Fastly Next-Gen WAF is the strongest fit when you need deployment flexibility, edge integration and low-touch tuning. Cloudflare WAF is usually the simplest globally distributed, self-service option; Akamai App & API Protector is built for large enterprises operating across multiple CDNs and hybrid estates; and Imperva is the broadest WAAP suite when API discovery, bot defense, analytics and cloud/on-premises coverage must be managed together. None is universally “better.” The right choice depends on where traffic must be inspected, how much API and bot protection you need, who will tune policies, and whether pricing must be self-service or quote-based.
The comparison below uses vendor documentation and vendor-published figures. It does not include an independent hands-on benchmark, so validate latency, false positives and operational effort with representative traffic before committing.
Fast comparison: what each WAF is optimized for
| Product | Primary strength | Deployment emphasis | Best match |
|---|---|---|---|
| Fastly Next-Gen WAF | Flexible placement and behavioral, low-tuning protection | Fastly Edge Cloud, hosted cloud, on-premises, PaaS and supported-vendor models | Teams that need one policy approach across edge, cloud, containers and private infrastructure |
| Cloudflare WAF | Globally distributed CDN/WAF with plan-level self-service | Cloudflare network with rulesets, custom rules and rate limiting | Organizations prioritizing rapid rollout, broad automation and a single global edge |
| Akamai App & API Protector | Enterprise-scale application and API security across delivery environments | Akamai platform plus App & API Protector Hybrid for on-premises, hybrid-cloud and multi-CDN estates | Large enterprises that cannot route every workload through one CDN |
| Imperva WAF/WAAP | Unified WAF, API, bot, DDoS, client-side and analytics capabilities | Cloud, on-premises, hybrid, agent-based and agentless models; AWS inline option | Security teams seeking a broad WAAP program with API discovery and incident context |
All four can protect web applications and APIs. The meaningful differences are traffic path, policy model, API visibility, bot controls, integration depth and commercial structure.

Edge or CDN WAF
An edge WAF receives traffic at distributed points of presence before it reaches your origin. This can reduce origin exposure and combine filtering with CDN delivery and application-layer DDoS controls. It works best when DNS and routing can place the protected applications behind that network. Fastly Edge WAF is hosted on Fastly’s Edge Cloud platform. Cloudflare’s WAF similarly operates in its globally distributed network, while Akamai’s standard App & API Protector protects applications delivered through Akamai.
Hosted cloud WAF
A hosted cloud WAF is operated by the vendor but may be deployed as a service distinct from your chosen CDN. Fastly Cloud WAF is a hosted option for customers who do not want to install an agent. Hosted services simplify patching and capacity management, but you still need to plan DNS, certificates, logging, origin allow-lists and failover.
On-premises, agent and hybrid models
On-premises or agent-based deployment keeps inspection closer to private workloads or lets you protect traffic that cannot traverse a public edge. It can introduce appliance capacity planning, upgrades and additional points of failure. Fastly documents on-premises, PaaS and supported-vendor deployment models in addition to its edge and cloud options. Imperva documents cloud-managed, self-managed, agent-based and agentless API-security deployments, as well as cloud, on-premises and hybrid WAF operation.

Web and API protection compared
| Capability | Fastly | Cloudflare | Akamai | Imperva |
|---|---|---|---|---|
| Managed attack protection | Behavioral detection and managed protection for web apps, APIs and microservices | Managed Ruleset for common vulnerabilities, CVEs and known exploit vectors | Application and API protection positioned for enterprise scale | WAF integrated into a wider WAAP suite |
| API discovery | API protection is documented; specific discovery scope should be confirmed in a pilot | API Security is available, with depth depending on plan or add-on | API protection is part of App & API Protector; detailed discovery features depend on the contracted package | Continuous discovery of public, private and shadow APIs |
| Positive security and authentication controls | Behavioral approach and developer-toolchain integration; exact controls vary by deployment | Custom rules, rate limiting and higher-tier API controls | Enterprise policy options; confirm required modules and integrations | API controls include detection and mitigation for deprecated, unauthenticated and BOLA-prone APIs |
| Business-logic protection | Behavioral signals can help identify anomalous use; validate application-specific policies | Requires custom/API rules and appropriate plan features | Validate use-case coverage and policy tuning during an enterprise proof of value | API and WAAP features address abuse patterns, but application-specific testing remains necessary |
Managed signatures are useful for known attacks, but APIs often fail in ways that signatures alone cannot see: undocumented endpoints, weak authentication, excessive data exposure and abusive sequences of valid requests. Ask each vendor to demonstrate discovery of shadow APIs, schema or contract enforcement, authentication context, rate limits and business-logic abuse with your own traffic.

Fastly Next-Gen WAF: when flexibility and low tuning matter
Fastly describes Next-Gen WAF as a behavioral, low-tuning product for web applications, APIs and microservices. Its documented deployment set includes Edge WAF on Fastly Edge Cloud, Cloud WAF, on-premises WAF, PaaS and supported-vendor models. The architecture is intended to protect workloads in containers, private infrastructure, public clouds or at the edge without forcing every application into one location.
Fastly’s 2024 architecture overview says “almost 90% of our customers run us in full blocking mode.” That is a Fastly-reported customer figure, not an independently verified benchmark. It indicates the vendor’s emphasis on reducing the tuning burden that often keeps WAFs in detection-only mode.
Where Fastly can win
- Mixed estates where some applications are edge-delivered, some run in Kubernetes or other containers, and others remain on premises.
- Development teams that want WAF signals and policy work to fit existing developer tools and CI/CD processes.
- Organizations that want a hosted cloud option without installing an agent, while retaining an on-premises or edge path for other workloads.
- Security teams willing to validate behavioral detection against unusual but legitimate application flows rather than relying only on signature updates.
Questions to resolve before choosing it
- Which deployment model will be authoritative for each application, and how will policies stay consistent across models?
- What API discovery, schema validation, bot and rate-limit features are included in the specific package?
- How will logs, metrics and incident data flow into your SIEM, SOAR and ticketing systems?
- What support, traffic volume and professional-services assumptions are included in the quote?
Fastly’s product page reports a vendor-sponsored business case of 235% ROI and $4.23 million in net benefits over three years. Treat those numbers as a cited Fastly case-study claim for that business case, not as a forecast for your organization.
Cloudflare WAF: the ruleset-centric global edge option
Cloudflare defines its WAF as a service that checks incoming web and API requests and filters unwanted traffic with rulesets. Its Managed Ruleset targets common vulnerabilities, CVEs and known exploit vectors. Cloudflare documents weekly rule changes and the ability to issue emergency releases for high-profile zero-days.
Plan structure and operational scope
Cloudflare documents Free, Pro, Business and Enterprise tiers. Free includes baseline managed rules and DDoS protection with Bot Fight Mode. Pro and Business add more customization and managed-rule capabilities. Enterprise provides the most flexible bot-score and API controls, according to Cloudflare’s feature documentation; API Security and advanced bot functions may also be separate add-ons or tied to the contracted package.
This tier structure makes Cloudflare comparatively approachable for a small application or an initial proof of concept. It can become less straightforward when you need enterprise bot controls, long log retention, dedicated support, advanced API security or complex multi-account governance. Confirm every required feature in the quote rather than assuming that a feature shown in product documentation is included in your tier.

Where Cloudflare can win
- You want a globally distributed CDN and WAF managed through one control plane.
- DNS, routing and edge caching can be standardized across the applications you need to protect.
- Operations teams prefer rulesets, custom rules and rate limiting with plan-level self-service.
- You need a fast initial deployment and can accept a primarily cloud-edge traffic path.
Cloudflare’s managed rules help with known vulnerabilities, but they do not replace API inventory, authentication review or application-specific abuse controls. Use API Security, custom rules and rate limiting where the application’s risk model requires them.
Akamai App & API Protector: enterprise and multi-CDN reach
Akamai positions App & API Protector for application and API security at enterprise scale. Its App & API Protector Hybrid option extends protection beyond the Akamai platform to on-premises, hybrid-cloud and multi-CDN environments.
The hybrid capability is the key differentiator for organizations with several delivery networks, regional operating constraints or applications that cannot be moved behind a single edge. It can also reduce the pressure to redesign routing solely to satisfy a WAF deployment model.
When Akamai is the logical shortlist candidate
- Your company already operates Akamai delivery services and wants security policies aligned with that estate.
- Applications are distributed across multiple CDNs, private data centers and several clouds.
- Procurement, support and incident response require an enterprise contract and coordinated service ownership.
- The cost of routing every workload through one provider would exceed the value of architectural simplification.
The reviewed Akamai material does not publish an apples-to-apples public price. Request a quote that separates traffic, regions, protected applications and APIs, support, logging, professional services and any hybrid or multi-CDN components. Compare total cost of ownership, not only the per-request line item.

API security and deployment choices
Imperva describes continuous discovery of public, private and shadow APIs. It also describes detection and mitigation for deprecated, unauthenticated and BOLA-prone APIs. API Security can be cloud-managed, self-managed, agent-based or agentless, allowing different control points for different environments.
Imperva for AWS is described as a fully managed WAAP that deploys inline with Amazon CloudFront, keeps inspection within AWS and is designed to require no architectural changes. Verify the exact AWS architecture, logging path and fail-open or fail-closed behavior for your account before production rollout.
Vendor-published scale figures
Imperva’s current application-security page claims more than 6,000 customers, more than 90% of customers deploying in blocking mode, more than 113 billion application attacks blocked monthly and more than 3.6 trillion requests analyzed monthly. These are Imperva-published figures, not independent measurements of your prospective workload.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Bot management and DDoS protection
WAFs and bot controls address different problems. A WAF primarily evaluates request content and context for attacks. Bot management evaluates automation, reputation and behavior, while rate limiting constrains volume. Application-layer DDoS protection must continue to work when requests look syntactically valid but overwhelm expensive application functions.
| Need | Evaluation question |
|---|---|
| Credential stuffing and scraping | Can the service distinguish human, automated and suspicious sessions without blocking legitimate mobile, partner or accessibility traffic? |
| API abuse | Can policies apply per token, user, endpoint, method and response code rather than only by IP? |
| Layer-7 floods | Can protection absorb or challenge high request rates while preserving healthy users and upstream capacity? |
| Incident response | Do analysts receive a correlated narrative, request samples, rule decisions and clear rollback controls? |
Cloudflare documents Bot Fight Mode on Free and more flexible bot-score controls at Enterprise levels. Imperva includes Advanced Bot Protection in its WAAP positioning. Fastly and Akamai should be evaluated on the specific bot and DDoS modules in the proposal; product names alone do not establish equivalent coverage.

Operations, tuning and integrations
The cheapest WAF to buy can be the most expensive to operate if analysts spend every release chasing false positives. Measure the work required to move from monitor mode to blocking, investigate a blocked request, create an exception, test it safely and roll it back.
Policy lifecycle
- Inventory applications, APIs, domains, owners, authentication methods and data sensitivity.
- Start managed protections in logging or alert mode for representative traffic, including scheduled jobs and partner integrations.
- Classify false positives by endpoint, rule, user population and release version.
- Create the narrowest possible exception, attach an owner and an expiration date, then retest.
- Promote protections to blocking in stages, beginning with high-confidence attack categories and low-risk applications.
- Review blocked and allowed trends after every significant application or rule update.
Infrastructure as code and toolchain fit
Ask for Terraform resources, API coverage, policy export/import, drift detection and CI/CD validation. Imperva explicitly documents Terraform support. Fastly emphasizes developer-toolchain integration. Cloudflare provides rulesets, custom rules and rate limiting through its control plane; confirm the exact API and Terraform resources for your plan. For Akamai, verify which hybrid policies and reporting objects are automatable in your contract.
Free tools Windows power users keep installed
One-click scans. No signup required.
Logging and investigation
Require request IDs, matched rule or behavioral signal, action taken, source context, edge location, timestamp precision and enough request metadata to reproduce a decision without exposing secrets. Price log retention and export separately. A WAF that blocks accurately but cannot explain the decision will slow incident response and application troubleshooting.
Pricing and total cost of ownership
Do not compare fabricated per-request prices. Cloudflare exposes Free, Pro, Business and Enterprise tiers, while the Fastly, Akamai and Imperva materials reviewed here use enterprise sales, demo or trial paths rather than a directly comparable public price table.
Send every vendor the same quote sheet. Specify:
- Monthly requests, peak requests per second and expected growth.
- Number of protected applications, domains, APIs and environments.
- Regions, CDN or multi-CDN routing, origin locations and required failover.
- Managed rules, custom rules, API discovery, schema enforcement, bot controls and rate limiting.
- DDoS coverage, TLS/SSL management, client-side protection and any cloud-provider integration.
- Log volume, retention, SIEM export, support tier, SLA and incident-response commitments.
- Deployment locations, migration assistance, policy tuning and professional services.
Also calculate internal labor: policy owners, on-call analysts, application-team review time, certificate management, change approvals and the cost of running a second WAF during migration.
Which WAF should you choose?
Choose Fastly when
- You need the same security program across edge, cloud, containers and on-premises workloads.
- Low tuning effort and behavioral detection are more important than a large catalog of manually managed signatures.
- Developers need WAF controls and signals integrated with their delivery workflow.
Choose Cloudflare when
- A globally distributed CDN/WAF stack and fast self-service deployment are the priority.
- Your traffic can consistently route through one edge network.
- You are comfortable selecting the plan or add-ons required for API and advanced bot controls.
Choose Akamai when
- Enterprise scale, multi-CDN reach and hybrid application protection dominate the requirements.
- Some workloads must remain on premises or behind other CDNs.
- You want an enterprise-managed program and can evaluate a quote rather than a published price.
Choose Imperva when
- You want WAF, API security, advanced bot defense, DDoS, client-side controls and analytics in one WAAP program.
- Continuous discovery of public, private and shadow APIs is a central requirement.
- You need cloud-managed, self-managed, agent-based, agentless, AWS, on-premises or hybrid options.
How to run a fair pilot
- Select two or three representative applications: a public website, an authentication-heavy API and a high-value transaction flow.
- Replay normal traffic patterns, partner calls, mobile clients, batch jobs, vulnerability scans and known malicious samples.
- Record latency, blocked requests, false positives, analyst time, rule-change time and log completeness.
- Test deployment failure modes: origin outage, certificate renewal, DNS or routing rollback, vendor control-plane outage and fail-open or fail-closed behavior.
- Measure API discovery against an inventory that includes undocumented and deprecated endpoints.
- Exercise bot and rate-limit policies with authenticated users, NATed offices, mobile networks and automation that should remain allowed.
- Price the final design with identical traffic, retention, support and professional-services assumptions.
Keep a written acceptance threshold for false positives and response latency. A vendor that performs well on attack blocking but requires unacceptable exception work is not a successful production choice.
Bottom line
Fastly is the flexible-deployment choice, Cloudflare the straightforward global edge choice, Akamai the enterprise multi-CDN and hybrid choice, and Imperva the broad WAAP-suite choice. Select by traffic path and operating model first, then confirm API, bot, DDoS, automation and support details in a controlled pilot. The evidence available for these products supports a structured evaluation, not a universal ranking.
