Starting megawatts, maximum demand, expansion schedule and curtailment terms A rapid ramp can require more generation and grid construction than a stable load.
Grid-cost allocation Interconnection studies, upgrade costs, rate treatment and default obligations Shows whether ordinary customers could share costs or stranded assets.
Water Source, cooling design, withdrawal and consumption limits, drought rules and discharge plan Reveals pressure on municipal systems, rivers, lakes and groundwater.
Emissions Marginal power source, construction emissions, backup-generator permits and operating hours Separates annual averages from local pollution and peak-period effects.
Land and disruption Site acreage, habitat impacts, noise limits, traffic routes and construction timetable Captures burdens that electricity and tax tables omit.
Employment Construction versus permanent jobs, wages, local hiring and training Tests whether advertised employment lasts beyond the build-out.
Public return Tax abatements, payments, infrastructure commitments, milestones and enforcement Shows whether benefits compensate the community for measurable costs.
Disclosure Published load, energy, water and emissions data, plus audit rights Allows residents to verify promises and monitor performance.

A practical checklist before approval

  1. Obtain the utility’s independent load forecast and interconnection study, including peak demand and every planned expansion phase.
  2. Request the complete rate schedule and a plain-language explanation of who pays for substations, transmission, generation and abandoned capacity.
  3. Require a water balance that names the source, maximum withdrawal, consumptive use, treatment, discharge and drought operating limits.
  4. Review air permits for backup generators, fuel storage, testing frequency and emergency operation.
  5. Publish the noise, light, traffic and construction-management plans, with enforceable hours and complaint procedures.
  6. Separate temporary construction employment from permanent positions and attach wage, local-hiring and training targets to any incentive.
  7. Make tax abatements, community payments and infrastructure promises public, time-limited and subject to clawbacks for missed milestones.
  8. Set recurring reporting and audit requirements so electricity, water, emissions and job claims can be checked after opening.

The fairest way to judge the controversy

Opposition is strongest when residents are asked to accept concentrated costs in exchange for benefits that are vague, remote or reversible. Support is easier to sustain when the project publishes its technical assumptions, pays the incremental infrastructure cost, protects water supplies, limits pollution and ties incentives to verifiable local outcomes.

AI data centers are not automatically harmful, and their global electricity share does not by itself settle a local permit. Nor does a promise of jobs make every project worthwhile. The defensible decision is the one that identifies the physical demands, assigns costs to the parties creating them, protects residents during droughts and grid emergencies, and gives the public enough data to verify that the promised benefits actually arrive.
