It may be a sign-in page, redirect destination, or error document. Less commonly, the site sent genuine PDF bytes with incorrect HTTP metadata. Check the file’s contents and the final response before changing browser settings or renaming anything.
What the file type tells you
A PDF response should normally use the media type application/pdf. HTML uses text/html. The filename is only a label: renaming an HTML file from .htm to .pdf does not convert its contents.
Open the downloaded file in a browser or text-capable editor. A page asking you to sign in, reporting an error, or showing the site’s normal HTML layout confirms that you received a web page. A valid PDF normally begins with PDF data rather than readable HTML markup.
Do not confuse file format with display behavior. A correctly served PDF can open in a browser’s built-in viewer instead of immediately appearing in your Downloads folder. Whether it opens inline or downloads is influenced by the Content-Disposition response header and by browser preferences. Those controls do not turn HTML into PDF bytes.

Fix it as a reader
- Inspect the saved file. If it opens as a web page or ends in
.html/.htm, treat it as an HTML response until proven otherwise. - Look for authentication. If the page asks for a username, password, or organization login, return to the original site, sign in, and open the document link again. An expired session can send a login page where the PDF was expected.
- Follow the direct document link. Start from the page that owns the document rather than an old bookmark or copied redirect URL. Watch the address bar after a new tab opens and confirm that the final page is the document, not an access-denied or error page.
- Try a clean browser session. Use a Guest/private window or another browser profile where available. If that works, extensions, cookies, cached site data, or profile state are plausible causes. The comparison identifies a profile difference; it does not by itself prove which setting is responsible.
- Separate opening from downloading. If the document displays correctly in a PDF viewer but does not download automatically, check the browser’s PDF handling preference and the site’s download control. Changing that preference affects a real PDF’s presentation, not an HTML response.
- Escalate a repeatable failure. If the same link returns HTML in multiple browsers or for multiple users, send the site owner the URL, approximate time, browser, and a note that the response body is HTML rather than PDF data. Avoid sending private credentials or confidential document contents.
How to diagnose the HTTP response
The visible link text is not enough. A redirect chain may end at a login or error page, and an application can return status 200 while still sending the wrong body. Inspect the final response status, headers, and body with your browser’s developer tools or a command-line client.
Using browser developer tools
- Open Developer Tools (usually F12 or Ctrl+Shift+I) and select Network.
- Enable recording, clear the log, and activate the PDF link.
- Select the final document request, not merely the first redirect.
- Check the status, final URL,
Content-Type, andContent-Disposition. Preview the response body if the tool provides it.
Content-Type: application/pdf with PDF data indicates a genuine PDF; text/html or an HTML body points to a site, session, redirect, or error problem. A PDF can still have an unexpected filename if the server supplies a poor Content-Disposition value.
Using cURL
Follow redirects and print headers first:

file response.binReplace the example URL with the actual document link. Review the final headers in headers.txt. If authentication is required, this command may save the login page; do not put passwords or session cookies in shell history.
What site owners should correct
Verify the final body, not just the link
Trace redirects and test the same authentication state a user has. Confirm that the final response body is the intended PDF and that a failed authorization path cannot silently return an HTML page with a successful-looking status.

Send the correct media type
For actual PDF bytes, configure the response as Content-Type: application/pdf in the web server or application. MDN’s guidance on properly configuring server MIME types covers server and application configuration. Correct typing helps browsers choose the right handler and prevents misleading downloads.
Choose the intended disposition
Use Content-Disposition: attachment when the user should be prompted to save the file. Use inline handling when displaying it in the browser is intended. This header controls presentation, not the format of the response body.
Supply a sensible filename
An attachment filename should end in .pdf, but a good filename cannot compensate for HTML bytes or a wrong media type. Test authenticated, unauthenticated, expired-session, missing-document, and error paths separately.

Common errors and fixes
“I renamed .html to .pdf and it still will not open”
The contents remain HTML. Re-download the document after fixing the session or site response; renaming is never a conversion method.

“The browser says the PDF is downloading, but the file is a web page”
Inspect the body. Download wording does not guarantee a PDF response. A login or error page may have been delivered with download-oriented headers.
“It works in private browsing”
Compare extensions, cookies, cached data, and account state in the normal profile. Disable extensions one at a time and clear data for the affected site rather than changing unrelated browser-wide settings.
“Changing the PDF viewer setting did nothing”
That setting controls handling of valid PDFs. Return to response inspection; the server may be returning HTML.
“The site owner says the status is 200”
Status alone is insufficient. Confirm the final response body and Content-Type; an HTML login or error page can be returned with status 200.

Can a PDF legitimately have an HTML extension?
A server can provide a misleading filename, but the extension does not establish the content. Inspect the body and the response’s media type; genuine PDF data should be served as application/pdf.

Will clearing the browser cache always fix this?
No. Cache or profile state can contribute, but authentication, redirects, and server configuration are also common branches. Compare a clean session and inspect the final response.
Should I contact my browser maker or the website?
Contact the website when the response body is HTML, the same failure occurs across browsers, or the server sends an incorrect media type. Browser support is more appropriate when valid PDF responses behave differently only in one installation.
